COMMISSIONERS PROCEEDINGS, REGULAR MEETING

SALINAS KANSAS.
AUGUST 26, 1958
Regular.Meeting of the Board of Commissioners August 26, 1958. Meeting was
called to order by Mayor Jaeger, the roll was called and. Commissioners Jaeger, Exline,
Ramse, and Wenger. and City Attorney Barta responded. Commissioner McCune absent.
The minutes of. the Regular Meeting of August 19th 1958 were read and approved
as read.
An ordinance was introduced.for second reading entitled: "An ordinance
relating.to and apportioning and levying special assessments on certain lots and
pieces of ground in the City. of Salina.. Kansas, to pay the cost of paving and grading
Lewis Avenue Twenty-Eight.(28) feet wide from toe of gutter to toe of gutter, with
two 2 inch hot asphalt.mix over a six (6) inch crushed._rock basis, from the south
line of Russell Avenue to the north line of. Cloud Street; paving and grading Rales
Avenue Twenty-eight (28) feet wide from toe.of gutter to toe of gutter, with two 2)
inch hot asphalt mix over a six (6) inch.crushed rock base, from the east line of
Quincy Street to the west line of Norton Str eet; curbing,, guttering, paving and grad-
ing Smith Avenue Thirty-three (33) feet wide from back of curb to back of curb, with
two 2 inch.hot asphalt mix over a six .(6) inch crushed rock base, from the east line
of Haskett to the west line. of US 81 By -Pass, Broadway Boulevard; paving and grading
Second Street with two (2) inch hot asphalt mix over a six (6) inch crushed rock
base , from the north line of Iron Avenue 250 feet north; paving and grading Windsor
Drive with two (2) inch hot asphalt mix.over a six (6) inch crushed rock base, from
the south line of Republic Avenue to the west line of Dover Drive; curbing, guttering
and grading of the East side of Lewis Avenue from the north line of Beloit Ave ue to
the north line of Minneapolis Avenue; curbing, guttering and grading Highland Avenue
from the south line of High Place to the.south line of Wayne Avenue; and relating to
and providing for the collection and payment of such assessments."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption.the.roll was called -and the following vote was had;
Ayes: Jaeger, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner McCune absent.
Mayor approved the ordinance and it is Numbered 6264.
An ordinance was introduced for second reading entitled: "An ordinance rati-
fying and confirming a contract with the O.D. Wilmoth Construction Company for the
construction of certain curbing, guttering, paving.and grading improvements on certain
streets in the City of Salina, Kansas;, and providing . font he issuance of temporary
notes to pay the cost thereof pending the issuance and sale of bonds."
On motion of Commissioner Wenger the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Jaeger, Exline,. Ramsey and Wenger. (4) Nays: (0) Commissioner McCune absent.
Mayor approved the ordinance and it is Numbered 6265.
An ordinance was introduced for second reading en#itled: "An ordinance creat-

ing and defining certain ateral sanitary sewer districts in the City of
Salina, Kansas, designated Lateral Sanitary Sewer Dis-
tricts 3711, 375, 376, 377;"-378, and providing for the construction
of Lateral Sanitary Sewer Districts Numbered 3711, 375,
376, 377e 78, so created, and providing for the payment of the cost
thereof and for the levying of special assessments against the property in said dis-
tricts for the payment of the cost of such construction and for the issuing of bonds
to pay the cost thereof."
On motion of Commissioner-Exline the ordinance was read and adopted by sec-
tions and on its final.adoption the roll was called and the following vote was had;
Ayes: Jaeger, Exline, Ramsey and Wenger. (4) Naya: (0) Commissioner McCune absent.
Mayor approved the ordinance and it is Numbered 6266.
An ordinance was introduced for second.reading entitled "An ordinance pro-
viding for the condemnation of certain property for the purpose of providing necessary
land and easements, permits and rights for the use of the City of Salina, Kansas, in
the developing, constructing, maintaining and operating of a flood control system for
Salina,
said City of K ansas."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Jaeger, Exline, Ramsey and Wenger (11) Nays: (0) Commissioner McCune
absent. Mayor approved the ordinance and it is Numbered 6267.
The following resolutions were introduced for second reading:

A Resolution relating to the paving and grading of Hilldale Road with con-
crete, Twenty-one (21) feet wide from toe of gutter to toe of gutter, from the north
line of Crestview Drive to the south line of Country Club Road."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, Ramsey and Wenger (4) Nays: (0) Commissioner McCune absent. Mayor
approved the resolution and it is Numbered 2063.
"A resolution relating to the paving and grading of Hilldale Road with con-
crete, Twenty-one (21) feet wide from toe of gutter to oe of gutter from the south
line of Lot 9, Block 2, Country Club Addition #2, to the south line of Crestview Drive."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the follow-ing vote was.had; Ayes: Jaeger,
Exline, Ramsey and Wenger (4) Nays: (0) Commissioner. McCune absent. Mayor approved
the resolution and it is Numbered 2064.
"A resolution relating to the paving and grading of Crestview Drive with con-
crete, Twenty-one (21) feet wide from toe of gutter to toe of gutter, from the exist-
ing brick paverpent approximately 80 feet west of the west line of Overhill Road to the
east line of Lot 4, Block 4, Country Club Heights Addition #2."
On motion of Commissioner Exline the resolution was.adopted as read and on its
final adoption the roll.was_called and the following vote was had; Ayes: Jaeger,
Exline, Ramsey and Wenger (4) Nayst (0) Commissioner McCune absent. Mayor approved
the resolution and it is Numbered 2065.
"A resolution relating to the paving and grading of West Place with concrete
Twenty-eight (28) feet wide from toe of gutter to toe of gutter, from the south line
of Elm Street to the north line of Park Street."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll.was called and the following vote was had; Ayes: Jaeger,
Exline, Ramsey and Wenger (4) Nays: (0) Commissioner McCune absent. Mayor approved
the resolution and it is Numbered 2066.
"A resolution relating to the paving and grading of Minneapolis Avenue with
concrete, Twenty -Eight (28) feet wide from toe of gutter to toe of gutter, from the
west line of Lewis Street to the west line of Ohio Street."
On motion of Commissioner Exline the resolution was adopted as read and on
its final adoption the roll was called and the.following vote was had; Ayes: Jaeger,
Exline, Ramsey and Wenger (4) Nays: (0) Commissioner McCune absent. Mayor approved
the resolution and it is Numbered 2067.
"A resolution relating to the paving and grading of Minneapolis Avenue with
concrete, Twenty-eight (28) feet wide from toe of gutter to toe of gutter, from the
east line of Roach Street tothe west line of Lewis Street."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the following.vote was had; Ayes: Jaeger,
Exline, Ramsey and Wenger. (4) Nays: (0) Commissioner McCune absent. Mayor
approved the resolution and it is Numbered 2068.
"A Resolution relating to the paving and grading of Harsh Street with
concrete, Twenty -Eight ( 28) feet wide from toe of gutter to .toe of gutter, from the
east line of Seventh Street to the east line of Eighth Street."
On motion of Commissioner Exline the resolution was adopted as read and on
its final adoption the roll.was called and the.following vote was had; Ayes: Jaeger,
Exline, Ramsey and Wenger (4) Nays: (0) Commissioner McCune absent. Mayor approved
the resolution and it is Numbered 2069•
"A Resolution relating to the paving and grading of Jewell Avenue with
concrete, Twenty-eight ( 28) feet wide from toe of gutter . to toe of gutter, from the
east line of Fourth Street to the west line of Osborne Street."
On motion of Commissioner Exline the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, Ramsey and Wenger (4) Nays.: (0) Commissioner McCune absent. Mayor
approved the nes6lution and it is Numbered 2070.
"A Resolution relating to the paving and grading of Pershing Street Twenty -
Eight (28) feet wide from toe of gutter to toe of gutter, with two 2 inc hot asphalt
mix over a six (6) inch crushed rock base, from the north line of Jewell Avenue to the
south line of Ellsworth Avenue."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exlim , Ramsey and Wenger (4) Nays: (0) Commissioner McCune absent. Mayor
approved the resolution and it is Numbered 2071.

City Manager reported on the following petitions:
2050 Curb sidewalks on North side of McAdams.Road from Lewis to Roach.
Commissioner Ramsey moved that ordinance be introduced for first reading.
Ordinance passed: ' �� Number
2066 Paving Dover in Sunset Village Addition, with Hot Mixed Asphalt.
Commissioner Exline moved that resolution be introduced for first reading.
Resolution passed: �� Number 1--0 CI1-
City Engineer filed Final Estimate to Brown and Brown Construction Company
in the amount of $17,299.96 for Job 361.
Approved by Commissioner Wenger.
The following petitions were presented and on motion of Commissioner Wenger
referred to the City Manager:
Asphalt paving on Fifth Street from Harsh to Euclid.
Asphalt paving on Fifth Street from Otis to Euclid.
Sanitary Sewer on Fourth Street from Leslie to Wayne (Gebhart Manor Addition)
Curb, gutter, Paving. and Storm Sewer on Fourth Street from Leslie to Wayne
in Gebhart Manor Addition.
Commissioner Ramsey moved that resolution be introduced for first reading
for concrete paving Jewell Avenue from Santa Fe Avenue to Fourth Street.

Commissioner Wenger moved that ordinance be introduced for first reading
levying special assessments for Lateral Sanitary Sewer Number 366.

An ordinance was introduced and passed entitled "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Jaeger, Exline.., ttamsey and Wenger (4) Nays: (0) Commissioner McCune absent.
Mayor approved the ordinance and it is Numbered A-922.
On motion of Commissioner Wenger the Board of Commissioners adjourned.
