02-19-1963 Minutes• J 1 1 0 1 1 C7 COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas February 19, 1963 Regular Meeting of the Board of Commissioners February 19, 1963. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull, Spangler and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of February 19, 1963 were read and approved. Bids were received on Wallerius Addition - Job 428 - as follows: Brown & Brown, Inc. 246,287.40 Wilmoth Construction Co. 254,405.20 Roberts Construction Co. 295,416.85 John Rohrer Contracting Co. 282,844.90 Walters Construction Co. 301,478.00 Engineers Estimate 285,673.70 On motion of Commissioner Spangler, seconded by Commissioner Banker the bid was awarded to Brown & Brown, Inc. as low bidder. Carried. On motion of Commissioner Spangler, seconded by Commissioner Banker the contract ordinance was introduced for first reading. Ordinance Passed:- �� l �o Number Bids were received on the Truck for the Park Department. On motion of Commissioner Bull, seconded by Commissioner Spangler the bid was awarded to Ford Motor Co. subject to approval by the City Manager that meets specifications. Carried. Bids were received on the Pipe for the Water Department. On motion of Commissioner Bull, seconded by Commissioner Tucker the bid was awarded to Salina Supply Co. subject to approval by the City Manager that meets specifications. Carried. Bids were received on the Mowers for the Cemetery. On motion of Commissioner Tucker, seconded by Commissioner Bull the bid was referred to the City Manager for one week. Carried. Public Hear from Elm to Pac if is the resolution was was held of Resolution Number 2689 for improvements on Ohio Street �0 On motion of Commissioner Bull, seconded by Commissioner Spangler accepted and the hearing was adjourned. Carried. A resolution was introduced and passed entitled: "A resolution determining the advisability of certain street, sewer, water mains and hydrant improvements, estimating the cost thereof, defining the boundaries of the improvement district, method of assessment, and apportioning the cost between the improvement district and the City at Large." On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2692. Carried. An ordinance was introduced for second reading entitled: "An ordinance creating and defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas, designated as Lateral Sanitary Sewer District Number 482, and providing for the construction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 482, so created and providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6689. Carried. Ordinance introduced for first reading Feb. 12, 1963. An ordinance was introduced for second reading entitled: "An ordinance calling an election to be held on the 2nd day of April 1963 for the purpose of voting on Charter Ordinance Number 1 relating to salaries of City Commissioners." On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6690. Carried. An ordinance was introduced for second reading entitled: "An ordinance relating to persons making false police calls or false reports to the police department of the City of Salina, Kansas, or any member thereof; providing a penalty for violation of said ordinance." On motion of Commissioner Spangler, seconded by Commissioner Banker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Eyline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6691. Carried. Ordinance introduced for first reading Feb. 12, 1963. Petition number 2663 was checked and it was recommended that the City accept the easement when the owners give the City the proper signed documents. On motion of Commissioner Tucker, seconded by Commissioner Bull to accept the City Managers recommendat Carried. Petition number 2664 was filed for improvements in Meadowlark Acres Addition. On motion of Commissioner Bull, seconded by Commissioner Tucker the petition was referred to the City Manager. Carried. Petition number 2665 was filed for the approval of Plat for Key Acres 2nd Sub- division. On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was referred to the City Planning Commission. Carried. An ordinance was introduced and passed entitled: "An ordinance making approporation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Bull, Exline, Banker. Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered A 1157, Carried. An ordinance was introduced and passed entitled: "An ordinance making approporation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance wss adopted by sections and on its final adoption the following vote was had; Ayes: Bull, Exline, Banker, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinanee and it is Numbered A-1158.
