07-01-1963 Minutes• 1 1 L_J 1 • 1 1 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas July 1, 1963 Regular Meeting of the Board of Commissioners July 1, 1963. Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull, Exline, Rundquist and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of June 24, 1963 were read and approved. Mr. Al Mader, safety consultant of State Highway presented safety awards. Report was made on the bids received June 24, 1963 for the refuse trucks. On motion of Commissioner Tucker, seconded by Commissioner Exline the bid was awarded to Harmon & Gregg Co., Inc. for $12,800.00. Carried. Bids were received on Jobs 440 and 442 - Improvements in Meadowlark Acres and Neal Avenue as follows: Brown and Brown, Inc. $142,313.70 Construction Industries Inc. $142,544.90 Engineers Eptimate $174,189.00 On motion of Commissioner Bull, seconded by Commissioner Exline the bid was awarded to Brown & Brown, Inc. Carried. On motion of Commissioner Bull, seconded by Commissioner Exline the contract ordinance was introduced for first reading. Carried. Ordinance Passed: t.� Number Public Hearing was held on Res6lution Number 2720 for Improvements in Millview Addition - Job 438. No protests written or oral were filed. On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was accepted and the hearing was adjourned. Carried. A resolution was introduced and passed entitled: "A resolution determining the advisability of certain street, sewer, water mains and hydrant improvements, estimating the cost thereof, defining the boundaries of the improvement district, method of assessment, and apportioning the cost between the improvement district and the City at Large." On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2726. Carried. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with Brown and Brown, Inc. for the construction of certain improvements on certain streets in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Tucker, seconded by Commissioner Rundquist the ordinance was adopted by sections and the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6722. Carried. Ordinance introduced for first reading June 24, 1963. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was adopted by sections and the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6723. Carried. Ordinance introduced for first reading June 24, 1963. Report was made on Petition number 2695 - Curb, gutter & pave Antrim from Third to Front & Pave Antrim from Fourth to Third. Onmotion of Commissioner Exline, seconded by Commissioner Bull the petition was approved for resolution. Carried. Report was made on Petition Number 2681 - Sidewalk on Kansas Avenue from Ash to Elm. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred back to the petitioner for proper forms. Carried. Report was made on Petition Number 2690 - Sidewalk in Block 5 Replat of Indian Rock Addition. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred back to the petitioner for proper forms. Carried. Report was made on Petition Number 2696 - Vacation of alley adjoining Lots 50, 52 & 54 9th St. Grounds of KWU. On motion of Commissioner Bull, seconded by Commissioner Exli a vacation ordinance was introduced for first reading. Cerried. Engineer filed estimate number 1 for Water Main Job 432 - Construction Industries in the amount of $6,251.40. On motion of Commissioner Tucker, seconded by Commissioner Rundquist the estimate was approved. Carried. Engineer filed estimate number 2 for Water Treatment Plant Addition - Clem Less Inc. in the amount of $18,961.29. On motion of Commissioner Tucker, seconded by Commissioner Rundquist the estimate was approved. Carried. Petition Number 2699 was filed for rezoning Lots 4, 5, 6 Block 9 Replat of Faith Addition to District "D". On motion of Commissioner Exline, seconded by Commissioner Bull the petition was referred to the City Planning Commission. Carried. Plumbers & Gas Fitters Application was filed by L. Carrol Robertson. On motion of Commissioner Tucker, seconded by Commissioner Rundquist the application was approved. Carried. Application was filed for tree trimming license by Robert & Carl Heart Tree Trimming Service. On motion Tucker, seconded by Commissioner Rundquist application was approved. Carried. Merchant Police Application was filed by Paul Dyer. On motion of Commissioner Tucker seconded by Commissioner Rundquist the application was approved.
