JULY 22, 1958
Regular Meeting of the Board of Commissioners July 22, 1958. Meeting was
called to order by Mayor Jaeger, the roll was called and Commissioners Jaeger, Ex -
line, McCune.. Wenger.and City Attorney Barta responded. Commissioner Ramsey absent.
The minutes of the Regular. Meeting of July 15th, 1958 were read and approved
as read.
An ordinance was introduced for second reading entitled: "An ordinance cre-
ating and defining certain Intercepting Sewer District in the City of Salina, Kansas,
designated as Intercepting Sewer "AGR, providing for the construction and maintaining
of intercepting sewers to serve said district; and providing for the levying of special
assessments against proper ty in said district for the cost of constructing and main-
taining sewers, including the cost of acquiring, by condemnation or purchase, land or
any easement or right therein, and for. the issuing of negotiable bonds therefore."
• On motion of Commissioner Wenger the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Jaeger, Exline, McCune and Wenger (4) Nays. (0) Commissioner Ramsey absent. Mayor
approved the ordinance and it is Numbered 6255•
A resolution was introduced for second reading entitled : "A Resolution re-
lating to the curbing, guttering, paving and grading of Twelfth Street with concrdte,
Thirty-three (33) feet wide fromback of curb to back of curb, from the south line of
Harsh Avenue to the north line of Hamilton Avenue."
On motion of Commissioner McCune.the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved
the resolution and it is Numbered 2032.
City Manager reported on the following petitions:
2044 Street light at the corner of Guernsey Drive and East Prescott Road;
'
and one at the intersection of East Prescott Road and alley between Blocks 1 and 2 of
the Replat of Lots 1-15 inclusive, Garden Home Addition.
Commissioner Wenger moved to refer to City Manager to have lights installed.

approved the.resolution and it is Numbered 2033•
A resolution was introduced for second reading entitle& "A Resolution relat-
ing to the curbing., guttering, paving and grading of Cloud Street thirty-three (33)
feet wide from back of curb to back of curb, with concrete:, from the east line of Roach
Street to the east line of Lewis Avenue."
On motion of Commissioner McCune the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,

the resolution and it is Numbered 2034.
A resolution was introduced for second reading entitled: "A Resolution relating
to the curbing, guttering, paving and grading of Edward Street thirty-three (33) feet
wide from back of curb to back of curb, with two 2 inch hot asphalt mix over a six (6)
inch crushed rock bane from the south line of Wayne Avenue to the north line of Belmont
Boulevard."
On motion of Commissioner McCune the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved
the resolution and it is Numbered 2035.
A resolution was introduced for second 3eading entitled: "A Resolution relating
to the curbing, guttering, paving and grading of Norton Street thirty-three (33) feet
wide from back of curb to back of curb, with two 2 inch hot asphalt mix over a six (6)
inch crushed rock bas e, from the south line of Wayne Avenue to the east line of Wesley
Street."
On motion of Commissioner Wenger the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger, ---
Exline, McCune and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved
the resolution and it is Numbered 2036.
A resolution was introduced for second reading entitled: "A Resolgtion relating
to the curbing, guttering, paving and grading of Wesley Street thirty-three (33) feet
wide from back of curb to back of curb with two (2) inch hot asphalt mix over a six (6)
inc crushed rock base, from the south line of Wayne Avenue to the south line of Norton
Street."
On motion of Commissioner Wenger the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved
the resolution and it is Numbered 2037.
A resolution was introduced for second reading entitled: "A Resolution relating
to the curbing, guttering, paving and grading of Quincy Street Thirty-three (33) feet
wide from back of curb toback of curb, with two 2 inch hot asphalt mix over a six (6)
inch crushed rock base, from the south line of Wayne Avenue to the north line of Kensington
Road."

inch crushed rock bas e, from the.south line of Belmont Boulevard to the west line of
Ohio Street."
On motion of Commissioner Wenger the resolution was adopted as read and on its
final adoption the roll was called and the.following vote was had; Ayes: Jaeger,
Exline, McCune and Wenger (4) Ways-: (0) Commissioner lLamsey absent. Mayor approved
the resolution and it is Numbered 2039.
A resolution was introduced for second reading entitled "A Resolution relating
to the curbing, guttering, paving and grading of Wayne Avenue thirty-three (33) feet
wide from back of curb to back of curb, with two (2) inch hot asphalt mix over a six (6)
inch crushed rock base, from the west line of Belmont. Boulevard to the west line of
• Roach Str_eet."
On motion of Commissioner Wenger the resolution was adopted as read and on its
final adoption the roll.was called and the following vote was had; Ayes: Jaeger,
Exline, McCune and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved
the resolution and it is Numbered 2040.
A resolution was introduced for second reading entitled: "A Resolution relating
to the curbing, guttering, paving and grading of Roach Street Thirty-three (33) feet
from back of curb to back of curb, with two.(2) inch hot asphalt mix over a six (6)
inc crushed rock base, from the south line of Wayne Avenue to the north line of Belmont
Boulevard."
On motion of Commissioner Wenger the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune and Wenger (4) Nays: (0) ,Commissioner Ramsey absent. Mayor approved
the resolution and it is Numbered 2041.
A resolution was introduced for second reading entitled "A Resolution relating
to the curbing, guttering, paving and grading of Belmont Boulevard with concrete, two
Slabs each twenty (20) feet from toe of slab to back of curb, from the ^north line of
Wayne Avenue to the west line of Roach Street."
On motion of Commissioner Wenger the red6lution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved
the resolution and it is Numbered 2042.
A resolution was introduced and passed relating to installation of lights on
Broadway (U.S. 81 By -Pass) from Ninth Street to Ash Street."
• On motion of Commissioner Wenger the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved
the resolution and it is Numbere d 2043.
A resolution was introduced and passed relating to installation of lights in
Kenw ood Park."
On motion of Commissioner Wenger the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune and Wenger (4) Nays: (0) Commissioner Ramsey absent. Mayor approved
the resolution and it is Numbered 2044,
City Maager filed Budget for 1959•
Commissioner Wenger moved to approve and publish for Hearing, August 8th, 1958
at four o'clock P. M.
Plans presented for expansion of the Smoky Hill Historical Museum.
Commissioner McCune moved to approve and vote bonds to pay for it at November
1958 Election.
Letter from Union Pacific Railroad Company regarding flashing light signal
installations at Santa Fe Avenue and Ninth Str eet.
Mr. Mason appeared, and referred to City Manager to follow through with Traffic
Engineer Survey.
• Claim presente d from Hardwick and Ingram Construction Company for placing
twelve -inch water line under Iron Avenue Cutoff Channel, in the amount of $4703.32.
Approved by Commissioner Exline.
In compliance with Resolution No. 2031 the City Engineer filed plans and
specifications, and estimates of the cost of certain street improvements therein
described.
It was moved by Commissioner McCune, seconded by Commissioner Exline and
then by record vote unanimously carried, That the plans specifications and estimates
of costs of the following improvements, to -wit:
Paving with six (6) inch reinforced concrete
streets in Sunset Manor Addition except those
east side of Broadway Boulevard;
Paving with six (6) inch reinforced concrete all
streets in Edgemere Addition except Willow and Redwood
Drive from Lot Thirteen (13) Block Five (5) South,
Birch Drive from Lot Ten (10) Block Eight (8) South,
Hemlock Drive from Lot Eight (8), Block Nine (9)
South, and Cherokee fro m Pueblo to Republic Street.
Paving with six (6) inch reinforced concrete.of
all streets in Likins-Foster Addition except Oak
Street from Rawnee Midway to Bachtold Avenue.
Paving with seven (7) inch reinforced concrete
Crawford Avenue from the west line of Steahlin
Avenue to the west line of Edgemere Addition.
be approved, and that two copies of the same be filed in the office of the City
Clerk, and further- that the City Clerk advertise for bids as provided by law on
such improvements, on the 5th day of August 1958.
Thereupon, in compliance with Resolution No. 2031, the City Engineer pre-
sented the following itemized -statement of the cost of said improvements, to wit:

Commissioner McCune moved, Commissioner Exline s econded and the motion by record
vote unanimoi:sly carried., That the City Cler4 determine the assessment against each
lot or parcel of land deemed to be benefited as described in and in the manner set
forth in said Resolution No. 2031, and to prepare an assessment roll.
Commissioner Wenger moved that City Clerk advertise for bids for the
improvements to be received August 5th, 1958 at four o'clock P. M.
The following petitions were presented and on motion of Commissioner Exline
referred to the City Manager:
Curb sidewalk on north side of McAdams from Lewis to Roach .
Concrete paving of Hilldale Road from Crestview to Country Club Road.
Concrete paving of Hilldale Road from Crestview to South line Lot 9•
Concrete paving of Crestview Drive from existing paving to Country Club
Concrete paving of 200 Block on West Place from Park to Elm.
Concrete paving of Minneapolis from Lewis to Ohio.
Concrete paving of Minneapolis from Roach to Lewis.
Commissioner McCune moved that ordinance be introduced for first reading for
the paving of certain streets provided for in Engineer Job 376.
Ordinance passed: ti 'Z Number
City Engineer filed Estimate Number 1 in the amount of $6948.72 to McCollum
Construction Company for Job 368.
Approved by Commissioner Wenger.
Tom Lillard appeared and recommended that City Commission ask for an
Exemption Certificate with Civil Aeronautics Board.
Two additional flights to Kansas City, Topeka, Manhattan, Salina and
Hutchinson.
Commissioner Exline moved that Tom Lillard continue with Airline Application
and present an Exemption Certificate: to Civil Aeronautics Board.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of cer twin claims."
On motion of Commissioner_McCune the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Jaeger, Exline, McCune and Wenger (4) Nays: (0) Commissioner Ramsey absent.
Mayor approved the ardiiahce and it is Numbered A-917.
On motion of Commissioner Wenger the Board of Commissioners adjourned.

An ordinance was introduced for second reading entitled: "An ordinance for the
vacation of North and South Alley within the City of Salina, Saline County, Kansas."
On motion of Commissioner Wenger the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Jaeger, Exline and Wenger (3) Nays: (0) Commissioners McCune and Ramsey absent.
Mayor approved the ordinance and it is Numbered 6257.
A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the curbing, guttering, paving and grading of Max Avenue thirty-three (33)
feet wide from back of curb to back of curb with two 2 inch hot asphalt mix over a
six (6) inch crushed rock base, from the west side of Lot 7, Block 4, Addition to
Blocks 4 and 6, Southern View Addition to the west side of Roach Street."
