06-10-2010 Minutes S ALINA/S ALINE C OUNTY L AW E NFORCEMENT A DVISORY C OMMITTEE J UNE 10, 2010 Members Present: Dorothy Armster, Earle Bess, Tony Blair, Lucila Corley, Sister Esther Pineda, Joel Wimer, Bill Gerry, James D. Hill, Glen Kochanowski, Recording Secretary Ann Haden. Sisters Margaret Nacke and Mary Savoie presented information on the issue of human trafficking and how it affects our community. Sandy Beverly, David Norlin and Chanel Thomas of the Human Relations Committee and Bret Wallace from La Voz were in attendance. Following the presentation, Sister Esther introduced the idea of presenting the subject through a public forum. She will work with Sandy Beverly on the subject and advise the committee. Sisters Nacke and Savoie were thanked for their presentation. Following the human trafficking presentation the Advisory Committee Meeting was brought to order by President Tony Blair. Sister Pineda was unable to stay for the meeting and Gary Cummings was unable to attend today. Minutes of the April 8, 2010 meeting were approved. New Business. Term limit changes were reviewed and discussed. A bylaw change was approved for Article IV. Membership of Board Members, Section 3, Term Limits. The revised article reads as follows: The members of the Law Enforcement Advisory board first appointed shall serve terms of one year, two (2) years and three (3) years as necessary to allow staggered terms, and thereafter all appointments shall be for a term of three (3) years, provided; however, no person shall serve for more than eight (8) consecutive years. Any vacancy occurring among the membership of the board shall be filled in accordance with Section 4, Nomination Process of Board Members of the bylaws. A bylaw change was approved for Article V. Officers, Section 4, Term Limits. The revised article is as follows: The terms of office of each president and vice-president shall be for two (2) years, and no person shall serve for more than two (2) consecutive terms in the same office, unless such election to the immediately subsequent term is made by members of the board by unanimous vote. The positions of president and vice- president will serve staggered terms with elections for president occurring every two years beginning in 2007 and elections for vice-president occurring every two years beginning in 2008. Unexpired terms will be filled by special election for an interim officer to serve the remainder of the term. th Revised Bylaws will be prepared and distributed at the August 12 meeting. Complaints. One complaint was received from a family who advised they felt an officer was being racially biased in dealings with them. The issue was resolved by Internal Affairs. Lucy advised the family was very pleased with their contact with the department reference the complaint. Lt. Gerry will once again distribute copies of the Citizen Complaint Form, in English and Spanish, to Human Relations so they will be able to advise individuals of the complaint process. The Governor’s Task Force on Racial Profiling has been reappointed. Some new legislation regarding profiling is expected during the 2011 session. th Old Business. The next scheduled meeting is August 12, 2010, 0700 at 255 N. 10 in Room 207 of the Salina Police Department.
