04-14-1959 Minutes- Organizational1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALI NA, KANSAS APRIL 14, 1959 Regular Meeting of the Board of Commissioners April 14, 1959. Meeting was called to order by Mayor Jaeger, the roll was called and Commissioners Jaeger, Exline, McCune, Ramsey and Wenger and City Attorney Barta responded. The minutes of the Regular Meeting of April 7th, 1959; Board of Zoning Appeals Meetirg of April 7th, 1959 and Special.MeetiYg of April 7th, 1959 wereread and approved as read. Pursuant to Notice published in the Salina Journal bids were received for the construction of Storm Sewers in Worsley Addition and Euclid Avenue as follows: Wilmoth Construction Company $40,549.50 Brown and Brown, Inc. $432492.00 L. W. Rexroad and Son, Contractors $47,151.60 McCollum Construction Company $472659.40 • I I Engineer 's Estimate $43,646.00 , Commissioner Wenger moved that contract be awarded to Wilmoth Construction Company as per bid submitted in the amount of $40,549.50, and checks returned to unsuccessful bidder s. Ordinance passed: c����� �� Number An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the amendment of.Zoning.Ordinance Number 5549 and the Zoning District Map therein and thereby adopted and.providing for the rezoning of certain proper ty within the City and prescribing the proper uses thereof." On motion of Commissioner McCune the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCun,Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6316. An ordinance was introduced for second reading entitled: "An ordinance de- scribing the place of installation of certain sidewalks in the City of Salina, Kansas."' On motion of Commissioner Exline the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6317. An ordiname was introduced for second reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay t e cost of constructing Main Sani- tary Sewer "AF" and Lateral Sanitary Sewer District Number 373, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6318. A resolution was introduced for second reading entitled "A Resolution relating to the curbing, guttering, paving and grading of Lewis Avenue with concrete, Thirty-three (33) feet wide,from back of curb to back of curb, from the south line of Minneapolis Avenue tothe south line of Republic Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exlire, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 2145. City Manager reported on Petition Number 2177 for concrete paving of Gypsum Avenue from east line of Wisconsin to west line of Iowa. Commissioner Ramsey moved that resolution be introduced for first reading. Resolution passed : C_L n / yj�Number� • Newly elected City Commi sionersH. Jaeger, R. F. 6xline and R. W. Bull, were present and having filed required Bond, approved by the Judge of District Court and the City Attorney, the oath of office was administered to them by City Clerk H. E. Peterson, and they assumed their office as City Commissioners. Board of Commissioners convened for the purpose of organizing. H. E. Peterson, City Clerk, presiding. Roll called and Commissioners Bull, Exline, Jaeger, McCune and Ramsey and City Attorney Bar to responded. Commissioner Ramsey nominated Don C. McCune as Mayor and Chairman of the City of Salina, Kansas. Carried. Commissioner McCune nominated Carl Ramsey as Acting Mayor and Vice-Chairmand� of the City of Salina, Kansas. Carried. cz� City Clerk turned gavel over to Mayor McCune. Wilson and Company.. Engineers, filed the following estimates: Estimate No. 1 Booster Pumping Equipment Layne Western Company $3,000.00 Estimate approved by Commissioner Jaeger, Estimate No. 4 Gypsum Hill Cemetery Water Supply Phase II Wilson Constructors 478.17 Estimateapproved by Commissioner Jaeger. Concrete Construction Bond received from Haworth Lumber Company. Bond approved by Commissioner Ramsey. The following petitions w ere presented and on motion of Commissioner Wenger referred to the City Manager: For curb -type sidewalks on the north side of Jewell Avenue from Funston to Sunset Park. For sidewalks on south side of OakCircle from Beach Str eet to Cloud Circle. For sanitary sewers in Holiday Addition. A petition was presented forthe rezoning of a tract of land west of Broadway Boulevard and north of the point w here South Street intersects the boulevard , to Light Industrial. On motion of Commissioner Ramsey petition referred to City Planning Commission. Application for Driveway 714 North Eleventh Graves Truck Lines. Approved by Commissioner Exline. A petition presented from Paul Adrian and C. 0. Ingermanson for inclusion in City limits a tract of land lying South of the present City limits line, bounded on the east by the west Missouri Pacific Railroad, Right-of-way line; bounded on the Southwest and West by the new Interstate 35 R/W line and the City Flood Control Ease- ment line. Also acceptance of Plat to be known as "Replat of Talley Addition". Upon acceptance of the above and concurrent thereto we request the rezoning of Lots 1, 2, 32 4 and 5,Block 1, to Zone "D" local business; and the rezoning of the remainder of Block 1, and all of Block 6 and 7 to "F" Light Industrial. We call your attention to the fact that, that area designated as Lots 6, 7 and 82 Block 1, is currently Zoned "F". Commissioner Jaeger moved to refer to City Planning Commission. An ordinance was introduced and passed entitled "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Exline, Bull, Jaeger and Ramsey (5) Nays.: (0) Mayor approved the ordinance and it is Numbered A-959. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: McCune, Bull, Exline, Jaeger and Ramsey (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-960.
