04-23-1963 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING • COMMISSIONERS ROOM Salina, Kansas April 23, 1963 Regular Meeting of the Board of Commissioners April 23, 1963. Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull, Exline, Rundquist and City Attorney Bengtson responded. Commissioner Tucker absent. The minutes of the Regular Meeting of April 16, 1963 were read and approved. The bids were received for the z ton pickup truck for the Flood Control Works & Levee. On motion of Commissioner Bull, seconded by Commissioner Exline the bid was awarded to Jim Sullivan Chevrolet Co, in the amount of $1,641.14 as low bidder. Carried. A resolution was introduced and passed entitled: "A resolution determining that the Board of Commissioners hold its regular weekly meeting on Monday of each week at 4:00 P. M," On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was approved as read and the following vote waslad; Ayes: Spangler, Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution and it is Numbered 2710. Carried. An ordinance was introduced for second reading entitled: "An ordinance providing for • the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the ordinance and it is Numbered 6706. Carried. Ordinance introduced for first reading April 16, 1963. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with the 0. M. Wilbur Construction Company for the construction of certain sidewalks in the City of Salina, Kansas, heretofore designated as Engineering Job 437, and providing for the issuance of Temporary Notes to pay the cost thereof, pending the issuance and sale of bonds." On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the ordinance and it is Numbered 6707. Carried. Ordinance introduced for first reading April 16, 1963. An ordinance was introduced for second reading entitled: "An ordinance providing for the resurfacing of Eighth Street with asphalt from the south line of Elm Street to the north line of Prescott Avenue; resurfacing of Fifth Street with asphalt from the south line of Walnut Street to the north line of Prescott Avenue; resurfacing of Walnut Street with asphalt from the east line of Fifth Street to the west line of the Smoky Hill River Bridge; and providing for the payment of the cost thereof." On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was • adopted by sections and on its final adoption the following vote was had; Ayes: Spangler Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayo r approved the ordinance and it is Numbered 6708. Carried. Ordinance introduced for first reading April 16, 1963. On motion of Commissioner Bull, seconded by Commissioner Exline an ordinance was introduced for second raising the bus fare to a maximum of $0.25. Carried. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewer District Numbered 472, and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Bull, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the ordinance and it is Numbered 6709. Carried. Ordinance introduced for first reading April 16, 1963. The City Clerk reported that the assessment rolls for the following improvements were ready to -wit: Curb, gutter and paving of certain streets, installation of sanitary sewers and sidewalks, in Faith Addition as authorized by Resolution Number 2609 passed by the Board of Commissioners on May 1, 1962, has been determined and that final costs have been filed by the City Engineer. 0 0 1 1 • 1 L� 1 1 is On motion of Commissioner Exline, seconded by Commissioner Bull the City Clerk was instructed to publish a notice in the official paper at least once not less than ten days prior to the date of May 13, 1963, the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of property made liable to pay the assessments, at their last known post office address, a notice of the hearing and a statement of the cost proposed to be assessed against the land so owned and assessed. Carried. On motion of Commissioner Rundouist, seconded by Commissioner Bull the City Clerk was instructed to publish a notice in the official paper at least once not less than ten days prior to the date of May 13, 1963, the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of property made liable to pay the assessments, at their last known post office address, a notice of the hearing and a statement of the cost proposed to be assessed against the land so owned and assessed. Carried. 'Y3 Public hearing was held on Resolution for improvements in Meadowlark Acres Job 442. No protests written or oral. On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was accepted and the hearing was adjourned. Carried. City Engineer filed estimate 12 semi final on the Sewage Treatment Plant Wea Construction Company in the amount of $87,664.83. On motion of Commissioner Exline, seconded by Commissioner Bull the estimate was approved. Carried. Petition number 2681 was filed for sidewalk on KansasAvenue between Ash and Elm. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred to the City Manager. Garr ied . Petition number 2682 was filed for sewer for Lots 14, 15, 16 and 17, Block 7 Oakdale Addition. On motion of Commissioner Bull, seconded by Commissioner Rundquist the petition was referred to the City Manager. Carried. Petition number 2683 was filed for the rezoning of the E. 112.5 of Lots 40 & 42 & all Lot 38, Block 3 VanTrines Addition to Zone "D". On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred to the City Planning Commission. Carried. Twenty days protest period up on Resolution Number 2704 for improvements on Neal Avenue. No protests written or oral were filed. On motion of Commissioner Bull the Board of Commissioners adjourned. City Clerk ***** A resolution was introduced and passed entitled: A resolution determining the advisability of certain street, sei,.er, water mains and hydrant improvement, estimating the cost thereof, defining the boundaries of the improvement district, method of assessment, and apportioning the cost between the improvement district and the City at Large. On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was approved as read and the following vote was had; Ayes: (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution and it is Numbered 2711. Carried.
