05-13-1963 Minutes�1 • C7 1 1 0 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas May 13, 1963 Regular Meeting of the Board of Commissioners May 13, 1963. Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull, Exline, Tucker and Rundquist and City Attorney Bengtson responded. The minutes of the Regular Meeting of May 6, 1963 were read and approved. Letter that was received from the City Planning Commission that was held over for one week regarding petition number 2667 for the rezoning of the north 50 feet of the south 95 feet of Lots 25, 26, 27 Park Street, Wilson Addition to the City of Salina, Kansas, from District "B" to District "C"; after consideration of the Salina City Planning Commission the petition was denied. On•motion of Commissioner Bull, seconded by Commissioner Rundquist the recommendation was accepted and the petition was denied. Carried. An ordinance was introduced for second reading entitled: "An ordinance repealing Ordinance Number 6703." On motion of Commissioner Tucker, seconded by Commissioner Rundquist the ordinance was adopted by sections and the following vote was had; Ayes: Spangler, Bull, Exline, Tucker and Rundquist (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6711. Carried. Ordinance introduced for first reading May 6, 1963. An ordinance was introduced for second reading entitled: "An ordinance for the vacation of a certain alley within the City of Salina, Saline County, Kansas." On motion of Commissioner Tucker, seconded by Commissioner Rundquist the ordinance was adopted by sections and the following vote was had; Ayes: Spangler, Bull, Exline, Tucker and Rundquist (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6712. Carried. Ordinance introduced for first reading May 6, 1963. The City Limit Ordinance introduced for second reading in Bonnie Ridge Addition was cancelled. No motion. On motion of Commissioner Bull, seconded by Commissioner Exline a city limit ordinance was introduced for first reading in Bonnie Ridge Addition except the south vacant lots. Ordinance Passed: Number Hearing was held for the proposed assessments for Job 422 - Faith Addition. The curbing, guttering, paving and grading of certain streets; sidewalks, sewer and water mains and hydrant improvements. No protests written or oral were filed. On motion of Commissioner Tucker, seconded by Commissioner Bull the assessments were approved. Carried. j Hearing was held for the proposed assessments for Job 423 - Indian Rock Addition. The curbing, guttering and paving of certain streets; sewer and water mains and hydrant improvements. No protests written or oral were filed. (Mr. Pruitt, Mr. Crawford & Mr. Sterling appeared regarding the special assessments in Indian Rock Addition.) On motion of Commissioner Exline, seconded by Commissioner Tucker the assessments were approved. Carried. A resolution was introduced and passed entitled: "A resolution authorizing filing of application with the Public Health Service, United States of America, for a a Grant under the Water Pollution Control Acts, (33 U.S.C. 466 et seq.)." On motion of Commissioner Rundquist, seconded by Commissioner Tucker the resolution was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline, Tucker and Rundquist (5) Nays: (0) Mayor approved the resolution and it is Numbered 2713. Carried. Letter was received from the City Planning Commission regarding Petition number 2686 for the rezoning of the south 119 feet of Lot 5, Block 19 Key Acres Addition from District "D" to District "E"; after consideration the City Planning Commission recommended the approval. 1 On motion of Commissioner Rundquist, seconded by Commissioner Bull the recommendation were accepted and the City Clerk was instructed to -publish notice of hearing, Carried. On motion of Commissioner Tucker, seconded by Commissioner Rundquist a resolution was introduced for first reading for the paving of Greeley in Upper Mill Heights Add. ` L"`=�1 / Resolution Passed: ( (- Number _ ` 7 On motion of Commissioner Bull, seconded by Commissioner Exline the engineering agreement with Wilson Engineers for High Service Water Pumping Facility was approved. Carried. An application was filed for permit to construct parallel parking at 1402 S. Santa Fe. On motion of Commissioner Bull, seconded by Commissioner Exline the application was approved. Carried. A letter and petition number 2687 was filed by the Salina Public School for the extension of Fairdale Road. On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was referred to the City Manager. Carried. Concrete Construction Bond was filed by B & B Construction Co. On motion of Commissioner Bull, seconded by Commissioner Exline the bond was approved. Carried. Application for trimming of trees was filed by Cecil F. Heart d/b/a Cecil Heart's Tree Service 128 Baker. On motion of Commissioner Bull, seconded by Commissioner Rundouist the application was approved. Carried. A resolution was introduced and passed entitled: "A resolution finding that it is advisable and necessary to open, widen, extend, and improve Ohio Street south from the center line of Pacific Avenue approximately 3500 feet to a point where said Ohio Street intersects the channel of the Smoky Hill River, and finding that it is necessary to appropriate private property therefor, and directing the City Engineer to file a survey and description of the land so required." On motion of Commissioner Bull, seconded by Commissioner Exline the agreement with Wilson Engineering Co. for the transportation planning study program was approved. Carried. City Engineer filed Plans and Specificationsras called for in Ordinance Number 6708. On motion of Commissioner Bull, seconded by Commissioner Exline the plans and specifications were approved. Carried. 1 City Engineer filed Plans and Specifications as called for in Resolution Number 2712. On motion of Commissioner Bull, seconded by Commissioner Exline the plans and specifications were approved. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims," On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull. Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-1172. Carried. On motion of Commissioner Tucker the Board of Commissioners adjourned.
