10-16-1956 Minutes• 1 1 • C 1 • COMMISSIONERS PROCEEDINGS, REGULAR MEETING COWaSSIONERS ROOMS SALINA, KANSAS OCTOBER 162 1956 Regular Meeting of the Board of Commissioners October 16, 1956• Meeting was called to order by Mayor Hawkes, the roll was called and Commissioners Hawkes, Exline, Ramsey and Wenger and City Attorney Barta responded. Commissioner Lake absent. The minutes of the Regular Meeting of October 9th, 1956 were ead and approved as read. An ordinance was introduced for second reading entitled: "An ordinance for the vacation of an East and West alley within the City of Salina, Saline County, Kansas . " On motion of Commissioner Wenger the ordinance was read and adopted by sections and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and ��enger (4) Nays: l0) Commissioner Lake absent. Mayor approved the ordinance and it is slumbered 6098. The following letters presented from City Planning Commission: Recommending that Petition 1800 submitted by B. R. Becker for the rezoning of Lots 5, 6 and 7 on Ninth Street, in Phillip's Addition, Salina, Kansas, to Zone "L" be denied. Commissioner Wenger moved to accept and denied petition Carried. Recommending that Petition 1794 submitted by Wayne A. Young for the rezoning of Lots 23 and 25, Block 3, VanTrine's Addition from "B" to "C" be denied. Commissioner Exline moved to accept and denied petition. Carried. Recommending that Petition 1803 submitted by W. I. Parker for the rezoning of Lot 13 and the West 35 feet of Lot 12, Par Nel Addition, Salina, Kansas., from "A" to "D't be denied. Commissioner Exline moved to accept and denied petition. Carried. Recommending that Petition 1804 submitted by Carroll J. Morgenson, for the rezoning to District "D" a tract of land 255 feet by 297 feet, less the West 60 feet of the North 100 feet in the Northeast corner of Lot 1, Surveyor's Plat 11, of the Northwest 1/4 of the Northeast 1/4 of Section 25, Township 14, South, Range 3 West of the Sixth Principal keridian, be denied. Commissioner Ramsey moved to accept and denied petition. Carried. Recommending that Petition 1818 submitted by Ed Schmidtberger for the construction of a 'hailer Court, back of the Nid-West Lobilehomes, 420 North Broadway be granted; provided the 'railer Court is constructed in strict conformity to plat filed. Commissioner Wenger moved to accept and City Clerk advertise for Hearing October 23, 1956 at 4:00 P. M- Carried. The following resolutions were introduced for first reading: Paving Lewis Avenue_ _ from Claflin to Russell. Resolution passed on _ CS7 i 3 !lumber Curbing, guttering and grading the North Side of Beloit from Lewis to Roach; and paving Beloit from Roach to Lewis. Resolution passed on L&6�� ___ __—_ Number / 7 A resolution was introduced and passed entitled. "A resolution determining necessity of and directing that the owner or owners' of certain lots construct, in compliance with plans and specifications of the City Engineer, a sidewalk abutting said lot within 30 days of the adoption and publication hereof and providing that in the event the owner or owners fail to do so, that the City of Salina shall proceed to construct or cause to be constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." On motion of Commissioner Ramsey the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: hawkes, Exlirie, Ramsey and Wenger (4) flays: (0) Commissioner Lake absent. kayor approved the resolution and it is Numbered 1760. The following ordinances were introduced for first reading: Creating and defining Lateral Sanitary Sewer District Number 351. Ordinance passed ���-o� yNumber (o� The following resolution was introduced and passed: A resolution finding and providing that it is necessary to appropriate and condemn certain real property and an easement in certain real property for the purpose of extending and enlarging the present h unicipal Airport, and directing the City Engineer to file a survey, description and Plat of the land and easements so required." On motion of Commissioner Wenger the resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes: Hawkes, Exline, Ramsey and Wenger (4) Nays: (0) Commissioner Lake absent. Mayor approved the resolution and it is Numbered 1761. The above resolution is recorded in full on Pages 173 and 174, Resolution Book Number 6. Anderson, Srack, Johnson and McClung, Architects, submitted Estimate Number 1 in the amount of $5,998.50 to Jarvis Construction Company for the con- struction of Fire Station Number 21 Salina, Kansas. Approved by Commissioner Exline. Carried. A resolution was introduced and passed entitled: "A resolution designat- ing City Connecting Links in State Highway System." On motion of Commissioner Wenger resolution was adopted as read and on its final adoption the roll was called and the following vote was had; Ayes. Hawkes, Exline, Ramsey and Wenger (4) Nays: Commissioner Lake absent. Mayor approved the resolution and it is Numbered 1762. The above resolution is recorded in full on Page 175 Resolution Book 6. Application for the construction of a driveway at 201 West Pacific was presented from Oehlert Tractor Company. Approved by Commissioner Exline. Carried. Preliminary Drawing for Etherington Real Estate was presented. Commissioner Ramsey moved to refer to City Planning Commission. Carried. City Manager recommended No Parking on the following streets: East side of Ninth from Jewell to Cloud. Width 34 feet. South side of Prescott from Montrose to Front. Make through street stops on all streets, except Ninth, Santa Fe and Highland and Fifth. One stop going on Montrose. South side of Republic from Broadway to Highland and from Santa Fe to Fourth; and from Osborne to Ohio. South side of Crawford from Ninth to Missouri Pacific Tracks.. 34 feet. Also recommended Traffic Lights at the following locations: 4 -Way stop at North and Third and North and Front. Traffic lig &s at 8th and Walnut; 9th and Elm; Santa Fe and Pacific, and Front and Crawford. Commissioner Wenger moved to approve recommendations. Carried. Discussion on solicitors and canvassers in the City of Salina, Kansas. Commissioner Ramsey moved to put on agenda for October 23, 1956. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Ramsey the ordinance was read and adopted by sec- tions and on its final adoption the roll was called and the following vote was had: Ayes: Hawkes, Exline.
