COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
MAY 14, 1957
Regular Meeting of the Board of Commissioners May 14, 1957. Meeting was
called to order by Mayor Exline, the roll was called and Commissioners Exline, Jaeger,
McCune and Ramsey and City Attorney Barta responded. Commissioner Wenger absent.
The minutes of the Regular Meetirg of May 7th, 1957 were read and approved
as read.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the inclusion of certain land within the corporate limits of the City of
Salina,Kansas, prescribing t e corporate limits of said City, and repealing Section 2
of Ordinance Number 6130.
On motion of Commissioner Ramsey the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Exline, Jaeger, McCune and Ramsey. (4) Nays: (0) Commissioner Wenger absent. Mayor
• approved the ordinance and it is Numbered 6142.
An ordinance was introduced for second reading entitled: "An ordinance pro-
viding for the construction of certain sidewalks, for the payment of the cost thereof
and how the same shall be assessed and the manner of payment therefor."
On motion of Commissioner Ramsey the ordinance was read and adopted by sec-
tions and on its final adoption the roll was called and the following vote was had;
Ayes: Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent.
Mayor approved the ordinance and it is Numbered 6143.
An ordinance was introduced for second reading entitled: "An ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces of
ground in the City of Salina, Kansas, to pay the cost of construction of Main Sanitary
Sewer District "D" and Lateral Sanitary Sewer Districts Numbered 354, 355 and 356, and
relating to and providing for the collection and payment of such assessments."
On motion of Commissioner McCune the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor
approved the ordinance and it is Numbered 6144•
An ordinance was introduced for second reading entitled: "An ordinance relat-
ing to and apportioning and levying special assessments on certain lots and pieces
of ground in the City of Salina, Kansas, to pay the cost of paving and grading of
Ellsworth Avenue twenty-eight (28) feet wide from toe of gutter to toe of gutter with
two 2 inch hot asphalt mix over a six (6) inch rolled rock base, from the west line of
Sunrise Drive to the east line of Norton Street; curbing, guttering and paving and grad-
ing of Morrison Avenue thirty-three (33) feet wide from back of curb to back of curb,
• with two T2 - inch hot mix over a six (6) inch crushed rock base, from the east line of
Montrose to the west line of College Avenue; curbing, guttering, paving and grading of
Twelfth Street thirty-three (33) feet wide back of curb to back of curb with two (2)
inch hot asphalt mix over a six (6) inch crushed rock base, from the north line of Broad-
way Boulevard to the south line of Woodland Avenue; curbing, guttering, paving and grad-
ing of Twelfth Street thirty-three (33) feet wide from back of curb to back of curb with
two (2) inch hot asphalt mix over a six (6) inch rolled rock base,from the south line of
Woodland Avenue to the north line of Pacific Avenue; curbing, gutteri.n✓, paving and
grading of Woodland Avenue thirty-three (33) feet wide back of curb to back of curb, with
two (2) inch hot asphalt mix, over a six (6) inch crushed rock base.,from the west line of
Broadway Boulevard to the west line of Twelfth Street; paving and grading of Antrim Avenue
twenty-eight (28) feet wide toe of gutter to toe of gutter with two (2) inch hot asphalt
mix over a six (6) inch rolled rock base, from the east line of Ninth Street to the west
line of Eighth Street, and relating to and providing for the collection and payment of
such assessments."
On motion of Commissioner Ramsey the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor
approved the ordinance and it is Numbered 6145•
A resolution was introduced for second reading entitled: "A Resolution determin-
ing necessity of and directing that the owner of owners of certain lots construct in
compliance with plans and specifications of the City Engineer, a sidewalk, abutting said
lots within 30 days of the adoption and publication hereof and providing that in the
event the owner or owners fail to do so, that the City of Salina shall proceed to con-
struct or cause to be constructed said sidewalk and that the total cost thereof shall be
• assessed against such lot or lots on which such sidewalk shall abut as other special
assessments."
On motion of Commissioner McCune the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Exline, --
Jaeger, McCune.and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor ap-
proved the resolution and it is Numbered 1818.

A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the curbing, guttering, paving and grading of Westwood Road thirty-three
(33) feet wide from ack of curb to back of curb, with two 2 inch hot asphalt mix
over a six (6) inch crushed rock base, from the south line of Cloud Street to the
north line of Winona Street."
On motion of Commissioner McCune the resolution.was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Exline,
Jaeger, McCune and.Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor ap-
proved the resolution and it is Numbered 1819.

A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the curbing, guttering, paving and grading of Dover Drive J. thirty-three (33)
feet wide, from back of curb to back of curb, with two (2—T inch hot asphalt mix over
a six (6) inch crushe.dlxadk base, from the south end of Dover Drive to the south side
o Cloud Str eet."
On motion of Commissioner McCune the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Exline,
Jaeger, McCune and Ramsey (.4) Nays: (0) Commissioner Wenger absent. Mayor
approved the resolution and it is Numbered 1820.

A resolution was introduced for second reading entitled: "A Resolution relat-
ing tothe curbing, guttering, paving and grading of Winona. Street_ thirty-three (33)
feet wide from back of curb to back of curb, with two 2 inch hot asphalt mix over
a six (6) inch crushed rock base_, from the west line of Westwood Road to the east line
of Dover Drive."
On motion of Commissioner McCune the resolution was adopted as read and on
its final adoption the roll was: called and the following vote was had; Ayes: ExIine,
Jaeger, McCune and. Ramcpy (I!) Fn7a: (0) Commissioner Wenger absent. Mayor ap-
proved the resolution and it is Numbered 1821.

A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the curbing, guttering, paving and grading of Lewis Avenue , thirty-three
(33) feet wide, from back of curb to back of curb with two 2 inch hot asphalt mix
over a six (6) inch crushed rock base, from the north line of Mellinger Drive to the
south line of Manor Road."
On motion of Commissioner McCune the resolution was adopted as read and on
its final adoption the roll was called and the following vote was had; Ayes: Ficl.ine,
Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved
the resolution and it is Numbered 1822.

A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the paving and grading of Manor Road twenty-eight (28) feet wide from toe of
gutter to toe of gutter , with two 2 inch hot asphalt mix over a six (6) inch crushed
rock base from the east line of Roach Street to the west line of Ohio Street."
On motion of Commissioner McCune the resolution was adopted as read and on
its final adoption the roll was called and the following votewas had; Ayes: Exl.ine,
Jaeger, McCune and Ramsey, (4) Nays: (0) Commissioner Wenge absent. Mayor approved
the resolution and it is Numbered 1823.

A resolution was introduced for second.reading entitled: "A Resolution relat-
ing to the curbing, gatterirg, paving and grading of Cloud Street thirty-seven (37)
feet wide from back of curb to back of curb, with two 2 inch hot asphalt mix over
a six (6) inch crushed rock base., from the east line of the Missouri Pacific Rai.lroact i
right-of-way to the west line of Westwood Road."

ing to the paving and grading of Pearl Street twenty-eight (28) feet wide from toe
of gutter to toe of gutter, with two 2 in hot asphalt mix over a six (6) inch crushed
rock base, from the north line of Republic Avenue to the south line of Martin Avenue."
On motion of Commissioner McCune the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Exlim , Jaeger,
McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved the
resolution and it is Numbered 1825.

A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the curbing, guttering, paving and grading of Lincoln Avenue thirty-three (33)
feet wide fromtnck of curb to back of curb, with reinforced concrete from the east line
of Eleventh Street to the west line of Tenth Street."
On motion of Commissioner McCune the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger,
McCune and Ramsey (4) Nays: (0) Commissioner Wengerabsent. Mayor approved the Reso-
lution and it is Numbered 1826.

A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the paving and grading of Charlotte Street with concrete, twenty-eight (28)
feet wide fromtoe of gutter to toe of gutter, from the west line of Gebhart Street to
the east line of Larson Street."
On motion of Commissioner McCune the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger,
McCune and Ramsey (4) Nays: (0) Co mmissioner Wenger absent. Mayor approved the
resolution and it is Numbered 1827.

ing to the paving and_gradirg of Charlotte Street with concrete twenty-eight (28) feet
wide, fromtoe of gutter to toe of gutter, from the west 1 ine of Larson Street to the
east line of Simmons Street."
On motion of Commissioner McCune the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: Exline,
Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor approved
the resolution and it is Numbered 1828.

final adoption the roll was called and the following vote was had; Ayes: Exline, Jaeger,

resolution and it is Numbered 1829.

A resolution was introduced for second reading entitled: "A Resolution relat-
ing to the curbing, guttering and grading of the South side of Jewell Avenue from the
center line of Rush Street to he center line of Coronado Street."

its final adoption the roll was called and the following vote was had; Ayes: Exline,
Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner_ Wenger absent. Mayor
approved the resolution and it is Numbered 1832.

its final adoption the roll was called and the following.vote was had; Ayes: Exline,

City Engim er filed Plans and Specifications for Lateral Sanitary fewer Num-
ber 362; Intercepting Sewer and Pumping Station for Country Club District.
Approved by Commissioner McCune.
Commissioner McCune moved that City Clerk advertise for bids for Lateral
Sanitary Sewers Numbered 361 and 362; Intercepting Sewer and Pumping Station for
Country Club District, tore received up to and including Tuesday, May 28th, 1957
at four o'clock P. M. Carried.
Commissioner Ramsey moved that Sidewalk Resolution be introduced for first
reading. Carried.

City Engineer filed Final Estimate in the amount of $5393.26 to L. W. Rexroad
and Son Construction Company for Street Improvements (Job 350).
Approved by Commissioner McCune. Carried.
Calvin H. Bowden, Architect, submitted Final Estimate in the amount of
$6044.00 to Busboom and Rauh, for addition to Waterworks Office, City Hall.
Approved by Commissioner Ramsey. Carried.
Concrete Construction Bond presented from George C. Etherington.
Approved by Commissioner McCune. Carried.
Petition received from The Salina Supply Company, for the vacation of that
part of the alley between Santa Fe and Fifth 6treet,from Elm Street, north for the
distance between Lots 41, 43, 45, 47 on Santa Fe Avenue and Lots 42,44,46,48 on Fifth
Street.
Commissioner Ramsey moved to refer to City Planning Commission. Carried.
City Engineer submitted Final Estimate in the amount of $¢21,942.21 to
0. D. Wilmoth Construction Company for Street Improvements. (job 345)•
Approved by Commissioner McCune. Carried.
Commissioner Ramsey moved to advertise for bids to be received up to and
including Tuesday, May 28th, 1957, for improvements at Salina Municipal Airport.
Carried.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner McCune the ordinance was read and adopted by
sections and on its final adoption the roll was called and the following vote was had;
Ayes: Exline, Jaeger, McCune and Ramsey (4) Nays: (0) Commissioner Wenger absent.
Mayor approved the ordinance and it is Numbered A-852.

Meeting of Board of Zoning Appeals, May 1.4., 1957. Meeting was called to
order by Mayor Exline, the.roll was called and Commission rs Exline, Jaeger, McCune
and Ramsey and City Attorney Barta responded. Commissioner Wender absent.
Application for permission to construct a steel fire escape at the Union
Pacific Freight Office, on North Third Street, was presented from the Union Pacific
Railroad Company.
4r1proved by Commissioner Ramsey and City Clerk instructed to publish Notice
of Hearing to be held May 21, 1957 at 4:00 P. M. Carried.
