04-01-1958 Minutes OrganizationalCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. APRIL 1, 1958 Regular Meeting of the Board of Commissioners, April 1, 1958. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Jaeger, McCune, Ramsey and Wenger and City Attorney Barta responded. The minutes of the Regular Meeting of March 25th, 1958 and Special Meeting of March 25, 1958 were read and approved. The following resolutions relating to paving with concrete the following streets were introduced for second reading: " A resolution relating to the paving and grading of a North and South Alley between Seventh Street and Eighth Street with concrete, ten 10 feet wide, from the north line of South Street to the.North line of Mulberry Street." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1950. "A resolution relating to the paving and grading of Lewis Avenue with concrete. twenty-eight (28) feet wide from toe of gutter.from the south line of Jewell Avenue to the north line of Ellsworth Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1951. "A resolution relating to the paving and grading of Kenison Road with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter, from the north side of Morningside Drive to the south line of Wilson Street." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Bxline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1952. "A resolution Relating to the curbing, guttering, paving and grading of Roach Street with concrete, thirty-three ( 33 ) feet wide from bhek of curb to back of curb, from the north line of Cloud Street to the south line of Albert Street." On motion of Commission Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1953• "A Resolution relating to the paving and grading of Venango Street with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter, from the west line of Merrill Street to the east line of Hancock Street." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1954. "A Resolution relating to the paving and grading of Merrill Street with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter from the south line of Venango Street to the south line of Crawford Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Heir approved the resolution and it is Numbered 1955• "A Resolution relating to the paving and grading of Merrill Street with concrete, twenty-eight (28) feet wide, from toe of gutter to toe of gutter, from the north line of Republic Avenue to the north line of Wilson Street." "A Resolution relating to the paving and grading of Viemont Avenue with con- crete, twenty-eight (28) feet wide from toe of gutter to toe of gutter, from the north line of Crawford Avenue to the south line of Haven Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1958• "A Resolution relating to the paving and grading of Arthur Street with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter, from the • north line of North Street to the north line of Lincoln Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on itsfinal adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1959. "A Resolution relating to the paving and grading of Lincoln Avenue with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter from the east line of Arthur Street to the east line of Cleveland Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution andit is Numbered 1960. Resolutions were introduced for second reading for paving with two-inch hot mix paving, the following streets: "A Resolution relating to the paving and grading of Cedar Street twenty- eight (28) feet wide, from toe of gutter to toe of gutter, with two 2 inch hot asphalt mix over a six (6) inch crushed rock base, from the west line of College Avenue to the east line of Missouri Pacific Railroad." On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1961. "A "esolution relating to curbing, guttering, paving and grading of Wayne • Avenue,thirty-three (33) feet wide from back of curb to back of curb, with two -(2) inch hot asphalt mix over a six (6) inch crushed rock base, from the east line of Roach Street to the west line of Quincy Street." On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, namsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1962. The following petitions were presented and on motion of Commissioner Wenger referred to the City Manager: Paving with concrete, Prescott Avenue from Montrose to Phillips. Paving with concrete, Coronado from Jewell to Rush . Paving with concrete, Rush from Jewell to Claflin. Paving with 2 -inch hot asphalt mix, Beatrice from Martin to Republic. Curb, Gutter and paving Des Moines from Elm to Riverside Drive. Against resurfacing of Elm Street from Seventh to Ninth. Commissioner Wenger moved to refer to City Manager. Against paving alley between Seventh and Eighth from Mulberry to South. Commissioner Ramsey moved to refer to City Manager. The following Engineer's Estimates were filed: McCollum Construction Company Approved by Commissioner Exline. McCollum Construction Company Approved by Commissioner McCune Jarvis Construction Company Approved by Commissioner McCune. No. 7 Pumping Station $495.00 No. 7 Sewer Force Main $8230.00 No. 9 Iron Ave. Bridge $7458.85 Trust Deed, with a deposit of $75.00 was presented from Harley R.Rose, Administrator of Joe Kent White, Estate, for perpetual care of the South 1/2 of Lot 29, Block 18, Gypsum Hill Cemetery. Approved by Commissioner Ramsey. Commissioner Exline moved to appropriate $2500.00 from Industrial Fund to pay attorney fees and other work for survey on Airlines. Carried. An ordinance was introduced and passed entitled: "An ordinance making an ap- propriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Jaeger, Exline, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-899• L 1 • • 1 1 • Commissioner Wenger moved to delete resolution for State Street from College Avenue to DryCreek, as it is a marked City route, and include it in the resurfacing program for City at large. Carried. Commissioner Ramsey moved to draw up a resolution for resurfacing College Avenue from Iron Avenue to State Street, to be paid by City at large. The following resolutions for sheet asphalt streets to be resurfaced, City to pay one-third of cost, were introduced for second reading: "A resolution relating to the resurfacing of College Avenue with hot mixed asphaltic concrete from the south line of Park Street to the north line of Walnut Street." On motion of Commissioner Ramsey the resolution was. adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1964.
