01-22-1963 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas January 22, 1963 Regular Meeting of the Board of Commissioners January 22, 1963. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Spangler, Tucker and City Attorney Bengtson responded. Commissioner Bull absent. The minutes of the Regular Meeting of January 15 were read and approved. Petition number 2655 was checked atainst the paving of Fourth Street on the east side from Crawford to Bond. On motion of Commissioner Spangler, seconded by Commissioner Tucker resolution 2683 was withdrawn and not to install improvement at this time. Carried. Petition number 2658 was checked for curb, gutter and paving of Riverside Drive from Columbia to Kansas. On motion of Commissioner Spangler, seconded by Commissioner Tucker the petition was approved for resolution. Carried. Petition number 2657 was checked for curb, gutter and paving of Neal Ave. in Bonnie Ridge Addition. On motion of Commissioner Spangler, seconded by Commissioner Tucker the petition was approved for resolution. Carried. An ordinance was introduced for second reading entitled: "An ordinance providing for the inclusion of certain land within the corporate limits of the City of Salina, Kansas." On motion of Commissioner Tucker, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Bull absent. Mayor approve the ordinance and it is numbered 6686. Carried. Ordinance introduced for first reading January 15, 1963. On motion of Commissioner Tucker, seconded by Commissioner Spangler the oil lease at the airport with don McKellar - Oil Explorations - was approved. Carried. Letter was received from the City Planning Commission recommending the rezoning of the East side of Ohio Street from North Street to Pacific to Zone "G", and the 415 feet south of North Street be zoned to "D". On motion of Commissioner Spangler, seconded by Commissioner Banker the letter was approved and the City Clerk was instructed to Publish Notice. Carried. City Engineer filed final estimate on Sewer Job 433 - Wilmoth Construction in the amount of $1,325.50. On motion of Commissioner Tucker, seconded by Commissioner Spangler the estimate was approved. Carried. City Engineer filed change order number 2 on Sewage Disposal Plant in the amount of $7,165.00. On motion Commissioner Tucker, seconded by Commissioner Spangler the change order was approved. Carried. City Engineer filed estimate number 9 & 10 final except $2,000.00 on Sanitary Sewer Lines in the amount of $80,235.60. On motion of Commissioner Tucker, seconded by Commissioner Spangler the estimates were approved. Carried. Plumbers & gas Fitters bond was filed by L. F. Yeagley d/b/a A 1 Plumbing Service. On motion of Commissioner Spangler, seconded by Commissioner Banker the bond was approved. Carried. Cereal Malt Beverage License was filed by William E. VanSteenwyk d/b/a Zebra Bar at 146 S. 5th. On motion of Commissioner Spangler, seconded by Commissioner Banker the application was approved. Carried. On motion of Commissioner Tucker, seconded by Commissioner Spangler the City Clerk was instructed to advertise for bids on Wallerius Addition for February 19, 1963. Carried. A resolution was introduced and passed entitled: "A resolution authorized by Chapter 12, Article 17 and Section 10 123 of the 1961 Supplement of the General Statues of Kansas 1949, to erect construct, furnish and equip public buildings, procure the necessary site therefor, and for other necessary costs,'and issue temporary notes Series BL300 in the amount of $28,092.64." is 1 1 • is 1 1 • • 1 • 1 • 1 0 On motion of Commissioner Spangler, seconded by Commissioner Tucker the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Bull absent. A resolution was introduced and passed entitled: "A resolution authorizing and providing for the issuance of Temporary Notes of the City of Salina, Kansas, in the sum of $133,897.90, to pay a portion ad_ improving certain streets in the City of Salina to be designated as Series PT 63 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Spangler, seconded by Commissioner Tucker the resolution was approved as read and the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Mayor approved the resolution and it is Numbered 2688. Commissioner Bull absent. Carried. Mayor appointed B. K. Smoot to the Airport Board in place of George Curtis. On motion of Commissioner Spangler, seconded by Commissioner Banker the appointment was approved. Carried. Mayor announced that a pay increase of $10.00 to regular employees and $20.00 to department heads and one --half of a single rate on Blue Cross had been authorized. by the City Commission. An ordinance was introduced and passed entitled: "An ordinance making apporpriation for the payment of certain claims." On motion of Commissioner Tucker, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Bull absent.
