07-15-1963 Minutes• COMMISSIONERS PROCEEDINGS -'REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas July 15, 1963 Regular Meeting of the Board of Commissioners July 15 1963, Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull, Tucker and Rundquist and City Attorney Bengtson responded, Commissioner Exline absent, The minutes of the Regular Meeting of July 8, 1963 were read and approved. Bids were received on two trucks for the Street Department, On motion of Commiss Bull, seconded by Commissioner Tucker the bids were approved subject to checking by the City Manager for specifications. Carried. Thirty days notice up on the rezoning of thefollowing property: All that part of 11-14-3 within the City Limits of Salina, Kansas not now zoned District "F" which is north of North Street, west of US Highway 81 by-pass and the Union Pacific Railroad branch line and east of the Dry Creek cut-off- channel. No protests written or oral were filed. • On motion of Commissioner Tucker, seconded by Commissioner Rundquist the rezoning ordinance was introduced for first reading. Number 7 An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with Construction Industries, Inc., for the construction of ceratin improvements on certain streets in the City of Salina, Kansas and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Rundquist, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Tucker and Rundquist (4) Nays: (0) Commissioner Exline absent. Mayor approved the ordinance and it is Numbered 6728, Carried, Ordinance introduced for first reading July 8, 1963, A resolution was introduced and passed entitled: "A resolution providing for the j payment to veterinarians for the sale of dog registrations as provided in Section 5-205 f of the Code of the City of Salina, Kansas, 1960, as amended." On motion of Commissioner Bull, seconded by Commissioner Tucker the resolution was approved as read and the following vote was had; Ayes: Spangler, Bull, Tucker and Rundquist (4) Nays: (0) Commissioner Exline absent. Mayor approved the resolution and it is Numbered 2729, Carried, Petition number 2700 was checked for the paving of Eleventh Street from Hamilton to Antrim. On motion of Commissioner Tucker, seconded by Commissioner Rundquist the petition was approved for resolution, Carried. • On motion of Commissioner Bull, seconded by Commissioner Tucker the contracts with Rock Island Railroad on Ohio Street for Sewer and Water Pipe Lines were approved. Carried, Cereal Malt Beverage application was filed by Darius G. Hall, d/b/a Broadway Buffett, 671 S. Broadway, On motion of Commissioner Rundquist, seconded by Commissioner Tucker the application was approved. City Engineer filed final estimate for the airport taxiways - Brown & Brown in the amount of $5,845.34. On motion of Commissioner Tucker, seconded by Commissioner Rundquist the estimate was approved. Carried. 1 City Manager presented the 1964 Budget. On motion of Commissioner Bull, seconded by Commissioner Tucker the budget was approved for publication and hearing date set for August 2, 1963. Carried. On motion of Commissioner Bull, seconded by Commissioner Tucker a trust deed for Gypsum Hill Cemetery - Keith S. Davis, A N2 Lot 46, Block 26 was approved. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Tucker and Rundquist (4) Nays: (0) Commissioner Exline absent. Meeting was called to order by Mayor Spangler, the roll was called and Commistioners Spangler, Bull, Exline and Rundquist and City Attorney Bengtson responded. Commissioner Tucker absent. The minutes of the Regular Meeting of July 15, 1963 were read and approved. Letter was received from the City Planning Commission regarding petition number 2692. On motion of Commissioner Bull, seconded by Commissioner Rundquist the recommendations of the Planning Commission were accepted and the petition was denied. Carried. Letter was received from the City Planning Commission regarding petition number 2691. On motion of Commissioner Rundquist, seconded by Commissioner Exline the petition was approved and the City Clerk was instructed to public notice. Carried. Letter was received from the City Planning Commission regarding petition number 2669. On motion of Commissioner Bull, seconded by Commissioner Rundquist the petition was approved and the Mayor was authorized to sign the plat. Carried. Letter was received from the City Planning Commission regaring petition number 2697. On motion of Commissioner Exline, seconded by Commissioner Bull the petition was approved and City Limit ordinance was introduced for first reading. Carried. Ordinance Passed: '7- - (r� .� Number (f. 7?/ An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Exline, Bull and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the ordinance and it is Number 6729. Carried. Ordinance introduced for first reading 7-15-63. On motion of Commissioner Exline, seconded by Commissioner Bull a resolution was introduced for first reading for the curbing, guttering,paving of Eleventh Street from Hamilton to Antrim. Carried. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred to the City Manager. Carried. Petition number 2702 was filed for the rezoning of Lots 18 & 20 Block 11 Pacific Addition to Zone "F" Light Industrial District. On motion of Commissioner Rundquist, seconded by Commissioner Bull the petition was referred to the City Planning Commission.
