03-17-1959 MinutesCOMMISSION RS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS' MARCH 17, 1959 Regular Meeting of the Board of Commissioners March 17, 1959. Meeting was called to order by Mayor Jaeger, the roll was called and Commissioners Jaeger, Exline, McCune and Ramsey and City Attorney Barta responded. Commissioner Wenger absent. The minutes of the Regular_-- Meeting of March 10th, 1959 were r ead a nd approved as read. The following resolutions were introduced for second reading: It A Resolution relating to the paving and grading of Fifth Street with two (2) inch hot asphalt mix over a six (6) inch c rushed rock base,f rom the north line of Harsh Avenue to the south line of Euclid Avenue." On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, • Exline, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the resolution and it is Numbered 2125. "A Resolution relating to the curbing, guttering, paving and grading of Albert Avenue with concrete, Thirty-three (33) feet wide from back of curb to back of curb, from the east line of Roach Street to L. he west line of Ohio Street." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and V_e following vote was had; Ayes: Jaeger, Exline, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the resolution and it is Numbered 2126. "A Resolution relating to the curbing, guttering, paving and grading of Quincy Street with concrete, Thirty-three (33) feet wide from back of curb toback of curb, from the south line of Leslie Avenue to the north line of Wayne Avenue." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the resolution and it is Numbered 2127. "A Resolution relating tothe curbing, guttering, paving and grading of Roach Street with concrete, Thirty-three ( 33 ) feet wide from b ack of curb to back of curb, from the south line of Albert Avenue tothe north line of Wayne Avenue." On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor ap- proved the resolution and it is Numbered 2128. "A Resolution relating to the curbing, guttering, paving and grading of Max • Avenue with two (2) inch hot asphalt mix over a six (6) inch crushed rock base, from the east line of Quincy Street tothe west line of Norton Avenue.'' On motion of Commissioner Ramsejr the resolution was,adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune and Ramsey (4) Nays:. (0) Commissioner Wenger absent. Mayor ap- proved the resolution and it is Numbered 2129. An ordinance kas introduced f or second reading entitled : "An ordinance creat- ing and defining ce tain main and lateral sanitary sewer districts in the City of Salina, Kansas, designated as Main Sanitary Sewer "AHO and Lateral Sanitary Sewer Districts 3792 3803 3813 382 and 383, and providing for the construction of a Main Sanitary Sewer "AH" and Lateral Sanitary Sewer Districts Numbered 379, 380, 381, 382 and 383 so cre- ated, and providing for the payment of the cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner McCune the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exlire, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the ordinance and it is Numbered 6310. A resolution was introduced for second reading entitled: "A Resolution determin- ing necessity of and directing that the owner or ownersof certain lots construct, in compliance with plans and specifications of the City Engineer, a sidewalk, abutting said lots within 30 days of the adoption and publication hereof and providing that in the • event the owner or owners fail to do so, that the City of Salina, shall proceed to con- struct or cause to be constructed. said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the resolution and it is Numbered 2130. The following letters received from City Planning Commission: Regarding set -back for Carl Smith for Lot 5, Block 1, of Lamer's Sub -Division. Commissioner Ramsey moved to file with other letters. Recommending that Petitions Numbered 2130 and 2162 filed by Paul Youngerfor the rezoning of the East 50 feet of the South 60 feet and the North 30 feet of the South 90 feet, less the West 115.15 feet thereof, of Lot 7, Surveyor's Plat "C" to the City of Salina, Kansas,from Zone "C" to Zone "D" be approved. Commissioner Ramsey moved to accept and City Clerk adve tise for Hearing. Recommending that Petition Number 2173 filed by Alf w'eber,for the rezoning of the South 1/2 of Lots 8, 9, 10 in Block 4, Oakdale Addition from Zone "B" to Zone "C" be approved. Commissioner McCune moved to accept and City Clerk advertise for Hearing. Recommending that Petition Number 2175 filed by C. 0. Ingermanson for permission to install four trailer spaces under special class on the North 1/2 of the South 170; feet, south of Talley Addition, in Section 26-14-3,be approved, provided the petitioner constructs said trailer spaces to conform with the same ste back and spacing as now exists in the adjacent trailer court. Commissioner Exline moved to accept and City Clerk advertise for Hearin g. No persons appeared to protest the rezoning of the following property: West 24 feet of Lot 4, Block 1, in Beebe's Second Addition from Zone "C" to Zone "D" (Weeks Food Store). Commissioner Ramsey moved that ordinance be introduced for first reading. Ordinance passed` Number Rezoning Lot 6, Block 3 of the Replat of Lots 1 to 15 inclusive in Garden Homes Addition from Zone "A" to Zone "B". (M. C. Letter from State Highway Commission of Kansas for highway permit for clearing timber and brush on State right-of-way at Mulberry and DryCreeks north of Salina. Commissioner McCune approve. Mayor sign. 1,for revising maintenance of Letter from State Highway Commission of Kansas connecting links of the State Highway System in Salina, Kansas. Commissioner Ramsey approve. Mayor sign. �'c1 Agreement from the Kansas Power and Light Company of Salina, Kansas, for antenna, etc., on water tower. Commissioner Exline approve. Mayor sign. The following petitions were presented: For the rezoning of Lots 15 and 17 Block 22, E. M. I. Addition (located in the 1200 Block on East side of North Santa Fe Avenue) from Zone "B" to Zone "C". • Commissioner Exline refer to City Planning Commission. Petition for concrete paving of GypsumAvenue from Wisconsin to Iowa. Commissioner Exline refer to City Manager. Petitions filed asking the City of Salina to purchase the Voice Warning System. Commissioner Exline - file. Petition for curb -type sidewalks on the North side of Beloit from the corner of Beloit and Lewis, west approximately 200 feet. Commissioner Ramsey refer to City Manager. A resolution was introduced and passed entitled 'fA Resolution acquiring easement of storage area for flood water, providing for the control thereof and author- izing bridge over river."
