COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS
MAY 5, 1959
Regular Meeting of the Board of Commissioners May 5, 1959. Meeting was called
to order by Mayor McCune, the roll was called and Commissioners McCune, Bull, Exlire,
Jaeger and Ramsey and City Attorney Barta responded.
The minutes of the Regular Meeting of April 28, 1959 and Zoning Board Meeting
of April 28, 1959 were read and approved as read.
A resolution was introduced for second reading entitled: "A Resolution
determining necessity of and directing that the owner or owners of certain lots
construct, in compliance with plans and spedifications of the City Engineer, a side-
wal1k, abutting said lots within 30 days of the adoption and publication hereof and
providing that in the event the owner or owners fail to do so, that the City shall
proceed to construct or cause to be constructed said sidewalk and that the total
cost thereof shall be assessed against such lot or lots on which such sidewalk shall
abut as other special assessments."
On motion of Commissioner Jaeger the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2157.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the curbing, guttering, paving and grading of Albert Avenue with concrete
Thirty-three (33) feet wide from back of curb toback of curb, from the east line
of Roach Street tothe west line of Ohio Street • curbing, gutteri�q, paving and grading of
Beverly Drive with concrete, Thirty-three (33� feet wide from back of curb to back of cur

On motion of Commissioner Exline the ordinance was read and adopted by sections

Recommending that Petition Number 2211 filed by B. A. Breon and J.D. Williams
for the Replat of Lots 11 through 19 inclusive and the East 40 feet of Lot 20, Block 3,
Wilbre Addition to Zone "B" be approved.
Commissioner Ramsey moved to accept and City Clerk publish Notice of Hearing.
Recommending that Petition Number 2201 filed by B.A. Breon and J. D.Williams for
the approval of the Plat of Wilbre Addition to the City of Salina, K ansas:- be approved.
Commissioner Jaeger moved to accept.
Recommending that Petition Number 2207 filed by Frank L. Barbee for the approval
of platting of part of Lot 16 Garden Homes Addition to Salina, Kansas, be approved as
submitted.
Commissioner Ramsey moved to accept.
Recommending that Petition Number 2200 filed by Claude Melvin for the approval

Recommending that Petition Number 2212 filed by B.A.Breon and J.D. Williams
for the zoning of Lot 1, Block 1; Lot 1, Block 2; and West 30 feet of Lot 20 in Block 3
and all of Lot 21, Block 32 Wilbre Addition to Salina, Kansas, to Zone "D" be approved.

Reported as follows on Petition Number 2186 foil the rezoning of all of Moose

After careful consideration of this petition and after reviewing the two protest
petittions, the same being 2201 filed by Chas. mantis and Dan Spellman, et al., it is
the opinion of the Zoning Commission that Only Lot 9, Block 1, should be rezoned to "B",
which will allow the petitioner to use the house on the premises.
Commissioner Jaeger moved to accept.
Recommending that Petition Number 2205 filed by Ted Collister, for the rezoning
• of Lot 9, Block 1, College View Addition, from "A" to "B" be approved.

An ordinance was introduced for second reading entitled: "An ordinance providing

inch crushed rock bas e, from the north line of Armory Road to a point 136.5 feet north
of the north line of South Street; paving and grading, of Franklin Street Twenty-eight (28)
feet wide from toe of gutter to toe of gutter with two (2) inch hot asphalt mix over a
six (6) inch crushed rock base from the east side of Custer Street to the west line of
Sheridan Street; paving and grading of Fifth Street with two (2) inch hot asphalt mix
over a six (6) inch crushed rock base,from the north line of Harsh Avenue to the south

The following letters presented from City Planning and Zoning Commission:
Recommending that Petition Number 2194 by Tally -Ho, Inc., for the inclusion of a
tract of land lying south of the present city limits, line bounded on East by the West
Missouri Pacific Railroad Right -of -Way line and on the Southwest and west by the new
Interstate 35 R/W line, be included within the city limits of the City of Salina, K ansas,
also for the acceptance of the Replat of Talley Addition, be approved.
Commissioner Ramsey moved to accept.
Recommending that Petition Number 2211 filed by B. A. Breon and J.D. Williams

Parcel #1 and Parcel #2 being a tract of land west of Broadway Boulevar-d and
North of the point where South Street intersects the Boulevard.
City Planning and Zoning Commission recommends that Parcel #1 be rezoned from
"A" to "F" Light Industrial. Parcel #2 already zoned as "F".

such improvements, general nature of the proposed improvement, the estimate of probable
cost, the boundaries of the improvement district, the method of assessment, the appor-
tionment of cost, if any, betty een the district and the City at large, and whether si:ch
improvement should be made as proposed or otherwise, or in combination with other
improvements authorized by Chapter 99, Session Laws of 1957, State of Kansas.

The following petitions were presented and on motion of Commissioner Jaeger
referred to City Planning Commission:
Approval of Plat of Nordboe Sub -Division.
For the acceptance of the Bel -Air Sub -Division to the City of Salina, Saline
County, Kansas:, as follows:
Lot 1 Zone "D" Local Business
All other lots "A" Residential.
Commissioner Jaeger moved that permission be granted to Radio Station KSAL
to put antenna on Water Tower,.at Cemetery subject to City Attorney approving the
agreement.

Radio Station KSAL permission to put antenna on Water Tower in Cemetery. "
On motion of Commissioner Jaeger resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: McCune,

it is Numbered 2158.
Commissioner Jaeger moved that ordinance be introduced for first reading
levying special assessments for Street Improvements provided for in Engineer Job

final adoption the roll was called and the following vote was had; Ayes: McCune,

it is Numbered 2159.
An ordinance was introduced and passed entitled "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Ramsey the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
McCune, Bull, Exlire , Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance
and it is Numbered A-963.
An ordinance was introduced and passed entitled: "An ordinance making an ap-
propriation for the payment of certain claims."
