05-21-1957 Minutes• COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM, SALINA, KANSAS. MAY 21, 1957 Regular Meeting of the Board of Commissioners May 21, 1957. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Jaeger, i2cCune and Ramsey and City Attorney Barta responded. Commissioner Wenger absent. The minutes of the Regular Meeting of May 14, 1957; Special Meeting of May 14, 1957; and Board of Zoning Appeals Meeting of May 14, 1957 were read and approved as read. Pursuant to Notice published in The Salina Journal bids were received for one special type Police Car. Commissioner Ramsey moved that contract be awarded to Long -McArthur, Inc., as per bid submitted in the amount of $1281.38. Carried. A resolution was introduced for second reading entitled: "A Resolution relat- ing to the curbing, guttering, paving and grading of Claflin Avenue , forty-one (41) feet wide from back of curb to back of curb, with concrete:, from the east line of Osborne Street to the west line of Quincy Street." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. A resolution was introduced for second reading entitled: "A Resolution relat- ing to the paving and grading of Kirwin Avenue with concrete, thirty-three (33) feet wide from back of curb to back of curb, from the east line of Quincy Street to the west line of Norton Street." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. A resolution was introduced for second reading entitled: "A Resolution relat- ing tothe paving and grading of Republic Avenue with concrete, thirty-three (33) feet wide from back of curb to back of curb, from the west line of Ninth Street to the west line of Eleventh Street," On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had: Ayes: Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. A resolution was introduced for second reading entitled: "A Pesolution relat- ing to the paving and grading of Frost Street with concrete:, thirt three (33) feet wide from back of curb to back of curb,irom the west line of Tenth �reet to the east line of Eleventh Street." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. A resolution was introduced for second reading entitled: "A Resolution relat- ing tothe paving and grading of Montrose Street with concrete, thirty-three (33) feet wide from back of curb to back of curb, rom the north line of Crawford Avenue to the south line of Charles Street." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. A resolution was introduced for second reading entitled: "A Resolution relat- ing to the paving and grading of Montrose Street with concrete, thirty-three (33) feet wide from back of curb to back of curb, from the north line of Prescott to the north line of Morrison Avenue." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. A resolution was introduced for second reading entitled: "A Resolution deter- mining necessity of and directing that the owner or owners of certain lots construct, in compliance with plans and specifications of the City Engineer, a sidewalk abutting said lots within 30 days of the adoption and publication hereof and providing that in the event the owner or owners fail to do so, that the City of `'alina, shall proceed to construct or cause to be constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." On motion of Commissioner Jaeger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. City Engineer filed Plans and Specifications for sidewalk construction. Approved by Commissioner McCune and.bids to be received up to and including June 4, 1957 at four o'clock P. M. Carried. The following petitions were presented: Curbing, guttering and paving Smith Avenue from Haskett Avenue to U. S. 81 By -Pass, with two-inch hot mix. Referred to City Manager by Commissioner Ramsey. Concrete Paving on Norton between Jewell and Ellsworth. Referred to City Manager by Commissioner Ramsey. Paving Ralph Avenue from Quincy to Norton, with two-inch hot mix. Referred to City Manager by Commissioner Ramsey. Petition presented from Ed French,for the rezoning of Lot 10, Eighth Street, Original Town of Salina, Kansas, from Zone "C" to Zone "F", for the use of the same as a private garage in order to repair automobiles. Referred to City Planning Commissioner by Commissioner McCune. Commissioner Jaeger moved that ordinance be introduced for first reading relating to special assessments for construction of Lateral Sanitary Sewers Number 351 and 352. L/4 of Section 7, Township 14, South, Range 2 West, inSaline County, Kansas. Resolution introduced and passed authorizing Mayor to sign above mentioned contract. Hearing was held on Appeal Notice filed by Union Pacific Railroad Company for the construction of a steel fire escape at their Freight Office on North Third Street, Original Town of Salina, Kansas. No protests. A resolution was introduced and passed relating to construction of steel fire escape at Union Pacific Railroad freight office on North Third Street in the City of Salina, Kansas. On motion of Commissioner McCune the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger, McCune and namsey (4) Nays: (0) Commissioner Wenger absent.
