07-12-2007 MinutesP OLICE A DVISORY C OMMITTEE S ALINA P OLICE D EPARTMENT J ULY 12, 2007 The Police Advisory Committee met in the SPD Conference Room #207 at 0700 on Thursday, July 12, 2007. Members Present: James D. Hill, Earl Bess, Tony Blair, Lucila Corley, Richard Frye, Bill Gerry, Recording Secretary Ann Haden. Members of the Governor’s Task Force on Racial Profiling, will be in Salina conducting a Town Hall Meeting at the Salina Bicentennial Center, Monday, July 30, 2007. The regular monthly meeting of the Task Force, which is open to the public, will be held from 2:00 to 4:00 p.m. The general public is invited to attend from 5:00-6:30 p.m. Advisory Committee members are encouraged to attend these functions if possible. Chief Hill and Sheriff Kochanowski are scheduled to meet with Rev. Allen Smith, Co-Chair for the Task Force, this week. Chief Hill will review items of concern with the board following this meeting. Lt. Gerry contacted several cities across the state in an attempt to determine which cities have Advisory Committees in place. Very few cities of first class have established a committee with the exception of Wichita, who did provide a copy of their bylaws. These documents will be e-mailed to all advisory members to review and make any changes or additions prior to the August meeting. If the Sheriff’s Office has an advisory committee, the Police Department Advisory Committee would like to invite them to join together with this committee. Chief Hill will inquire. Lt. Gerry reviewed Internal Affairs case #07-06-02 reference a complaint filed by a citizen following issuance of a defect citation. The vehicle defect was not remedied within the 10 day allotted time and the case went to court where the subject was then fined. Following an internal investigation it was determined the case was not sustained. Vehicles must meet certain safety requirements in order to legally operate on the streets and highways of Kansas. A suggestion was made that it may be helpful to have a list of all required safety equipment so that citizens are aware of what is required. These numerous requirements are listed in the Kansas State Statutes and all vehicles with a Vehicle Identification Number are manufactured with the required safety equipment. Chief suggested this might be an issue that the Traffic Safety Committee could oversee. Citizens’ Academy applications were distributed and the academy process discussed. Applications rd should be returned by July 23 and the academy begins August 14, 2007. Lt. Gerry presents a training class annually to all officers on Racial Profiling. He will incorporate a presentation to educate officers on certain aspects of the Hispanic culture and immigration issues presented by Lucila Corley and Dina Giron of Human Relations. There was concern that officers and police staff are not aware of the Police Advisory Committee and their purpose in the community. Chief Hill advised this information will be included in the annual Racial Profiling training this year. Earl advised he has a brochure on “How To React When Stopped by a Police Officer” that may assist in making contact with law enforcement less traumatic to those not familiar with police procedure. Chief advised this may be an excellent educational tool that could be distributed to the community and local high schools. The brochure could also be translated into Spanish so the information could be published in La Voz de Salina. Next meeting: August 9, 2007 at 7:00 a.m. at Salina Police Department
