Members Present: Earle Bess, Tony Blair, Dorothy Armster, Gary Cummings, Joel Wimer, Lucila
Corley, Teresa Hernandez, guest Robert M. Cunningham, James D. Hill, Sheriff Kochanowski, Bill
Gerry. President Tony Blair brought the meeting to order. Bill Gerry recorded the minutes.
Minutes of the August 9, 2012 meeting were approved with no corrections. Motioned by Gary
Cummings, seconded by Lucila Corley
New Business.
There was open discussion on the open board positions and election of officers. Both board
members Tony Blair and Lucila Corley agreed to stay on for another term.
The positions for President and Vice President are up at the end of this year. President Blair
asked for nominations for the position of President. He then nominated Lucila Corley for
President. Lucila Corley then nominated Gary Cummings for President. Dorothy Armster was
nominated for Vice President but she respectfully declined the nomination. There were no
other nominations made. President Blair suggested that during the voting in the December
meeting the top vote getter should be President and the second vote getter be the Vice
President.
Vice President Earl Bess will be moving away to Indiana in November. He will be missed
tremendously by the board and by the Police Department and Sheriff’s Office. We wish him
and his wife the very best.
Vice President Bess recommended his replacement on the board and introduced the board to
Robert M. Cunningham. Mr. Cunningham attended the meeting and asked questions about
the board. He expressed an interest in serving on the board and his acceptance will be voted
on in December during the next meeting.
Lt. Gerry discussed the upcoming Accreditation on-site inspection which will be held on
Sunday, October 21, through Tuesday, October 23, 2012. Board members were invited to
attend the open public meeting or to call in during the telephone session.
Complaints.
Lt. Gerry advised there were no racial profiling complaints to review.
Old Business.
No old business was discussed.
Inside Glimpse
Michelle McMillin, Coordinator for the Registered Offender’s Program from the Saline County
Sheriff’s Office, gave a very informative presentation on the program. Sheriff Kochanowski
shared that Ms. McMillin is very respected through out the state of Kansas as running a very
good program through the Saline County Sheriff’s Office and she is sought out to assist other
agencies in the state model their programs after the one she has in place in Saline County.
The Saline County Sheriff’s Office has the highest compliance rate in the state for their
Registered Offender Program, the rate is 95%.

The next scheduled meeting is December 13, 2012, 0700 at 255 North 10 Street, Salina Police
Department.
