04-16-1963 Minutes - Organizational�J 1 1 • COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas April 16, 1963 Regular Meeting of the Board of Commissioners April 16, 1963. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull, Spangler and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of April 9, 1963 were read and approved. A report was made on the bids that were received on the paint striper. On motion of Commissioner Tucker, seconded by CommissionerBull the bid was awarded to Lovan Machinery Company for $1,585.00. Carried. Bids were received for Sidewalk Job 437 as follows: Saum Brothers 2,720.00 B. J. Frick & Co. 2,750.00 0. M. Wilbur Construction Co. 2,382.00 Engineers Estimate 3,035.00 On motion of Commissioner Bull, seconded by Commissioner Tucker the bid was awarded to 0. M. Wilbur Construction Co. Carried. On motion of Commissioner Bull, seconded by Commissioner Tucker the contract ordinance was introduced for 1st reading. Carried. Ordinance Passed: �' Se % _� Number c Thirty days notice up for the rezoning of Block 1 and North 285 feet of Lot 8, Block 2 of Wallerius Addition to Zone "D". No protests written or oral. On motion of Commissioner Tucker, seconded by Commissioner Bull the rezoning ordinance was introduced for first reading. Carried. /a Ordinance Passed: Gti,. 5'S� fo � Number 7 r An ordinance was introduced for second reading entitled: "An ordinance cendemning certain land and easements therein within the City of Salina, Kansas, for the use of said city in the widening, extension, and improvement of Ohio Street in the City of Salina, Kansas, south from the center line of Pacific Avenue approximately 3500 feet i to a point where said ohio street intersects the channel of the Smoky Hill River; and fixing the benefit district therefore; and providing for the payment of the cost thereof." On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6703. Carried. Ordinance introduced for first reading 4-9-63. An ordinance was introduced for second reading entitled: "An ordinance ratifying • and confirming a contract with Construction Industries Inc. for the construction of Lateral Sanitary Sewers 476, 482'and 483 and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On motion of Commissioner Spangler, seconded by Commissioner Banker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6704. Carried. Ordinance introduced for first reading 4-9-63. An ordinance was introduced for second reading entitled: "An ordinance providing ! for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." I k On motion of Commissioner Tucker, seconded by Commissioner Banker the ordinance I was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6705. Carried. Ordinance introduced for first reading 4-9-63. On motion of Commissioner Banker, seconded by Commissioner Tucker the application to construct a driveway 40 feet on Crawford - Sunset Plaza Shopping Center, Inc. was approved. Carried. On motion of Commissioner Spangler, seconded by Commissioner Banker petition number 2679 for improvements on Greeley Avenue was referred back to the petitioner. Carried. L� Newley elected City Commissioners R. W. Bull, R. F. Exline and Carl R. Rundquist were present and having filed the required bond, approved by the Judge of the District Court and the City Attorney; the oath of office was administered to them by the City Clerk, H. E. Peterson; and they assumed their office as City Commissioner. ORGANIZATION MEETING Board of Commissioners convened for the purpose of organizing. H. E. Peterson, City Clerk presiding. The roll was called and Commissioners Bull, Exline, Rundquist, Spangler and Tucker and City Attorney Bengtson responded. On motion of Commissioner Bull, seconded by Commissioner Exline, G. E. Spangler was nominated as Mayor and Chairman of the City Commission of Salina, Kansas. Carried. On motion of Commissioner Exline, seconded by Commissioner Bull, Don Tucker was nominated as Acting Mayor and Vice Chairman of the City Commission of Salina, Kansas, Carried, The City Clerk turned the gavel over tb�Mayor Spangler. On motion of Commissioner Bull, seconded by Commissioner Tucker the airport lease agreement between Salina Flite Inc, and the City of Salina was approved. Carried. On motion of Commissioner Tucker, seconded by Commissioner Bull a resurfacing ordinance was introduced for first reading, Carried. Ordinance Passed: G --)— L � i 6 Number �C) City Engineer filed final estimate on Job 420 - Brown & Brown in the amount of $5,205,88. On motion of Commissioner Exline, seconded by Commissioner Bull the estimate was approved. Carried. City Engineer filed estimate - final - Construction Industries on Job 422, in the amount of $4,762,11. On motion of Commissioner Exline, seconded by Commissioner Bull the estimate was approved. Carried, City Engineer filed final estimate on Job 423 - Brown & Brown in the amount of $7,085,17. On motion of Commissioner Exline, seconded by Commissioner Bull the estimate was approved. Carried. Petition number 2680 was filed for improvements in Blocks 3 and 7 in Replat of Faith Addition. On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was referred to the City Manager, Carried, Tree trimming and treating application number 1 was filed by William E. Harris d/b/a Markle Tree Pest Control was filed. On motion of Commissioner Tucker, seconded by Commissioner Bull the application was approved, Carried. On motion of Commissioner Tucker, seconded by Commissioner Bull the Ethyl gasoline bid was awarded to Hi -Quality Lo -Cost. Carried. The City Attorney was instructed to write a resolution changing the City Commission meeting time from Tuesday at 4:00 P. M. to Monday at 4:00 P. M. On motion of Commissioner Bull, seconded by Commissioner Exline an ordinance was introduced for first reading raising the bus fare to a maximum of $0.25(,. Carried, An ordinance was introduced and passed entitled: "An ordinance making an appropriat for payment of certain claims," On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was adopted by sections and the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-1167. Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull, Exline, Rundquist and Tucker and City Attorney Bengtson responded. Meeting was held for the purpose of acting on appraisers report for Lateral Sanitary Sewer 472. No protests written or oral. On motion of Commissioner Bull, seconded by Commissioner Tucker the report was approved. Carried. On motion of Commissioner Bull the Board of Commissioners adjourned.
