03-24-1959 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS. MARCH 24, 1959 Regular Meeting of the Board of Commissioners March 24, 1959. Meeting was called to order by Mayor Jaeger, the roll was called and Commissioners Jaeger, Exline, McCune, Ramsey and Wenger and City Attorney Barta responded. The minutes of the Regular Meeting of March 17th, 1959 were read and approved as read. Notice of Hearing for Improvement of Certain reports. PUBLIC HEARING ON ADVISABILITY OF IMPROVEMENTS Project SB 163-2 The Board of Commissioners of the City of Salina,Kansas , met in the Commissioners Room of the City Hall on the 24th day of March 1959, at 1:00 P. M. for the purpose of conducting a public hearing on the advisability of the follow- • ing improvements: The curbing, guttering and paving with 6" reinforced concrete, 26' wide, back to back, Willis Avenue from the east line of Haskett to the west line of Hageman. The curbing, guttering and paving with 6" reinforced concrete, 26' wide, back to back, of Maple Avenue from the east line of Haskett to the west line of Hageman. The curbing, guttering and paving with 6" reinforced concrete, 33' wide, back to back, of Garden Avenue from the east line of Haskett to the west line of Hageman. The curbing, guttering and paving with 6" reinforced concrete, 33' wide, back to back of Hageman Avenue from the south line of slab on Broadway Boulevard to the south line of'Garden. The curbing, guttering and paving with 6" reinforced concrete, 33' wide, back to back of Haskett Avenue from the south line of Willis Avenue to the south line of Talley Drive. M. for the purpose of conducting a public hearing on the advisability of the fol- lowing improvements: The curbing guttering, paving and grading with 611 reinforced concrete, two lanes 24 feet in width, with a 13 foot median lane between the two concrete lanes on Ohio Street from the north line of Wayne Avenue to the north line of Greeley Avenue. as provided by notice published in the Salina Journal, the official City news- paper on the 11 and 18 days of March, 1959, and said hearings were finally adjourned on the 24th day of March, 1959. • (SEAL) H. Peterson City Clerk Letter was presented from City Planning Commission relating to Petition #2176 filed by Harry Banker for the approval of Moose Addition. City Planning Commission recommended that petition be approved subject to the final approval of the easements by the City Engineer. Commissioner McCune moved to accept. Hearing was held on Trailer Court petition filed by C. 0. Ingermanson for per- mission to install four trailer spaces on the North one-half of the South 170 feet, south of Talley Addition in Section 26-14-3. No protests. A resolution was introduced and passed entitled : "A resolution relating to authorization of use of certain lots as a Trailer Court within the City, under Section 13, Ordinance Number 5549." On motion of Commissioner Wenger the resolution was adopted as read and on its • final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the Resolution and it is Numbered 2136. Commissioner Ramsey moved that City Engineer prepare a Feasibility Report for: Paving of streets in Sunset Manor Addition, to assist the Board of Commissions rs in determining the feasibility and desirability of such improvements, general nature of the proposed improvement, the estimate of probable cost, the boundaries of the improvemen district, the method of assessment, the appor- tionment of cost, if any, between the district and the City at large, and whether such improvement should be made as proposed or otherwise, or in combination with other im- provements authorized by Chapter 99, Session Laws of 1957, State of Kansas,. Approved by the Board of Commissiorn rs. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering, paving and grading of Wayne Avenue with concrete, Thirty- three (33) feet wide, fromback of curb to back of cur , om a west line of Highland Avenue to the east right-of-way line of the Union Pacific Railroad." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Ex - line, McCurB ,Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 2135• An ordinance was introduced for second reading entitled : "An ordinance providing • for the amendment of Zoning Ordinance Number 5549 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." Bids on Airport Cafe. Commissioner Ramsey moved to refer to Airport Committee for recommendation. Concrete Construction Bond presented from Alvin L. Wise. Approved by Commissioner McCune. Petitions for Voice Warning System. Commissioner Exline moved to file petitions. Petition presented for sanitary sewer to serve all of Block -49, in Military Addition. Commissioner Ramsey moved to refer to City Manager. Petition for curbing, guttering, paving, sidewalks, water and sanitary sewers to serve Blocks 1, 2, 3, 4, 51 6, of Shalimar Addition. ' Petition presented to include within the Cit. limits Lots 13 and 14, Block 2, Tucker Park Addition. Commissioner Wenger moved to refer to City Planning Commission. Petition p;esented for rezoning of Lot 39, on Jewell Avenue in Addition to Grounds of Kansas Wesley University Addition from "A" to "B" for duplex. Commissioner Exline moved to refer to City Planning Commission. Petition presented for the rezoning of the South 10 feet of Lot 27 and Lot 29 of the Grounds of Kansas Wesleyan University on Santa Fe Ave ue, City of -Salina, Kansas, from "B" to "D". Commissioner Exline moved to infer to City Planning Commission. A resolution was introduced and passed "relating to Kenwood Park Lease between City of Galina and Saline County." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCue., xamsey and Fenger (5) Nays: (0) Mayor approved the esolution and it is Numbered 2137. Commissioner Exline moved that ordinance be introduced for first reading for the construction of a Storm Sewer in Worsley Addition and Euclid Avenue. Ordinance passed:j Number More Downtown Parking Area. Mr. Riddle appeared, Chamber of Commerce Committ Commissioner Ramsey moved that City Manager be instructed to proceed and get a report and information. Appraisers Reports filed for Street Improvement Jobs 381 and 385 and Sewer Job Number 377. Commissioner Exline moved to set date of April 7th, 1959 at 4:00 P. M. for Hearing. m . be approved and the Mayor authorized to sign for the City of Salina, Kansas. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, hxline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered A-956. On motion of Commissioner Ramsey the Board of Commissiore rs adjourned.
