09-30-1958 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS SEPT. 3P, 1958 Regular Meeting of the Board of Commissioners September 30, 1958. Meeting was called to order by Mayor Jaeger, the roll was called and Commissioners Jaeger, Exline, McCune, Ramsey and Wenger and City Attorney Barta responded. The minutes of the Regular Meeting of September 16th, 1958 were read and ap- proved as read. NOTICE OF HEARING ON PROPOSED ASSESSMENTS FOR THE IMPROVEMENT OF CERTAIN STREETS. TO ALL PERSONS CONCERNED: The Board of Commissioners of the City of Salina, ansas, will meet in the Commission room in the City Hall on the 30th day of September, 1958, at 4:00 o'clock P. M. to consider the proposed assessments for the following improvements, to -wit: (a) Paving with six (6) inch reinforced concrete of all streets in Sunset Manor Addition except those on the east side of Broadway Boulevard; (b) Paving with six (6) inch reinforced concrete all Streets in Edgemere Addition except Willow and Redwood Drive from Lot Thirteen (13), Block Five (5) South, Birch Drive from Lot Ten (10) Block Eight (8) South, Hemlock Drive from Lot Eight (8), Block Nine (9) Soutfl, and Cherokee from Pueblo to Republic Street. (c) Paving with six (6) inch reinforced concrete of all streets in Likins-Foster Addition except Oak Street from Pawnee Midway to Bachtold Avenue. (d) Paving with seven (7) inch reinforced concrete of Crawford Avenue from the West line of Steahlin Avenue to the west line of Edgemere Addition. as authorized by Resolution No. 2031 of the Board of Commissioners on the 15th day of July 1958. The total cost of such improvement is #415,970.95. City Engineer filed. Plans and Specifications for Lateral Sanitary Sewers Numbered 374 to 378. Approved by Commissioner McCune. A resolution was introduced for second reading entitled : "A Resolution relating to the curbing, guttering, paving and grading of Fourth Street with concrete, thirty-three (33) feet wide, from back of curb to back of curb from the south line of Leslie Avenue to the north line of Wayne Avenue." On motion of Commissioner McCune the resolution was. adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jae ger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered a 2082. A resolution was introduced for second reading entitled: "A resolution relat- ing to the curbing, guttering, paving and grading of Elm Str eet with concrete, thirtythree feet wide from back of curb to back of curb, from the west line of College Street to the west line of Chicago Str eet.'t On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 2083. An ordinance was introduced for second reading entitled : "An ordinance creating and defining a certain sanitary sewer district in the City of Salina,Kansas, designated as Lateral Sanitary Sewer District Number 379 and providing for the con- struction of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 379,so created and providing for the payment of the cost thereof and for the levying of special assessments against the proper ty in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." • 1 • • 1 1 C] 1 0 1 r� C On motion of Commissioner Ramsey the ordinance was read and adopte by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6270. An ordinance was introduced for second reading entitled: "An ordinance relating to milk and milk products regulation amending Ordinance Number 6086." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approve(I the ordinance and it is Numbered 6271. The following letters presented from City Planning Commission: Recommending the rezoning of Lots 9, 11, 13 and 15, Block 11, Pacific Addition to Zone "F". Commissioner Wenger moved to approve and City Clerk give thirty days notice. Recommending the rezoning of the West 25 feet of Lot 12, and the East 37f' feet of Lot 10, in Block 5, College View Addition, from Zone "A" to Zone "B". Commissioner Ramsey moved to approve and City Clerk give thirty days notice. Recommending the annexation of the SE Quarter Section 25, Township 14, Range 3 West to the City of Salina, Kansas . Approved by Commissioner McCune. An ordinance was intro_uced for second reading entitled: "An ordinance calling a Special Election to be held in the City of Salina,Kansas;, for the purpose of submit- ting to the qualified electors of said City the proposition to issue General Obligation Bonds of said City in the amount of $125,000.00 for the purpose of erecting buildings and improving the public park system of the City of Salina, K ansas." On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6272. An ordinance was introduced for second reading entitled;: "An ordinance calling a Special Election to be held in the City of Salina, Kansas:, for the purpose of sub- mitting to the qualified electors of said City the proposition to issue the General Obligation Bonds of said City in the amount of $52,000.00 for the purpose of erecting and equipping a Public Building for the City of Salina, Kansas,." On motion of Commissioner Lxline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6273. The following ordinances were introduced for first reading: An ordinance providing for the condemnation of land for Flood Control. Commissioner McCune moved to refer to City Planning Commission. For rezoning a tract of land west of Rain -Bo Motel, 636 South Broadway, from Zone "E" to Zone "G". Commissioner Wenger moved to refer to City Planning Commission. For rezoning East 110 feet of Lot ,, Block 10, Depot Addition from Zone "F" to Zone #E, ll. Commissioner Wenger moved to refer to City Planning Company. Petition presented from Santa Fe Railway Company for the vacation of the fol- lowing streets and Alleys: Lincoln; Grant; Railroad; Garfield; Arthur; Cleveland; Prospect and Chester; Alley bet ween Second and Front; Alley between Front and Chester not already vacated by Vacation Order No. 6227. Uommissioner Ramsey moved to refer to City Planning Commission. Petition presented for the paving of Stack between Ohio and Connecticut. Commissioner McCune moved to refer to City Manager. The following petitions were presented and on motion of Commissioner Wenger referred to City Manager: Curbing, guttering and concrete paving Quincy from Kensington; Curbing, guttering and concrete paving Wesley from Norton to Belmont Drive. Commissioner Wenger moved that ordinance be introduced for first reading for sidewalk construction.
