06-03-1963 Minutes• 1 • • 1 C • COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas June 3, 1963 Regular Meeting of the Board of Commissioners June 3, 1963. Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull, Exline and Rundquist and City Attorney Bengtson responded. Commissioner Tucker absent. The minutes of the Regular Meeting of May 27, 1963 were read and approved. Bids were received on the sign posts. On motion of Commissioner Bull, seconded by Commissioner Exline the bid was awarded to Eaton Metal Products Co. of Hutchinson Kansas at $1.84 each. Carried. Ordinance for second reading for the Bonnie Ridge City Limits was cancelled. An ordinance was introduced for second reading entitled: "An ordinance amending section 3 of Ordinance Number 6597 of the City of Salina, Kansas, passed January 30, 1962, relating to the rates tobe charged for the use of and services rendered by the Water and Sewage System of the City of Salina, Kansas, and related matters, and repealing said original section 3 of said ordinance number 6597 of said city." On motion of Commissioner Rundquist and seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the ordinance and it is Numbered 6717. Carried. Ordinance introduced for first reading May 27, 1963. An ordinance was introduced for second reading entitled: "An ordinance levying assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: 1. This improvement consists of the curbing, guttering and paving of: (a) Highland Avenue from the south line of Parkway to the north line of Cottonwood Road. (b) Ninth Street Place from the south line of Parkway to the north line of Belmont Boulevard. (c) Simmons Street from the south line of Parkway to the north line of Roy Avenue. (d) Larson Street from the south line of Parkway to the north line of Key Avenue. (e) Belmont Boulevard from the south line of Parkway to the east line of US 81 Highway. (f) Fourth Street from the south line of Parkway to the north line of Cottonwood Road. (g) Hartland Avenue from the east line of Larson to the west line of U. P. Railroad. (h) Roy Avenue from the east side of Highland to the north side of Cotton/Road . wood (i) Key Avenue from the east line of Ninth Street Place to the north line of Cottonwood Road. (j) Morland Avenue from the east line of Highland to the south line of Key Avenue. (k) Dawn Street from the south line of Belmont Boulevard to the north line of Cottonwood Road. (1) Allen Street from the south line of Belmont Boulevard to the north line of Cottonwood Road. (m) Daley Street from the south line of Belmont Boulevard to the i north line of Cottonwood Road. { (n) Cottonwood Road from the east line of US 81 Highway to the west line of U. P. Railroad. 2. Water main to be installed in all the above described streets. 3. The sanitary sewer to serve all lots and parcels within the benefit s district hereinafter described. I 4. Sidewalks at all intersections and corner lots in each block of the I S benefit district. On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Bull, Spangler, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the ordinance and it is Numbered 6718. Carried. Ordinance introduced for first reading May 27, 1963. The lease agreement with the Kansas Landscape & Nursery Co. was held over for one week. A resolution was introduced and passed entitiled: A resolution pertaining to the continuing flood protection for cities of Kansas * ith participation by the United States of America. On motion of Commissioner Exline, seconded by Commissioner Bull the resolution was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the ordinance and it is Numbered 2716, Carried. On motion of Commissioner Rundquist, seconded by Commissioner Bull 8n ordinance was introduced for first reading prohibiting the sale of merchan ise on streets, etc. Ordinance Passed: Number M �r Exl ine d n«t.. � 7 Letter was received from the City Planning Commission regarding street numbers on North Broadway. On motion of Commissioner Bull, seconded by Commissioner Exline the letter was referred to the City Engineer. Carried. City Engineer filed estimate number 1 on the Water Treatment Plant Addition - Clem Less Inc. in the amount of $27,876.28. On motion of Commissioner Rundquist, seconded by Commissioner Bull the estimate was approved. Carried. A merchant police application was filed by Clarence M. Smith. On motion of Commissioner Bull. seconded by Commissioner Exline the application was approved. Carried. A trimming & treating trees application was filed by Cloyd E. Prater d/b/a Twin Valley Nursery. On motion of Commissioner Bull, seconded by Commissioner Exline the application was approved. Carried. Cereal Malt Beverage application was filed by Wayne L. Robinson d/b/a E & I Tavern 122 W Pacific. On motion of Commissioner Bull, seconded by Commissioner Exline the application was approved. Carried. The renewal lease agreement at the airport with Hertz System, Inc. On motion of Commissioner Exline, seconded by Commissioner Rundquist the lease was approved. Carried. City Engineer filed partial estimate number 8 on Street Job 425 - Wilmoth Construction Company in the amount of $55,457.57. On motion of Commissioner Bull, seconded by Commissions Exline the estimate was approved. Carried. City Engineer filed partial estimate number 2 on Sewer Job 443 - Construction Industrie; in the amount of $1,312.92. On motion of Commissioner Rundquist, seconded by Commissioner Bull the estimate was approved. Carried. City Engineer filed partial estimate number 2 on Street Job 428 - Brown & Brown in the amount of $61,359.45. On motion of Commissioner Rundquist, seconded by Commissioner Bull the estimate was approved. Carried. Mayor appointed Robert Lange, Clarence Holm, Jr., & Del Robertson to the Plumbers Examining Board for 1 year from May 1, 1963. On motion of Commissioner Bull, seconded by Commissioner Exline the appointments were approved. Carried. On motion of Commissioner Bull, seconded by Commissioner Exline the City Clerk was instructed to advertise for bids on Jobs 440 & 442 - Neal Avenue & Meadowlark Acres for July 1, 1963. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent.
