Members Present: Dorothy Armster, Earle Bess, Lucila Corley, Gary Cummings, Joel Wimer, James
D. Hill, Glen Kochanowski, Bill Gerry, Recording Secretary Ann Haden. Vice President Earle Bess
brought the meeting to order.
Minutes of the December 8, 2011 meeting were approved as presented.
New Business.
Earle Bess advised that Col. Richard Frye passed away recently. Col. Frye was a founding
board member, serving on the board from 2006 until late 2007.
Lucy Corley advised the Mexican Consulate will be in Salina for the Health Fair on April 27-28.
This will be held at the Smoky Hill Learning Center on Crawford.
Lucy introduced the topic of parents purchasing vehicles for their teenagers before they are
qualified to drive. After some discussion, Lucy advised she will gather information and publish
an article in La Voz in order to inform the Hispanic community about teenage driving
responsibilities.
The City Commission has received a request to amend the Salina Code by adding sexual
orientation and gender identity to the list that precludes discrimination. Chief Hill advised this
request will attract interest from various groups, not only locally, but from groups such as the
Westboro Baptist Church of Topeka and may become a hot topic before it is complete.
Complaints.
Lt. Gerry advised there are no complaints to report.
Old Business.
Reference the open board position, Lucy Corley will contact Dina Giron and Sheriff
Kochanowski will contact Juan Torres (Citizen and Immigration Specialist for Catholic

Charities) to ascertain interest in this position. They will be invited to attend the April 12
meeting.
Chief Hill advised Gina McDonald involves high school age students in a non-voting capacity
to participate on the Human Relations Board. This provides them exposure to the internal
workings of our government and provides a younger perspective to the board. He will contact
Gina to determine how this works in their system.
Inside Glimpse
Lt. Brent Melander of the Saline County Sheriff’s Office/Administration Division spoke with
committee members on the scope of services and obligations within the Sheriff’s Office
Administration Division.

The next scheduled meeting is April 12, 2012, 0700 at 255 N. 10, in Room 207 of the Salina Police
Department.
