Regular Meeting of the Board of Commissioners May 27, 1963. Meeting was called
to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull,
Exline, Tucker and Rundquist and City Attorlkey Bengtson responded.
The minutes of the Regular Meeting of May 20, 1963 were read and approved.
Ordinance for second reading for Bonnie Ridge City Limits was held over for one
week.
An ordinance was introduced for second reading entitled: "An ordinance levying
assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for
the purpose of paying a portion of the cost of:
1. This improvement consists of the curbing, guttering, paving and grading of:
(a) Edgevale Drive from the east line of Ohio Street to the west
line of Moundview Avenue.
(b) Manchester Road from the south line of Edgevale Drive to the
north line of McAdams Road.
2. Water mains to be installed in the above described streets.
3. A sanitary sewer to serve Blocks 2, 5 and 6 of Faith Addition in the
City of Salina, Kansas,
4. Sidewalks to be built at the corners of each street which is within the
right-of-way of streets and adjacent to the west line of Lot 1, Block
5 adjacent to the east line of Lot 12, Block 5 adjacent to the west
line of Lot 1, Block 6 adjacent to Lot 12, Block 6.
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline, Tucker and Rundquist (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 6713. Carried. Ordinance introduced for first reading
May 20, 1963.
An ordinance was introduced for second reading entitled: "An ordinance levying
assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for
the purpose of paying a portion of the cost of:

Arlington Drive from the west line of Berkshire Drive to the south
line of Greeley Avenue.
Delaware Avenue from the south line of Indian Rock Lane to the south
• line of Stratford Drive.
Stratford Drive from the west line of Berkshire Drive to the west
line of Delaware Avenue,
2. Water main to be installed in the above described streets.
3. Sanitary Sewer to serve Blocks 3, 4, 6, 7 and 8 of Indian Rock Addition.
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline, Tucker and Rundquist (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6714. Carried. Ordinance introduced for first reading May 20, 1963.
An ordinance was introduced for second reading entitled: "An ordinance condemning
certain land and easements therein within the City of Salina, Kansas, for the use of
said City in the widening, extension, and improvement of Ohio Street in the City of
Salina, Kansas, south from the center line of PacificAvenue approximately 3500 feet to
a point where said Ohio Street intersects the channel of the Smoky Hill River; and
fixing the benefit district therefore; and providing for the payment of the costs
thereof."
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline, Tucker and Rundquist (5) Nays: (0) Mayor approved the
ordinance and it is Numbered 6715. Carried. Ordinance introduced for first reading

An ordinance was introduced for second reading entitled: "An ordinance providing for
the paving of the Alley First East of Santa Fe Avenue with concrete (Ten (10) feet wide)
from the south line of Mulberry Street to the north line of South Street; paving and
grading of the Alley First North of Ellsworth Avenue with concrete (Sixteen (16) feet
wide) from the west line of Santa Fe Avenue west 175 feet; curbing, guttering, paving
and grading of Antrim Avenue with concrete (Thirty-three (33) feet wide from back of curb
to back of curb) from the west line of Santa Fe Avenue to the east line of Eighth Street,
the same being an intervening connecting street; curbing, guttering, paving and grading
of Beechwood with concrete (Thirty-three (33) feet wide from back of curb to back of curb)
from the south line of Northwood to the south line of Greeley; curbing, guttering, paving,
and grading of Driftwood Road with concrete (Thirty-three (33) feet wide from back of curb
to back of curb) from the north line of Northwood Lane to the north line of Greeley Avenue;
curbing, guttering, paving and grading of Greeley Avenue with concrete (Thirty-three (33)
feet wide from back of curb to back of curb) from the east line of Marymount Road to the
west line of Beehcwood Road; curbing, guttering, paving and grading of Greeley Avenue
with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the
west line of Driftwood Road to the west line of Beechwood Road; curbing, guttering, paving
and grading of Harsh Avenue with concrete (Thirty-three (33) feet wide from back of curb
to back of curb) from the west line of Tenth Street to the east line of Eleventh Street,
the same being an inte-rvening connecting street; curbing, guttering, paving and grading
of Indiana Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of
curb) from the south line of Stack Avenue to the north side of Greeley, the same being an
intervening connecting street; curbing, guttering, paving and grading of Indiana Avenue
with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the
south line of Iron Avenue to the north line of Stapler Avenue; curbing, guttering, paving
and grading of Northwood Lane with concrete (Thirty-three (33) feet wide from back of curb
to back of curb) from the east line of Beechwood Road to the west line of Driftwood Road;
curbing, guttering, paving and grading of Riverside Boulevard with concrete (Thirty-three
(33) feet wide from back of curb to back of curb) from the west line of Columbia Avenue to
the east side of Kansas Avenue; curbing, guttering, paving and grading of Twelfth Street
with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the
north line of Pacific Avenue to the south line of Harsh Avenue, the same being an intervenir
connecting street; and providing for the payment of the cost thereof, and how the same
shall be assessed and the manner of the payment of the cost thereof."
On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was
adopted by sections and on its final adoption the following vote was had; Ayes: Spangler,
Bull, Exline, Tucker and Rundquist (5) Nays: (0) Mayor approved the ordinance and it is
Numbered 6716. Carried. Ordinance introduced for first reading May 20, 1963.
On motion of Commissioner Rundquist, seconded by Commissioner Bull an ordinance was
introduced for first reading relating to sewer use fees. Carried.

On motion of Commissioner Bull, seconded by Commissioner Exline an ordinance was
introduced for first reading relating to assessments in Key Acres - Job 420.
Ordinance Passed: �+ Number '
The date of June 17, 1963 was set for bids on Job 441. Resurfacing Eighth Street,
Fifth Street & Walnut Street. On motion of Commissioner Tucker, seconded by Commissioner
Bull the date was approved. Carried.
A number of objections were filed regarding the street name changes. The changes
were referred back to the City Planning Commission.
On motion of Commissioner Bull, seconded by Commissioner Exline the lease agreement
with Kansas Landscape & Nursery Co. was held over for one week. Carried.

Petition number An application was filed for the rezoning of that part of 11-14-3 in Salina, Saline
County, which is north of North Street, West of US Highway 81 By -Pass and the Union
Pacific Railway branch line and east of Dry Creek cut-off channel. 41't�-I��,G'^" �
An application was filed for a driveway at 2737 Belmont Blvd. 16 x 51.4 wide. On
motion of Commissioner Rundquist, seconded by Commissioner Tucker the application was
approved. Carried.
A change order was filed by J. S. Grank for the Fallout Shelter at Memorial Hall in
the amount of $560.00. On motion of Commissioner Bull, seconded by Commissioner Exline the
order was approved. Carried.
A Merchant Police application was filed by Frank Gordon Miller. On motion of Commissi
Bull, seconded by Commissioner Exline the application was approved. Carried.
An application was filed for parking spaces at 1820 S. 9th - Wells Department Store.
On motion of Commissioner Bull, seconded by Commissioner Exline the application was approved
Carried.
On motion of Commissioner Exline the Board of Commissioners adjourned.
