08-12-1958 Minutest6 COMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS -ROOM, SALINA, KANSAS AUGUST 12, 1958 Regular Meeting of the Board of Commissioners August 12, 1958. Meeting was called to order by Mayor Jaeger, the roll was called and Commissioners Jaeger, Exline, McCune, Ramsey and Wenger and City Attorney Barta responded. The minutes of the Regular Meeting of August 5, 1958 and Budget Hearing Meeting of August 8, 1958 were read and approved as read. Pursuant to Notice published in The Salina Journal bids were received for curbing, guttering and/or paving certain streets provided for in Job 376 as follows: Salina Asphalt..Inenrporated, $76,707.50 Brown and Brown, Inc., $800250.00 Engineer 's Estimate $90,196.50 Commissioner Wenger moved to award contract to Salina Asphalt, Inc., as per • bid submitted in the amount of $76,707.50 and return check to unsuccessful bidder. Carried. Contract ordinance for Job 376 introduced for first reading. Ordinance passed: �t ;� Number: Mayor appointed J. Earl Wyatt, C. B. Dodge, Jr. and Harley Rose as appraisers for Job 376. City Engineer filed plans for curbing, guttering and/or paving certain streets provided for in Job 375• Approved by Commissioner Exline and City Clerk instructed to advertise for bids to be received up to and including Tuesday, August 19th, 1958 at four o'clock P. M. An ordinance was introduced for second reading entitled: "An ordinance making a levy of taxes for general revenue and other purposes by the City of Salina, Kansas, for the year 1959. On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6260. An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with the Brown and Brown Construction Company for the construction of certain improvements on cer-tain streets: in the City of Salina, Kansas, and providing for the issuance of T emporary Notes to pay the cost thereof pending the • issuance and sale of bonds." On motion of Commissioner Exline the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6261. The following resolutions were introduced for second reading: "A Resolution relating to the paving and grading of Harsh Street with con- crete Twenty -Eight (28) feet wide from toe of gutter to toe of gutter, from the east side of Seventh Street to the west side of Santa Fe Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 2055- "A resolution relating to the paving and grading of Harsh Street with con- crete, Twenty -Eight (28) feet wide fromtoe of gutter to toe of gutter, from the west line of Eighth Street to the east line of Ninth Street." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had: Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 2056. • "A resolution relating to the paving and grading of Wilson Street with con- gpete, Twenty-eight (28) feet wide from toe of gutter to toe o gutter, from the east line of Sherman Street to the west side of Eleventh Street." • 1 On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 2057. "A Resolution relating to the paving and grading of Wilson Street with con- crete Twenty -Eight (2$) feet wide from toe of gutter to toe of gutter, from the east side of Eleventh Street to the west line of Tenth Street." On motion of Commissioner Exline the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered '260. "A Resolution relating to the curbing, guttering, paving and grading of Eleventh Street with concrete., Thirty-three (33) feet wide from back of curb to back of curb from the north side of North Street to the south line of Lincoln Str eet." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was; called and the following vote was had; Ayes: Jaeger, . Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 2059. An ordinance was introduced for second reading entitled: "An ordinance re- lating to Benefits obtainable by Cities under the Program for Federal Aid on Highway Construction." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6262. Letter received from City Planning Commission approving Faith Addition. Accept by Commissioner Ramsey. Letter received from City Planning Commission approving rezoning of Safeway Stores under certain conditions. Accept by Commissioner Ramsey. Petition presented fro the curbing, guttering and paving of East North Street east of Missouri Pacific Railroad Tracks to Ohio. Zone. Commissioner Wenger moved to refer to City Manager. Petition presented for rezoning of all of Block 91 Riker's Addition to "D" Commissioner Wenger moved to refer to City Planning Commission. Commissioner Exline moved that Ray Moore lease at Salina Municipal Airport be terminated. Carried. . Lease was entered into betty een the City of Salina, Kansas: and Clifford L. Vogan and Robert Armstrong, d/b/a Vogan Aviation Company. (Salina Municipal Airport). Approved by Commissioner Wenger. Lease was entered into between the City of Salina, Kansas and Martin Zemler, d/b/a Salina Aircraft Service. (Salina Municipal Airport) Approved by Commissioner McCune. Agreement entered into between the City of Salina, Kansas and Frank W. Martin and Edith Martin, husband and wife, concerning property to be condemned for Flood Control Purposes. Approved by Commissioner Wenger. On motion of Commissioner Wenger the Board of Commissioners adjourned. City Clerk
