Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull, Exline, Rundquist and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of July 1, 1963 were read and approved. Bids were received on Job 430 - North Ohio Street - as follows: Construction Industries Inc. Brown & Brown, Inc. Engineers Estimate $225,513.30 $236,047.90 $248,084.20 On motion of Commissioner Rundquist, seconded by Commissioner Bull the bid was awarded to Construction Industries Inc. Carried. On motion of Commissioner Rundquist, seconded by Commissioner Bull the contract ordinance was introduced for first reading. Carried. Ordinance Passed: 4: Number An ordinance was introduced for second reading entitled: "An ordinance providing for the regularion and control of dogs within the City of Salina, Kansas; providing for the vaccination and registration of all dogs, the procedure and fees therefore; prohibiting the running at large of dogs within the city; providing for the impounding of dogs, the costs therefore and the disposal of unclaimed dogs; providing for the control of vicious dogs and rabies suspects and the impounding and disposal thereof; providing penalties for violation of said ordinance, and repealing sections 5-201 to 5-206. both inclusive, of the Code of the City of Salina, Kansas, 1960." On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6724. Carried. Ordinance introduced for first reading 7-1-63. An ordinance was introduced for second reading entitled: "An ordinance providing for the regulation and control of animals and fowls within the City of Salina, Kansas; providing for the impounding of animals or fowls running at large, setting fees therefore and procedure for the sale of unclaimed animals or fowls; prohibiting the keeping of certain animals within the City of Salina, Kansas, and providing for the issuance of special permits for keeping riding horses within said City and regulations pertaining thereto; providing penalties for the violation of said ordinance; and repealing sections 5-102 to 5-117, both inclusive, of the Code of the City of Salina, Kansas 1960." On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6725. Carried. Ordinance introduced for first reading 7-1-63. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with Brown and Brown, Inc., for the construction of certain improvements on certain streets in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Tucker, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: Mayor approved the ordinance and it is Numbered 6726. Carried. Ordinance introduced for first reading July 1, 1963. An ordinance was introduced for second reading entitled: "An ordinance for the vacation of a certain alley within the City of Salina, Saline County, Kansas." On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6727. Carried. Ordinance introduced for first reading 7-1-63. A resolution was introduced and passed entitled: "A resolution authorizing and ordering certain street, sewer and water mains and hydrant improvements, ordering preparation of plans and specifications. and the estimate of costs." — On motion of Commissioner Tucker, seconded by Commissioner Rundquist the resolution was adopted as read and the following vote was had; Ayes: Spangler, Bull, Exline, Fucker and Rundquist (5) Nays: (0) Mayor approved the resolutionand it is Numbered 2727. Carried. Letter was received from the City Planning Commission regarding street name changes. On motion of Commissioner Tucker, seconded by Commissioner Rundquist the changes were approved. Carried. A resolution was introduced and passed entitled: "Be it resolved, by the City Council of the City of Salina, Kansas, that said city's mayor be and he is hereby duly authorized and fully empowered to enter into and execute for and in the name of the City one certain written agreement dated July 1, 1963 between said city and Missouri Pacific Railroad Compan respecting the grant by said Railroad and acceptance by the City of permission to install, keep and use on said Railroad's premises in said city, true copy of said agreement being attached hereto as part hereof." On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was adopted as read and the following vote was had; Ayes: Spangler, Bull, Exline, Tucker and Rundquist (5) Nays: (0) Mayor approved the resolution and it is Numbered 2728, Carried. Tree trimming application was filed by M. R. Welsh, 609 W. Ash, Salina, Kansas. On motion of Commissioner Tucker, seconded by Commissioner Rundquist the application was approved. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull. Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-1178. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-1179.
