COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM,
SALINA, KANSAS.
FEBRUARY 5, 1957
Regular Meeting of the Board of Commissioners February 5, 1957. Meeting was
called to order by Mayor Hawkes, the roll was called and Commissioners Hawkes, Exline,
Lake and Ramsey and City Attorney Barta responded. Commissioner Wenger absent.
The minutes of the Regular Meeting of January 29, 1957 were read and approved
as read.
Wilson and Company,,ngineers,to whom was referred bids received January 29,
1957 for Iron Avenue Bridge - Flood Control Project, reported as follows:
That contract be awarded to Jarvis Construction Company, Salina, Kansas;, low
—` bidder, as per bid submitted in the amount of $242,612.00; and that checks be returned
to unsuccessful bidders.
Approved by Commissioner Ramsey. Carried.
Commissioner Ramsey moved that ordinance be introduced for first reading con-
firming contract for the construction of Iron Avenue Bridge - Flood Control Project.

Bids received for the construction of Water Supply Wells No. 15 and 16 in the
City of Salina, Kansan, as follows:

Engineer's Estimate $69,000.00

Commissioner Lake moved that contract be awarded to Wilson Constructors, low
bidder, as per bid submitted in the amount of $63,842.80 and checks returned to un-
successful bidders. Carried.
City Manager repol+ted on petition presented from the Missouri Pacific Railroad
Company for the rezoning from "A" to "F" the Northwest corner of Republic Avenue
and Missouri Pacific tracks.
Co mmissioner Ramsey moved to accept recommendation from City Planning Commis-
sion and petition be denied. Carried.
On motion of Commissioner Lake the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Hawkes, Exlis, Lake and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor
approved the ordinance and it is Numbered 6119.
Applications for Cereal Malt Beverage License for the year 1957 presented from:
Salina Country Club, Salina, Kansas
• Jimmie G. Mar, d/b/a "Barbee Cafe" 114 West Ash street.
Commissioner Lake moved that applications be approved and license granted.
Carried.
An ordinance was introduced for second reading entitled: "An ordinance regu-
lating the time, manner and place of parking vehicles on a part of a certain street
in the City of Salina,Kansaa, providing a penalty for the violation thereof and
amending Section 24-1412A of Ordinances 6101 and 5831, Section 1 24-1423 of said
City."
On motion of Commissioner Lake the ordinance was read and adopted by sections
and on its final ad option the roll was called and the following vote was had; Ayes:
Hawkes, Exline, Lake and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor
approved the ordinance and it is Numbered 6118.
An ordinance was introduced for second reading entitled: "An ordinance rati-
fying and confirming a contract with C. N. McCollum, doing business as McCollum, Con-
struction Company for the construction of a certain main sanitary sewer and lateral
sanitary sewers in the City of Salina, Kansas, heretofore designated as Main Sanitary
Sewer "AD" and Lateral Sanitary Sewer Districts 354, 355 and 356, and providing
for the issuance of temporary notes to pay t e cost thereof pending issuance of bonds."
On motion of Commissioner Lake the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:
Hawkes, Exlis, Lake and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor
approved the ordinance and it is Numbered 6119.

City Manager reported on the following petitions:
1839 For sidewalk on both sides of Albert Street from Roach to Quincy and
east side of Quincy from Albert to Leslie. 59% frontage for.
Commissioner Lake moved to approve and refer to City Engineer for descriptions.
Carried.
1840 Curb and gutter East side of Quincy from Albert to Leslie. 50% for.
Commissioner Lake moved to approve and refer to City Engineer for descriptions.
Carried.
Wilson and Company, Engineers, submitted Estimate Number 3 in the amount of
$2202.94 to Hydraulic Drilling Company, or Water Supply Exploration.
Approved by Commissioner Laek. Carried.
Anderson, Srack, Johnson and McClung submitted the following estimates for
Fire Station Number 2:
Estimate Number 4. Gage Plumbing & Heating Company, Inc. $1530.00
Approved by Commissioner Exline. Carried.
Estimate Number 5. Jarvis Construction Company $6210.00
Approved by Commissioner Ramsey. Carried.
Estimate Number 3 _ Engberg Electric Company $ 436.74
Approved by Commissioner Ramsey. Carried.
City Engineer filed the following estii►a tes:

street improvements, (Job No. 347)•
Approved by Commissioner Ramsey. Carried.
Estimate Number.2 , in the amount of $3970.95 to Brown and Brown, Inc. for
street improvements, (Job Number 351).
Approved by Commissioner Ramsey. Carried.
Letter presented from Salina Altrusa Club relating to redecorating and refurnis h-
int Rest Room located at 110 East Ash Street, Salina, Kansas
Referred to City Manager.
Concrete Construction Bond presented from Edwin T.Pyle, d/b/a "Pyle Constructs on
Company".
Approved by Commissioner Lake. Carried.
On motion of Commissioner Exline, City Clerk was instructed to advertise for
bids tobe received up to and including, Tuesday, February 26th, 1957 at four o'clock
P. M. for the sale of the following City of Salina, bonds:

$375,000.00
A resolution was introduced and passed entitled: "A Resolution relating to
and designating a certain depositary of City funds and approving certain securities
deposited as security for such funds."
On motion of Commissioner Lake the resolution was adopted as read and on its
final adoption the roll was called and the following vote was had; Ayes: hawkes,
Exline, Lake and Ramsey (4) Nays: (0) Commissioner Wenger absent. Mayor ap-
proved the resolution and it is Numbered 1795.
The above resolution is recorded in full on Page 222 Resolution Book 6.
The following petitions were presented and referred to the City Manager*
Sewer on Smith Avenue from Hageman to Haskett in Lamer's First Addition
to City of Salina. Also water to serve this same area.
Sewer on Willis Avenue from Hageman to Haskett in Lamer's First and Second
Additions to City of Salim. Also water to serve this same area:
Sewer on Maple Avenue from Hageman to Haskett in Lamer's Second Addition to
City of Salina. Also water to serve this same area.
Sewer on Garden Avenue from Hageman to Haskett in Lamer's Second Addition to
City of Salina. Also water to serve this same area.

tion within the City limits.

appropriation for the payment of certain claims."
On motion of Commissioner Exline the ordinance was read and adopted by sections
and on its final adoption the roll was called and the following vote was had; Ayes:

approved the ordinance and it is Numbered A-837.

Meeting of Bord of Zoning Appeals of the City of Salina, Kansas, February 5th,
1957• Meeting was called to order by Mayor Hawkes, the roll was called and Commission-
ers Hawkes, Exline, Lake and Ramsey and City Attorney Barta responded. Commissioner
Wenger absent.
Building Permit application for the erection of a one -family dwelling at 540
Sunset Drive, was presented from David bell.
Approved by Commissioner Exline and City Clerk instructed to give notice of
Hearing to be held. Tuesday.. February 12th, 1957 at four o'clock P. M. Carried.
On motion of Commissioner Exline Board of Zoning Appeals adjourned.
