Members Present: Dorothy Armster, Earle Bess, Tony Blair, Lucila Corley, Gary Cummings, Sister
Esther Pineda, Joel Wimer, James D. Hill, Glen Kochanowski, Recording Secretary Ann Haden.
President Tony Blair brought the meeting to order.
Minutes of the August 11, 2011 meeting were approved as presented.
New Business.

Elections will be held at the December 8 meeting. Board member positions #6 (Joel Wimer)
and #7 (Sister Pineda) are up for election. Both are eligible to serve a second three (3) year
term.
The office of Vice President is up for election. Nominations were opened for the Vice
President position. Earle Bess was nominated to continue to serve in the Vice President

position in 2012. Elections will be held December 8.
The United States District Court for the District of Kansas will hold a special naturalization
th
ceremony for over 100 new U.S. citizens at the Stiefel Theatre on October 17 as part of the
th
court’s year-long 150 anniversary.
The U.S. Senate has introduced bill S1670 reference Racial Profiling. It is likely this will not
affect the Kansas Racial Profiling statute.
The Kansas Hispanic & Latino American Affairs Commission (KHLAAC) will hold it’s first
official meeting later this month. Lucila advised the Commission addresses public policy
concerns primarily in the areas related to education, health, and business.
Earl Bess reported the NAACP Annual Block Party was held at Oakdale Park in September.
There was good food, great entertainment and fun had by a very large diverse crowd.
Chief Hill advised several police officers are testing a new headset mount video camera which
will record up to 12 hours of video contact. The information is then downloaded to a computer
and stored for future use. If the system proves to be one we can use, he will arrange a
demonstration at the December meeting.
Sheriff Kochanowski advised we have not had a Citizen Academy for several years due to a
low number of applications. He will check on the possibility of an academy next year.
Complaints.
Sheriff Kochanowski advised the Sheriff’s Office received one unfounded racial complaint.
Old Business.

The next scheduled meeting is December 8, 2011, 0700 at 255 N. 10, in Room 207 of the Salina
Police Department.
