APRIL 21, 1959
Regular Meeting of the Board of Commissioners April 21, 1959. Meeting was
called to order by Mayor McCune, the roll was called and Commissioners McCune, Bull,
Exline, Jaeger, Ramsey and City Attorney Barta responded.
The minutes of the Regular Meeting of April loth, 1959 were read and approved
as read.
Bids on Street Sweeper as follows:
Salina Tractor Company, Inc., Salina, Kansas.
Berry Tractor & Equipment Company, Wichita, Kansas.
Commissioner Ramsey moved to award contract to Salina Tractor Company, Inc.,
for $9,919.00.
No persons appeared to protest the rezoning of East 50 feet of the South 60
• feet and the North 30 feet of South 90 feet, less the west 115.15 feet Lot 7, Survey-
or's Plat "C" in the City of Salina, Kansas from Zone "C" to Zone "D", and the
South half of Lots 8, 9 and 10, Block 4. Oakdale Addition in the City of
Salina, Kansas., from Zone "B" to Zone "C".
Commissioner Ramsey moved that Zoning Ordinance be introduced for firs t
reading.

City Manager reported on the following petitions:
2196 Curb -type sidewalk on North side of Jewell from Funston to Sunset Park.
Commissioner Jaeger moved that ordinance be introduced for first reading.

Insufficient.
Commissioner Jaeger moved to refer to petitioner.

The following letters re eived from City Planning Commission:
Recommending that Petition No. 2110 filed by Garden Homes, Inc., for the
rezonin of Blocks 9 and 11 of the Replat of sots 1 to 15 inclusive, Garden Homes
Addition, City of Salina, Kansas, from Zone "A" to Zone "D" be approved.
Commissioner Jaeger moved to accept and City Clerk give Notice of Hearing.
Recommending that Petition No. 2180 filed by F. S. Dumler for the rezoning
of Lot 39 on Jewell Avenue, in Addition to Grounds of Kansas Wesleyan University, City
of Salina, Kansas, from Zone "A" to Zone "B" be approved.
Commissioner Ramsey moved to accept and City Clerk give Notice of Hearing.
Recommending that Petition Number 2179 filed by John Reiff for the r ezoning of
Lots 15 and 17, Block 22, EMI Addition to Salina, ansas, from Zone "B" to Zone "C"
be approved.
Commissioner Exline moved to accept and City Clerk give Notice of Hearing.
• Recommending that Petition No. 2185 filed by Claude 0. Melvin for the inclusion
within the City limits a tract of land at Twelfth and Pacific tote used for Trailer
Court be approved.
Commissioner Jaeger moved to accept.
Recommending that Lot 46, Elm Strreet, Original Townsite to the City of
Salina, Kansas , be rezoned to Zone "D"; and that Lots 45 and 47, Elm Street,
Original Townsite to the City of Salina, Kansas: be not rezoned. See Petition
Number 2189 filed byWilbur A.Tucker.
Commissioner Jaeger moved to accept and City Clerk give Notice of Hearing.
Recommending that Petition No. 2181 filed by MartinA.Eikelberger, for the
inclusion within the City limits, Lots 13 and 1.4, Block 2, Tucker Park, and abandoned
Railroad Right -of -Way, be approved.
Commissioner Ramsey moved to accept.
Recommending that Petition Number 2172 filed by Claude A. Melvin for the re-
zoning of the West 1/2 of Block 32, Military from Zone "A" to Zone "C" be approved.
Commissioner Ramsey moved to accept and City Clerk give Notice of Hearing.
A resolution was introduced for second reading entitled : "A Resolution
relating to the curbing, guttering, paving and grading of Gypsum Avenue with concrete
Thirty-three (33) feet wide from back of curb toback of curb, from the east line of
Wisconsin to a point 272 feet,East."
On motion of Commissioner Exline the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution
and it is Numbered 2146.
A resolution was introduced and read entitled: "A Resolution authorizing and
ordering certain street, sanitary sewers and sidewalk improvements, ordering preparation
of plans and specifications and the estimate of cost."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2117.
A resolution was introduced and read entitled: "A Resolution authorizing and
ordering certain Street Improvements, ordering preparation of plans and specifications
and the estimate of costs."
On motion of Commissioner Jaeger the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2148.
A resolution was introduced and read entitle.,: "A resolution authorizing and
and ordering certain street improvements, ordering preparation of plans and specifications
and the estimate of costs."
On motion of Commissioner Ramsey the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: McCune,
Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2149.
An ordinance was introduced for second reading entitled: "An ordinance ratify-
ing and confirming a contract with O.D. Wilmoth doing business as Wilmoth Construc-
tion Company, for the construction of Worsley Addition and Euclid Avenue Storm Sewers
in the City of Salina, Kansas, heretofore designated as Worsley Addition and Euclid Avenue
Storm Sewers and providing for the issuance of temporary notes to pay the cost thereof
pending the issuance and sale of bonds."
On motion of Commissioner Ramsey the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance
and it is Numbere d 6319.
An ordinance was introduced for second reading entitled : "An ordinance creat-
ing and defining certain main and lateral sanitary sewer districts in the City of Salina,
Kansas, designated as Main Sanitary Sewer "AI"' and Main Sanitary Sewer "AJ'" and Lateral
Sanitaty Sewer Districts 390, 391 and 392, and providing for the construction of a Main
Sanitaty Sewer District 11AI" and Main Sanitary Sewer District "AJ" and Later al Sani-
tary Sewer Districts Numbered 390, 391 and 392 sorreated, and providing for the payment
of the cost thereof and for the levying of special assessments against the property in
said districts for the payment of the cost of such construction and for the issuing of
bonds to pay the cost thereof."
On motion of Commissioner Jaeger the ordinance was read and adopted bl. sections
and on its final adoption the roll was called and the following vote was had; Ayes:
McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6320.

Commissioner Ramsey moved to refer to City Planning Commission.
For rezoning Lot 170 on South Fifth Str eet, Original Town of Salina, Kansas
from "C" to ''D".
Commissioner Ramsey moved to refer to City Planning Commission,
Protesting the rezoning of Moose Addition from "A" to "B".
Commissioner Ramse.r moved to refer to City Planning Commission.
For rezoning Lot 9, Block 1, College View Addition from "A" to "B".
Commissioner Ramsey moved to refer to City Planning Commission.
Letter received from Library Board that City assume care of Smoky Hill His-
torical Museum.
Commissioner Jaeger moved to refer to City Attorney.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Exline the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: McCune, Ball, Exline, Jaeger and Exline (5) Nays: (0) Mayor approved
the ordinance and it is Numbered A-961.
