10-08-1957 Minutes• 1 1 • COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. OCTOBER 81 1957 Regular Meeting of the Board of Commissioners October 8th, 1957. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Jaeger, McCune, Ramsey and Wenger and City Attorney Barta responded. The minutes of the Regular Meeting of October 1st, 1957 were read and approved as read. An ordinance was introduced for second reading entitled: "An ordinance creat- ing and defining a certain lateral sanitary sewer district in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 367 and providing for the construc- tion of a lateral sanitary sewer in said Lateral Sanitary Sewer District Number 367, so created and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll.was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6190. An ordinance was introduced for second reading entitled: "An ordinance relat- ing to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of construction of Main Sanitary Sewer District "AE" and Lateral Sanitary Sewer Districts Numbered 357, 3583 359 and 360, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner McCune the ordinance was read and adopted by sections and on its final adoption the roll was.called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6191. A resolution was introduced for second reading entitled: "A "esolu tion determin- !_ng necessity of and directing teat the owner or owners of certain lots construct, in compliance with plans and specifications of the.City Engineer, a sidewalk, abutting said lots within 30 days of the adoption and publication hereof and providing that in the event the owner or owners fail to do so, that the City'of Salina shall proceed to con- struct or cause to be constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Num- bered 1889. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, paving and grading of. Carlton Place thirty-three (33) feet wide from back of curb to back of curb with two T2 -7 -inch hot asphalt mix over a six (6) inch crushed rock base, from the west side of Page Avenue to the west side of Ingman Road." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1890. A resolution was introduced for second reading entitled: "A "esolution relat- ing to the curbing, guttering, paving and grading of. In man Road thirty-three (33) feet wide from back of curb to back of curb with two 2 inch hot asphalt mix over a six (6) inch crushed rock base, from the north side. of Carlton Place to the north side of Lot 2, Block 7, Ingermanson Heights Addition, Salina, Kansas. On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1891. A resolution was introduced for second reading entitled: "A Resolution relat- ing to the curbing, guttering, paving and grading of Page Avenue thirty-three (33) feet wide from back of curb to back of curb with two (2) inch hot asphalt mix over a six (6) • inch crushed rock base, from the south line of Willis Avenue to the south line of Carlton Place." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1892. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing,guttering and grading of.the south side of Leslie Avenue from the east line of Ninth Street Place to the center line of Simmons Street." On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1893• A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Leslie Avenue with concrete:, twenty-eight ( 28) feet wide from toe of gutter to toe of gutter from the east line of Ninth Street Place to the east line of Simmons Street." On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1894. City Manager reported on the following petitions: Paving Franklin Street to Eleventh Streets. Commissioner Ramsey moved to approve for resolution. 1932 For sidewalk along the East side of Cherokee Drive from Bachtold to "epublic. (Signers do not have to pay for sidewalk) Commissioner Ramsey moved to refer to petitioner to get fifty percent property owners who have to pay for sidewalk. Carried. A resolution was introduced and passed relating to the issuance of temporary the amount of $160,000.00 for Flood Control Work." Commissioner McCune moved that resolution be adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1895• Wilson and Company, the following estimates on Airport Job: Estimate Number 2 in the amount of X15,189.75 to Johnson Brothers Construc- tion Company for Administration Building. Approved by Commissioner McCune. Carried. Estimate Number 2 in the amount of $2,775.51 to Bradley Building Company for `Treatment. Approved by Commissioner McCune. Carried. Estimate Number 2 (Final) in the amount of $11,615.28 to McCollum Construction for Water Supply. Approved by Commissioner McCune. Carried. Estimate Number 3 in the amount of $2,069.10 to:M. Approved by Commissioner McCune. Carried. Wilson and Company, Engineers filed Final estimate in the amount of $7,111.65 to Wilson Constructors, for Water Supply Wells 15 and 16. Approved by Commissioner Jaeger. Carried. following petitions were presented and referred to the City Planning For the rezoning of Lots 1, 21 9 and 10 Plat 31 Lamers 2nd Sub -Division City of Salina, Kansas from Zone "A" to Zone "B". For the rezoning of Lot 2, Block 8, Replat of Lots 1 to 15, Garden Homes I from Zone "A" to Zone "DIT. For the rezoning to "Ell District, Lots 1, 2, 3, 4 Block 10 Depot Addition. • A resolution was introduced and passed for continuing Flood Control Project for Salina, Kansas;. On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1896. An ordinance was introduced and passed entitled: "An ordinance making an appro- priation for the payment of certain claims." On motion of Commissioner Wenger the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-871. On motion of Commissioner Wenger the Board of Commissioners adjourned. Meeting was called to order by Mayor Exiine, the roll was called and Commissioners Exline, Jaeger, McCune, Ramsey and Wenger and City Attorney Barta responded. Application for Building Permit was presented from Norval Sledd for addition to Grocery Store at 600 North Ninth Street. • Commissioner Ramsey moved that City Clerk be instructed to advertise for Hearing to be held, October 15th, 1957 at four o'clock P.
