07-02-1957 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM, SALINA, KANSAS. JULY 2, 1957 Regular Meeting of the Board of Commissioners July 2, 1957. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exlire, Jaeger, McCune, Ramsey and Wenger and City Attorney Barta responded. The minutes of the Regular Meeting of June 25, 1957 were read and approved as read. Petition presented from Tom Neff of the University Market, 1300 South Santa Fe Avenue, for Angle Parking on West Ellsworth Avenue. Commissioner Wenger moved that petition be denied. Carried. Petition presented regarding large speed boats on the Smoky Hill River in the City of Salina, Kansas. Commissioner McCune moved to make Ohio Street dividing line, between ten (10) • Horse Power and larger boats,and not allow any Water Skiing. Carried.. An ordinance was introduced for second reading entitled: "An ordinance rati- fying and confirming a contract with C. N. McCollum, doing business as McCollum Construction Company, for the construction of a pumping station in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exlire, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6158. An ordinance was introduced for second reading entitled "An ordinance pro- viding for the curbing, guttering, paving and grading of Cloud Street thirt,--seven (37) feet wide from back of curb to back of curb, with two (2) inch hot asphalt mix over a six (6) inch crushed rock base, from the west line of Broadway Boulevard to the east righ -of-way of the Missouri Pacific Railroad; curbing, guttering, paving and grading of Cloud Street thirty-seven (37) feet wide from back of curb to back of curb with two(?) inch hot asphalt mix over a six (6) inch crushed rock base, from the east line of the Missouri Pacific Railroad right-of-way to the west line of Westwood Road; curbing, gut- tering, paving and grading of Dover Drive thirty-three (33) feet wide from back of curb to back of curb, with two -T-2 inch hot: asphalt mix over a six (6) inch crushed rock base, from the south end of Dover Drive to the south side of Cloud Street; curbing, guttering, paving and grading of Fourth Street thirty-three (33) feet wide from back of curb to back of curb, with two (2 inch hot asphalt mix over a six (6) inch crushed rock base, from the south line of South Street to the north line of Center Street; curb- ing, guttering, paving and grading of Kansas Avenue thirty-three (33) feet wide from back of curb to back of curb, with two 2 inch hot asphalt mix over a six (6) inch • crushed rock base, from the south line of Johnstow n Avenue to the north line of Iron Avenue; curbing, guttering, paving and grading of Kansas Avenue thirty-three (33) feet wide from back of curb to back of curb, with two (2) inch hot asphalt mix over a six (6) inch crushed rock base. from the south line of Ash Street to the south line of Johnstown Avenue; Paving and grading of Manor Road twenty-eight (28) feet wide from toe of gutter to toe of gutter with two (2) inch hot asphalt mix over a six (6) inch crushed rock base from the east line of Roach Street to the west line of Ohio Street; curbing, guttering and grading of Prescott Road from the center lire of Guernsey Drive to the center line of Roach Street; paving and grading of Pearl Street twenty-eight (28) feet wide from toe of gutter to toe of gutter with two 2 inch hot asphalt mix over a six (6) inch crushed rock base, from the north line of Republic Avenue to the south line of Martin Avenue; curbing, guttering and grading of Roach Street from the center line of Prescott Road to the center line of Crawford Avenue; curbing, guttering, paving and grading of Winona Street _ thirty-three (33) feet wide from back of curb to ack of curb with two 2 inch hot asphalt mix over a six (6) inch crushed rock base, from the west line of Westwood Road to the east line of Dover Drive; curbing, guttering, paving and grading of Lewis Avenue thirty-three (33) feet wide from ack of curb to back of curb with two 2 inch hot asphalt mix over a six (6) inch crushed rock base from the north line of Mellinger Drive to the south line of Manor Road; curbing, guttering, pav- ing and grading of Westwood Road thirty-three (33) feet wide from back of curb to back of curb, with two 2 inch hot asphalt mix over a six (6) inch crushed rock base, from the south line of Cloud Street to the north line of Winona Street; and providing for the payment of the cost thereof, and how the same shall be assessed and the manner of the payment of the cost thereof." On motion of Commissioner McCune the ordinance was read and adopted by sections • and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6159. • An ordinance was introduced for second reading entitled: "An ordinance aut • izing and providing for the issuance of bonds of the City of Salina, Kansas, in the sum of $300,000.00 to pay the cost of enlarging, developing and improving a system of works for the treatment and disposal of the sewage of said City, to be designated as Series S-175." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exli_re, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6162. A resolution was introduced for second reading entitled: "A Resolution relat- ing to the paving and grading of Lewis Avenue , twenty-eight (28) feet wide from toe of gutter to toe of gutter, with two 2 inch hot asphalt mix over a six (6) inch crus rock base, from the south line of Russell Avenue to the north line of Cloud Street." On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exlim , Jaeg McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1856. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Sherman Street with concrete-, twenty-eight (28) feet wide from toe to toe of existing curb, from the south line of Crawford Avenue to the north line of Franklin Avenue." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jae McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is • Numbered 1857. A resolution was introduced for second reading entitled: "A Resolution relating to the paving and grading of Indiana Street with concrete, twenty-six (26) feet wide from toe to toe of existing curb and gutter, from the north line of Gypsum Avenue to the south line of Stapler Street." On motion of Commissioner Jaeger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaege McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1858. A resolution was introduced for second reading entitled: "A Resolution relating to the curbing, guttering and grading of Highland Avenue from the south line of High Place to the south line of Wayne Avenue." On motion of Commissioner Jaeger the resolution._was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the resolution and it is Numbered 1859. The above resolution is recorded in full on Page 294 Resolution Book 6. • City Engineer filed Plans and Specifications for curbing, guttering and paving certain streets provided for in Engineering Job 355• Commissioner Wenger moved to approve, and that City Clerk be instructed to advertise for bids to be received up to and including, Tuesday, Julyl6th, 1957 at four o'clock P. M. Carried. An ordinance was introduced for second reading entitled: "An ordinance levy- ing special assessments against certain property to pay the cost of constructing cer- tain sewer and water service pipes and connections in certain streets in the City of Salina, Kansas:." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6160. An ordinance was introduced for second reading entitled: "An ordinance describ- ing the place of installation of certain sidewalks in the City of Salina, Kansas." On motion of Commissioner McCune the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordi- nance and it is Numbered 6161. Estimate Number 3 in the amount of $13,756.23to Brown and Brown, Inc. for Street Improvements provided for in Engineer Job 357• Approved by Commissioner Ramsey. Carried. Application presented from DeLoris Yancey asking permission to transfer Beer License Number 2947 from "Yankee Clipper" 136 North Santa Fe Avenue to "Dee's Tavern" 124 East Iron Avenue, Salina, Kansas. Approved by Commissioner Ramsey. Carried. Application received from Champlin Refining Company, for the construction of four drive ways at Ohio and Iron Avenue. Commissioner Jaeger moved to allow two 40 -foot driveways on Ohio Street and two 30 -foot driveways on Iron Avenue. Carried. An ordinance was introduced and passed entitled: 11An ordinance making an appro- priation for the payment of certain claims." On motion of Commissioner McCune the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-858. An ordinance was introduced and passed entitled: "An ordinance making an appro- priation for the payment of certain claim .11 On motion of Commissioner Jaeger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune, Ramsey and Wenger (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-859.
