04-02-1963 Minutes• 1 1 • L 1 • COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas April 2, 1963 Regular Meeting of the Board of Commissioners April 2, 1963. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull, Spangler and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of March 26, 1963 were read and approved. A report was made on the Water Plant Improvement bids. On motion of Commissioner Spangler, seconded by Commissioner Tucker the bid was awarded to Clem Less Inc, for $418,064.00. Carried. Bids were taken on the sign posts. On motion of Commissioner Tucker, seconded by Commissioner Bull the bid was awarded to Easton Metal Products Corporation for $500,00 at $1.84 each, Carried. Bids were taken on the street department gasoline. On motion of Commissioner Bull, seconded by Commissioner Tucker the bids were referred to the City Manager to check, Carried. City Engineer filed plans and specifications for Lateral Sewer 483. On motion of Commissioner Tucker, seconded by Commissioner Bull the plans were accepted and the City Clerk was instructed to advertise for bidsy,on April 9, 1963, Carried. An ordinance was introduced for second reading entitled: "An ordinance providing for the inclusion of certain land within the corporate limits of the City of Salina, Kansas." On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Tucker and Spangler (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6698, Carried. Ordinance introduced for first reading 3-26-63. An ordinance was introduced for second reading entitled: "An ordinance relating to the trimming and treating of trees and shrubs in the City of Salina, Kansas: prescribing rules and regulations; providing for the licensing of persons, partnerships, associations, or corporations engaged in trimming and treating of trees and shrubs; defining certain public offenses and providing penalties for the violation thereof." On motion of Commissioner Spangler, seconded by Commissioner Tucker the ordinance was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6699. Carried. Ordinance introduced for first reading 3-26-63. A resolution was introduced and passed entitled: "A resolution authorizing and ordering certain street, sewer and water mains and hydrant improvements, ordering preparation of plans and specifications, and the estimate of costs." On motion of Commissioner Bull, seconded by Commissioner Tucker the resolution was approved as read and the following vote was had; Ayes: Banker, Bull, Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2704, Carried, A resolution was introduced and passed entitled: "A resolution finding that it is advisable and necessary to open, wide, extend, and improve Ohio Street south from the center line of Pacific Avenue approximately 3500 feet to a point where said Ohio Street intersects the channel of the Smoky Hill River, and finding that it is necessary to appropriate private property therefor, and directing the City Engineer to file a survey and decription of the land so required." On motion of Commissioner Bull, seconded by Commissioner Spangler the resolution was approved as read and the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2705. Carried. On motion of Commissioner Spangler, seconded by Commissioner Banker a resolution was introduced for first reading for the curbing, guttering, paving and grading of Indiana Avenue from Iron Avenue to Stapler Avenue, Carried. On motion of Commissioner Bull, seconded by Commissioner Tucker the report was accepted and the City Clerk was instructed to publishr notice of public hearing on April 16, 1963, Carried, City Engineer filed estimate number 2 on Job 429 - Construction Industries in the amount of $3,014,02, On motion of Commissioner Tucker, seconded by Commissioner Bull the estimate was approved, Carried, City Engineer filed estimate number 6 on Job 425 - Wilmoth Construction in the amount of $4,227,$6. On,motion of Commissioner Tucker, seconded by Commissioner Bull the estimate was approved, Carried, City Engineer filed estimate number 7 on Job 420 - Brown & Brown in the amount of $55,927,46. On motion of Commissioner Tucker, seconded by Commissioner Bull the estimate was approved, Carried. On motion of Commissioner Spangler, seconded by Commissioner Banker the lease agreement between Cen-Kan Aviation, Inc, and the Municipal Airport was approved. Carried, Concrete Construction bond,was filed by M. R. Welsh, On motion of Commissioner Tucker, seconded by Commissioner Banker the bond was approved. Carried, Concrete Construction bond was filed by L. W. & J. M. Rexroad d/b/a Rexroad & Son, On motion of Commissioner Tucker, seconded by Commissioner Banker the bond was approved, Carried. An application was filed for a driveway in the 100 Block of Indiana. On motion of Commissioner Bull, seconded by Commissioner Spangler the application was approved, Carried. City Engineer filed plans and specifications on Sidewalks as called for in Ordinance Number 6697, On motion of Commissioner Bull, seconded by Commissioner Tucker the plans and specifications were approved and the City Clerk was instructed to advertise for bids on April 16, 1963, Carried. On motion of Commissioner Bull, seconded by Commissioner Tucker an ordinance was introduced for first reading for the vacation of Summer Lane,.
