03-13-2008 Minutes S ALINA/S ALINE C OUNTY L AW E NFORCEMENT A DVISORY C OMMITTEE M ARCH 13, 2008 Members Present: Dorothy Armster, Earle Bess, Tony Blair, Lucila Corley, Gary Cummings, James D. Hill, Glen Kochanowski, Bill Gerry. Minutes from the February 14, 2008 meeting were approved. New Business. There was a discussion about the Hispanic Community having distrust with local law enforcement and the government. The reason for this was explained to be as a result of any type of police contact with a Hispanic family, and then a couple of days later “ICE” would show up and people in the family would be deported. Sheriff Kochanowski explained that anytime a person is arrested and booked into jail, prior to their release jail personnel must check each arrestee through NCIC for any wants and warrants from any agency in the United States. Chief Hill and Sheriff Kochanowski explained that officers from their agencies are far too busy to just check identifications from people to see if they are legal residents. Lucy Corley gave some information about a new program which she is attempting to get off the ground at K-State Salina, and the local middle and high schools, called “Safe Zone.” More information will be shared as it becomes available. Earl Bess shared with the group the new Senate Bill 610 on Racial Profiling, and there was some discussion about the proposed mandatory data collection which the Senate is going to require law enforcement to collect. There is also a provision for mandatory training for each law enforcement agency in Kansas to hold on an annual basis and the class must be two hours in length. KLETC is anticipating the passing of Senate Bill 610 and has already set up training classes to accommodate the new Senate Bill. Lt. Gerry is registered to attend one of the training sessions on April 1, 2008. More information will be available on this later, or you can check out the proposed Senate Bill at the State of Kansas website. Complaints. Lt. Gerry advised that there were no complaints as it related to Racial Profiling. Old Business.
