08-09-2007 MinutesP OLICE A DVISORY C OMMITTEE S ALINA P OLICE D EPARTMENT A UGUST 9, 2007 The Police Advisory Committee met in the SPD Conference Room #207 at 0700 on Thursday, August 9, 2007. Members Present: Earl Bess, Tony Blair, Lucila Corley, Richard Frye, David Norlin, James D. Hill, Glen Kochanowski, Bill Gerry, Recording Secretary Ann Haden. Chief Hill welcomed Sheriff Kochanowski and David Norlin to the committee. Several members of the Police Advisory Committee were able to attend the Town Hall Meeting of the Governor’s Task Force on Racial Profiling which was held at the Salina Bicentennial Center, Monday, July 30, 2007. Chief Hill advised that the editorial in the Salina Journal entitled, “No bite means little compliance,” referred to the lack of reporting compliance by law enforcement agencies to the requirements of the state’s racial profiling law. The law requires departments to report all cases of racial profiling. If there are no racial profiling complaints made, the department is not required to report. The Kansas Chief’s of Police organization recently requested that all departments report to the state even if there were no cases for the year. Since the time of the Town Hall Meeting, 54% of Kansas law enforcement agencies have reported to the State. Committee bylaws and operating guidelines were discussed. Several changes were suggested to the sample bylaws, i.e., number of members on board, include a representative of the Asian community, select several middle and/or high school students to be involved with committees. Chief Hill requested that all proposed revisions be e-mailed to Ann and advised that a draft of bylaws will be distributed to all members to review prior to the next meeting. Discussion was held in reference to the use of “police advisory” instead of “racial profiling advisory” in the title of the board. Chief Hill advised this title allows the committee a broader scope of community issues that can be reviewed beyond racial profiling cases.
