APRIL 9, 1957 Regular Meeting of the Board of Commissioners April 9th, 1957• •`eeting was called to order by Acting mayor Exline, the roll was called and Commissioners Exline, Lake, Ramsey and Wenger and City Attorney Barta responded. Commissioner Hawkes absent. The minutes of the Regular Meetin of April 2, 1957; Canvassing Board Meeting of April 5th, 1957; and Special Called Meeting of April 6th, 1957, were read and ap- proved as read. An ordinance was introduced for second reading entitled: "An ordinance pro- viding for the amendment of Zoning Ordinance 5549 and Zoning District Map th-,rein and thereby adopted and providing for the rezoning of certain property within the City and providing the proper uses thereof." On motion of Commissioner Lake the ordinance was read and adopted by sections • and on its final adoption the roll was called and the following vote was had; Ayes: Lake and Wenger (2) Nays: Ramsey (1) Commissioner Hawkes absent. Commissioner Exline not voting. Acting Mayor approved the ordinance and it is Numbered 6131. An ordinance was introduced for second reading entitled: "An ordinance relat- ing to the conservation of water and controlling the use of municipal sewer systems, regulating the use thereof by air conditioning equipment, prohibiting waste, requir- ing a permit from the Building Inspector before installing, remodeling or adding to any air conditioning system of specified size using water from the municipal supply or emptying into the municipal storm or sanitary- sewers and providing for the revoca- tion thereof, defining certain terms and providing penalties for the violation of its provisions and repealing Ordinance Number 6024." On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exlin, Lake, Ramsey and Wenger. (4) Nays: (0) Commissioner Hawkes absent. Acting Mayor approved the ordinance and it is Numbered 6132. An ordinance was introduced for second reading entitled: "An ordinance for the vacation of an east and west alley within the City of Salina, Saline County, Kansas." On motion of Commissioner Ramsey the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Oyes: Exline, Lake, Ramsey and Wenger (4) Nays: (0) Commissioner Hawkes absent. Acting Mayor approved the ordinance and it is Numbered 6133• A resolution was introduced for second reading entitled: "A Resolution relat- ing to the paving and grading of Stapler Avenue with concrete, twenty-eight (28) feet wide from toe of gutter to toe of gutter from the east line of Connecticut Avenue to • the west line of Delaware Avenue." An ordinance was introduced for second -reading entitled: "An ordinance creat- ing and defining certain main and lateral sanitary sewer districts in the City of Salina, Kansas, designated as Bain Sewer District "AE" and Lateral Sanitary Sewer dis- tricts 357, 358, 359 and 360, and providing for the construction of a main sanitary • sewer "AE" and Lateral Sanitary Sewers in each of said Lateral Sanitary Sewers Districts numbered 357, 358, 359 and 360 so created, and providing for the payment of the cost thereof and forthe levyin,, of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion o.- Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Lake, Ramsey and Wenger (4) Nays: (0) Commissioner Hawkes absent. Acting Mayor approved the ordinance and it is Numbered 6134. An ordinance was introduced for second reading entitled: "An ordinance provid- ing for the construction of a pumping station for the purpose of pumping the sewage of Lateral Sanitary Sewers Numbered 357, 358, 359 and 360 and extensions thereof into the existing sewer located at the intersections of Highland Avenue and Wayne Avenue in order to conduct the sewage of Lateral sanitary hewers Numbered 357, 358, 359 and 360 to a point of outlet and providing for the payment of the cost thereof." On otion of Cotrunissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Exline, Lake, Ramsey and Wenger (4) Nays: (0) Commissioner Hawkes absent. Acting Mayor approved the ordinance and it is Numbered 6135. The following letters were presented from the City Planning Commission: Recommending that Petition Number 1856 asking for the rezoning of Lots 145, 147 and 149 on Fourth Street, in Original Town of Salina, Kansas, to District "F" be denied. Commissioner Wender moved to accept and petition denied. Carried. Recommending that Petition Number 1867 filed by Jimmy Boykin for the rezoning of Lot 1, Block 1, Eisenhower Addition, from Zone "B" to Zone "D" Local Business be denied. Commissioner Wenger moved to accept and Petition denied. Carried. Recommendin£- that Petition Nw,nber 1851 for closing the alley from Highland Avenue to East line of North and South alley between Republic Avenue and Beloit Avenue be granted. Commissioner Ramsey moved to accept and ordinance introduced for first reading. Ordinance Passed: L� jp �&Number: City Manager reported on the following petitions: 1868 For five-foot curb sidewalk on south side of Crawford Avenue from Second Street to .first alley east of Second Street. Commissioner Lake moved to approve and refer to City Attorney to amend ordinance. 1865 For banitary Sewer to serve block north of Iron Avenue from Front Street to Second Street. Ordinance Passed: April 16, 1957 Number 6136 Commissioner Wenger moved that resolution he introauced for first reading pro- viding for the' paving of Steahlin Avenue from Crawford Avenue to Haven. McCune, Carl Aamsey and Harold Jaeger were present and having filed required bond approved by the Judge of the District Court and City Attorney, the oath of office was administered to them by City Clerk Harold E. Peterson, and they assumed their office as City Commissioners. - Board of Commissioners convened for the purpose of organizing, Harold E. Peter- son, City Clerk, presiding. Roll was called and Commissioners Exline, Jaeger, McCune, Ramsey and 4nl�er and City Attorney 1. -arta responded. Commissioner Ramsey nominated 4a F. Lxline as Payor and Chairman. Carried. Commissioner Wenger nominated Carl Ramsey as Acting mayor and Vice -Chairman. Carried. - City Clerk turned gavel over to .Mayor Exline. City Engineer submitted Final Estimate in the amount of 8,402.67 to Brown and Brown, Construction Company,.for Street Improvements. (Job 351). Approved by Commissioner Wenger. Carried. Application for permit to construct a driveway for A. B. R. Construction Com- pany, 135 East Claflin, was presented from Leonard Hildfelt. Approved by Commissioner Wenger. Carried. Application for permit to construct driveways in Garden Home Addition was presented. Approved by Commissioner Wenl,er. Carried. Application for Cereal Malt Beverage License presented from Robert H. Vidricksen and Ruby Sears,d/b/a "Red Hen Lounge" 609 North Broadway. Approved by Commissioner Wenger. Carried. • Petition presented from C. 0. Ingermanson to include within City limits of Salina, Kansas, Lots 9 through 25 in Block 1; all of Blocks 2, 3 and 4; Lots 6 through 17 in Block 6; Lots 2.through 13 in Block 7, Ingermanson Heights Addition. Commissioner Wenger moved to refer to City Planning Commission. The following petitions were presented and referred to the City Manager by COT1misslontr Wenger: For water to serve all of Blocks 1, 2 and 3, in Talley Addition, city of Salina, Kansas. Curb, Gutter and Hot Mix Paving on Cloud Street from west edge of Missouri Pacific Railroad Right -of -Way to west boundary of Westwood Road. Curb, Gutter and Hot Mix Paving on Winona from Dover to West boundary of Westwood Road; Dover from Cloud to south boundary of Winona; and Westwood Road from Cloud to south boundary of Winona.
