COMMISSIONERS PROCEEDINGS, REGULAR MEETING

APRIL 29, 1958
Regular. Meeting of the Board of Commissioners April 29, 1958- Meeting was
called to order by Mayor Jaeger, the roll was called
and Commissioners Jaeger, Exline,
McCune, Ramsey and Wenger and City Attorney Barta responded.
The minutes of the Regular Meeting of April 22, 1958 were read and approved
as read.
Pursuant to Notice published in The Galina
Journal bids were received for
the sale of $666,000.00 (Series FL -178) Flood Control Bonds as follows:

Commissioner Wenger moved to award bid to
Davidson-Vink-Sadler, Inc., as
the lowest interest cost to City, and return checks
of other bidders. Carried.
An ordinance was introduced for first reading entitled : "An ordinance
authorizing the issuance of Internal Improvement Bonds of the City of Salina,
Kansas, in the amount of $6662000, for the purpose of paying the cost of improve -
m ents constituting a part of the Flood Control System of said City and the damages
occasioned by reason thereof and the cost of Right -of -Way constututing a part of said
system."

Pursuant to Notice published in the Salina Journal bids were received for
the curbing, guttering and/or paving certain streets in the City of Salina, Kansas,
provided for in Job 369, as follows:

Commissioner Wenger moved that contract be awarded to Wilmoth Construction
• Company as per bid submitted in the amount of $204,945.00 and return checks to un-
successful bidders. Carried.

Pursuant to Notice published in the Salina Journal bidsvere received for
the curbing, guttering and/or paving certain streets in the City of Salina, Kansas,
provided for in Job Number 365, as follows:

Engineer's Estimate $131,940.00
Commissioner Ramsey moved that contract be awarded to Wilmoth Construction
Company as per bid submitted in the amount of $119,550.00 and return checks to un-
successful bidder. Carried.

Commissioner McCune moved to award contract to Peterson Pontiac, Inc.
A resolution was introduced and passed relating to Flood Control Project -
Design for third section. Accept plans of Engineers.
On motion of Commissioner McCune resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune, Ramsey and Wenger. Mayor approved the resolution and it is Num-
bered 2003.
A resolution was introduced and passed"relating to Agreement with Southwestern
Bell Telephone Company for Flood Control Project."
On motion of Commissioner McCune the resolution was adopted as read and
on its final adoption the roll was called and the following vote was had; Ayes:
Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: .(0) Mayor approved the
resolution and it is Numbered 1997•
The following resolutions were introduced for second reading:
"A Resolution relating to the curbing, guttering, paving and grading of
Harsh Avenue thirty-three (33) feet wide from back of curb to back of curb with
two 2 inch hot asphalt mix over a six (6) inch crushed rock base, from the west
line of Eleventh Street to the east line of Twelfth Street."
On motion of Commissioner Exline the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1998.
"A resolution relating to the curbing, guttering, paving and grading of
Des Moines with concrete, thirt -three (33) feet wide from back of curb to back
of curb, from the north side of Elm 6treet to the west line of Riverside Drive."
On motion of Commissioner Exline the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, 14cCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 1999.
"A Resolution relating to the curbing guttering, paving and grading of
Fourth Street with concrete, twenty-two (22� feet wide from face of curb to edge
of slab, on the west side of Union Pacific Railroad Tracks, from the north side of
Claflin Avenue to the south side of Kirwin Avenue."
On motion of Commissioner Wenger the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; .Ayes: Jaeger,
Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 2000.
"A Resolution relating to the curbing, guttering, paving and grading of
Fourth Street with concrete, twenty-two (22) feet wide from face of curb to edge
of slab on the east side of Union Pacific Railroad tracks from the north side of
Claflin Avenue to the south side of Kirwin Avenue."
On motion of Commissioner Wenger the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2001.
"A Resolution determining necessity of and directing that the owner or owners
of certain lots construct, in compliance with plans and specifications of the City
Engineer, a sidewalk, abutting said lots within 30 days of the adoption and publica-
tion hereof and providing that in the event the owner or owners fail to do so, that
the City of Salina shall proeted:~to construct or cause to be constructed said sidewalk
and that the total cost thereof shall be assessed against such lot or lots on which
such sidewalk shall abut as other special assessments."
On motion of Commissioner McCune the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Jaeger,
Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and
it is Numbered 2002.
An ordinance was introduced for second reading entitled: "An ordinance re-
lating to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral
Sanitary Sewer Districts Numbered 363, 364 and 367 and relating to and providing
for the collection and payment of such assessments."
On motion of Commissioner McCune the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Jaeger, txline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi-
nance and it is Numbered 6229.
An ordinance was introduced for second reading entitlec: "An ordinance ratify-
ing and confirming a contract with B and D)Construction Company for the construction
of a bridge in the City of Salina, Kansas, heretofore designated as the Mentor Gage
Road bridge, and providing for the issuance of temporary notes to pay the cost thereof
• pending the issuance and sale of bonds."
On motion of Commissioner Wenger the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi-
nance and it is Numbered 6230.
The following letters presented from City Planning Commission:
Recommending that Petition Number 2011 filed by F. S.Dumler for the rezoning
of Lots 9, 11, 13 and 15, Block 6, Bond's Addition from "A" to "B" be approved.
Commissioner McCune moved to approve and City Clerk give thirty days Notice
of Hearing.
Recommending that Petition Number 2020 filed by George C. Etherington for
the inclusion within the City limits the North 40 acres of SE 4 25-14-3 be approved.
Commissioner McCune - hold over.
City Manager reported on the following petition:
2015 Protest Petition, against paving Stack Avenue from Delaware to East
line of Missouri; and for curbing and guttering Stack Avenue from alley to Missouri.
Insufzficient.
A resolution was introduced and passed entitled : "A Resolution pertaining
to the continuing Flood Protection Works for the City of Salina, Kansas, with partici-
pation by the United States of America."
On motion of Commissioner Mcuune the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Jaeger,

Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution
and it is Numbered 2004.
The following petitionswere presented and referred to the City Manager:
Curb, Gutter, asphalt paving Osage Avenue from Cloud Circle to intersection
of Pawnee Avenue.
Concrete paving on West Pacific from Eleventh to Twelfth.
Curbing and concrete paving West Pacific from Tenth to Eleventh.
Paving Vassar Drive in Sunset Village Addition, with hot mix asphalt.
Concrete Construction Bond presented from Verner C. Smith.
Approved by Commissioner McCune.
On motion of Commissioner Wenger the Board of Commissigqers adjourned.
