Members Present: Dorothy Armster, Earle Bess, Tony Blair, Lucila Corley, Gary Cummings, James
D. Hill, Glen Kochanowski, Bill Gerry, Recording Secretary Ann Haden.
President Tony Blair brought the meeting to order.
Minutes of the April 10, 2008 meeting were corrected and approved.
New Business. Tony advised he has heard discussion that there is to be a meeting with certain
community representatives and school officials in reference to issues between various ethnic groups
of students. Chief Hill has visited with school officials and does plan to meet with them, along with
SRO’s, to discuss school trends that are of concern.

The meeting on May 12 at the Salina Public Library involving Hispanic leaders and law enforcement
went well. Attendees seemed to freely discuss the issues and address rumors. Chief Hill has
received several phone calls since the meeting addressing questions involving law enforcement and
the Hispanic community.
Lucy advised that the radio spots with the Officer Garcia of the police department and Sheriff
Kochanowski have gone very well.
Lucy advised she has received information that perhaps Father Carlos is the victim of some incorrect
information about how the justice system works as far as bonding individuals out of jail. Sheriff
Kochanowski and Chief Hill advised they will try to make contact and correct these misconceptions.
Sheriff Kochanowski is working with the Salina Journal on an article that explains the process an
individual goes through from the time of arrest until they are released from custody.
Lucy discussed a “legal rights of the immigrant” training document and will provide law enforcement
with a photocopy of the document.
Lucy advised that there is an individual preparing to open a Hispanic bar in the near future which will
be in the county. They will have live music and serve alcoholic drinks.
Complaints. Lt. Gerry is currently investigating a complaint of alleged discrimination from a 24 year
old black male. He will review results at the next board meeting.
Old Business. Tony reminded everyone that there is still one open position remaining to be filled on
the board. Please contact him with any suggestions you might have.

The next scheduled meeting is August 14, 2008, 0700 at 255 N. 10, in Room 207 of the Salina
Police Department.
