09-10-1957 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS SEPTEMBER 10, 1957 Regular Meeting of the Board of Commissioners September 10th, 1957. Meeting was called to order by Mayor Exline, the roll was called and Commissioners hxline, Jaeger, TAcCune and Ramsey and City Attorney barta responded. The minutes of the Regular Meeting of September 3, 1957; and Special Meeting of September 3rd, 1)57 were read and approved as read. Pursuant to Notice published in the official City paper bids were received for the construction of sidewalks (Job 364) as follows: Oscar M. Wilbur $5892.50 O.D.Wilmoth Construction Company x$6192.50 Engineer's estimate $6302.50 Commissioner Ramsey moved that contract be awarded to Oscar M. Wilbur as per • bid submitted in the sum of x$5892.50 and check returned to unsuccessful bidder. Carried. Sidewalk contract ordinance introduced for first reading. Commissioner Ramsey moved that Zoning Ordinance 'he introduced for first reading. Ordinance Passed: 7,-- Number (D/ F i An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the paving and grading of Indiana Street with concrete (twenty-six) 26 feet wide from toe of existing curb and gutter to toe of existing curb and gutter, from the nort` line of Gypsum Avenue to the south line of btapler Street; paving -.and,; gf1ading of Norton Street with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter, from the north line of Jewell Avenue to the south line of Ellsworth Avenue; curbing, guttering, paving and gracing of Second Street with concrete from the south line of Crawford Avenue to the north line of Bond treet; paving and grading Sherman Street with concrete, twenty-eight (28) feet wide from toe to toe of existing curb, from the south line of Crawford Avenue to the north line of Franklin Avenue; paving and grading of Tenth Street with concrete, twenty-eight (28) feet wide from toe of gutter -to toe of gutter, rom the south line of Jewell Avenue to the north line of Kirwin Avenue; and providing for the payment of the cost thereof, how the same shall be assessed, and the manner of the payment of the cost thereof." City Manager reported on the following petitions: 1920 For vacating East and 'lest Alley between Claflin and Russell from West line of Lot 23 on Claflin and west line of Lot 24 on Russell, to the East line of Lot 29 on Claflin and East line of Lot 30 on Claflin, all in Addition to Grounds of Kansas Wesleyan University. • Commissioner Jaeger moved to approve for ordinance. Carried. 1915 For curbing, guttering and paving all of Country Club Heights Addition Number 3, except that portion of Seitz Drive, north of Melrose Drive, Salina, Kansas. Commissioner McCune moved to approve for resolution. Carried. 1916 For sewers in Country Club Heights Addition Number 3, Salina, Kansas. Commissioner Ramsey moved to approve for ordinance. Carried. A petition was presented for the construction of a sidewalk at 446 Montrose Avenue Commissioner Ramsey moved to refer to City Manager. Carried. A petition was presented to vacate the North ten feet of utility easement which iE upon and across the South twenty feet of Lots 1 through 18, inclusive, in Block 7, Likins- F'oster Addition to Salina, Kansas. Commissioner namsey moved to refer to City Manager. Carried. Application for Cereal Malt Beverage, License received from Beulah M. St.Clair d/b/a "Elbow Inn" 311 East Pacific, Salina, Kansas. Approved by Commissioner McCune. Carried. • Alayor appointed Frederic W. Litchman, as a member of Salina Public welfare Board for a term ending May 21st, 1962, to succeed Harold Jaeger. Appointment confirmed by Commissioner Ramsey. Carried.
