Regular Meeting of the Board of Commissioners April 9, 1963. Meeting was called to
order by Acting Mayor Spangler, the roll was called and Commissioners Spangler, Banker,
Bull, Tucker and City Attorney Bengtson responded. Commissioner Exline absent.
The minutes of the Regular Meeting of April 2, 1963 were read and approved.
A report was made by the City Manager on the gasoline bids received April 2, 1963.
On motion of Commissioner Tucker, seconded by Commissioner Bull the bid was awarded to
Hi Quality Lo Cost for Regular gasoline at $11.48 per gallon; Sinclair Refining for Ethyl
gasoline at $13.75 per gallon. Carried.
Bids were received on Lateral Sewers 476, 482 and 483 - Job 443 as follows:
Construction Industries Inc. 7,333.50
Brown & Brown, Inc. 8,542.50
Engineers Estimate 7,926.00
On motion of Commissioner Bull, seconded by Commissioner Banker the bid was awarded •
to Construction Industries Inc. Carried.
On motion of Commissioner Bull, seconded by Commissioner Banker the contract ordinance
was introduced for first reading, Carried.

Acting Mayor appointed Robert Frederick, N. C. Grant and Warren Garret as appraisers.
Onmotion of Commissioner Bull, seconded by Commissioner Tucker the appointments were
approved, Carried.
Bids were received on Job 432 - Installation of Water Pipe.as follows:

On motion of Commissioner Tucker, seconded by Commissioner Bull the contract was
awarded to Construction Industries, Inc. Carried.
Bids were received on the Paint Striper, On motion of Commissioner Bull, seconded
by Commissioner Tucker the bids were referred to the City Manager for checking. Carried.
City Engineer filed survey as called for in Resolution Number 2705 - improvements on
Ohio Street, On motion of Commissioner Bull, seconded by Commissioner Tucker the survey
was accepted, Carried.
On motion of Commissioner Bull, seconded by Commissioner Tucker an ordinance was •
introduced for first reading for condemnation of property for widening of Ohio Street,

A resolution was introduced for second reading entitled: "A resolution relating to
the curbing, guttering, paving and grading of Indiana Avenue with concrete (Thirty three
(33) feet wide from back of curb to back of curb) from the south line of Iron Avenue to
the north line of Stapler Avenue.
On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution was
approved as read and the following vote was had; Ayes: Spangler, Banker, Bull, Tucker
(4) Nays: (0) Commissioner Exline absent. Acting Mayor approved the resolution and it
is Numbered 2706. Carried. Resolution Introduced for first reading 4-2-63.

the curbing, guttering, paving and grading of Greeley Avenue with concrete (Thirty three
(33) feet wide from back of curb to back of curb) from the east line of Marymount Road to
the west line of Beechwood Road.
On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution was
approved as read and the following vote was had; Ayes: Spangler, Banker, Bull, Tucker
(4) Nays: (0) Commissioner Exline absent. Acting Mayor approved the resolution and it

An ordinance was introduced for second reading entitled: An ordinance authorizing
expenditures from the industrail fund for promotional expenses incurred in attempting
to secure industries to locate in the City of Salina, Kansas, or near its environs.
On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Banker, Bull, Tucker (4) Nays: (0) Acting Mayor approved the ordinance and
it is Numbered 6700. Carried. Ordinance introduced for first reading 4-2-63.
An ordinance was introduced for second reading entitled: "An ordinance providing
for the vacation of a portion of Summer Lane (Formerly Dawn Street) commencing at a
point 132 feet south of the center line of Belmont Boulevard; thence south approximately
228.3 feet to its intersection with Cottenwood Road as shown on the original plat of
Key Acres Addition to the City of Salina, Saline County, Kansas."
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Banker, Bull, Tucker (4) Nays: (0) Acting Mayor approved the ordinance and
it is Numbered 6701. Carried. Ordinance introduced for first reading 4-2-63.
An ordinance was introduced for second reading entitled: An ordinance relating
to and apportioning and levying special assessments on certain lots and pieces of
ground in the City of Salina, Kansas, to pay the cost of acquisition of land for the
use of the City of Salina, Kansas, for the opening and extending of White Avenue in
the City of Salina, Kansas, from the west line of Broadway Boulevard to a point
approximately eight hundred fifty feet west thereof, the same being more particularly
described herein, and relating to and providing for the collection and payment of
such assessments.
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Banker, Bull, Tucker (4) Nays: (0) Acting Mayor approved the ordinance and
it is Numbered 6702. Carried. Ordinance introduced for first reading 4 2-63.
Thirty days notice up on the rezoning of Lots 37 and 39, Block 3 Riverside Park
Addition to Zone "B". No protests written or oral.
On motion of Commissioner Bull, seconded by Commissioner Tucker the rezoning
ordinance was introduced for first reading. Carried.

Petition number 2678 was filed for the widening of the west entrance of Crawford
Street to the Sunset Plaza Shopping Center from 30 feet to 40 feet.
On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was
referred to the City Engineer. Carried.
Petition number 2679 was filed for the improvement of Greeley Avenue from West
Upper Mill Heights Drive to East Upper Mill Heights Drive with reinforced concrete.
On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was
referred to the City Manager. Carried.
City Engineer filed estimate number 5 on the Utilities Building - Construction
Industries in the amount 6f $11,158.20.
On motion of Commissioner Bull, seconded by Commissioner Tucker the estimate was
approved. Carried.
An electricians bond was filed by Eastview Plaza, Inc., d/b/a D & A Electric
Company. On motion of Commissioner Tucker, seconded by Commissioner Bull the bond was
approved. Carried.
A plumbers & gas fitters bond was filed by D'Antonio Plumbing & Heating Company,
Inc. On motion of Commissioner Bull, seconded by Commissioner Tucker the bond was
approved. Carried.
