Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull„ Spangler and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of December 4, 1962 were read & approved. Thirty day notice up on rezoning of Lots 7-9-11 & 13 in Block 28 Military Addition to Zone "D". No protests written or oral. On motion of Commissioner Tucker, seconded by Commissioner Bull the zoning ordinance was introduced for first reading. M. in Salina, Saline County, Kansas - 200' N of 40 US Highway 40 & 200' W of Ohio Street extended. No protests written or oral. On motion of Commissioner Bull, seconded by Commissioner Tucker the zoning ordinance was introduced for first reading. On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is numbered 6678. paving and grading of Antrim Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west side of Tenth Street to the west line of Eleventh Street; curbing, guttering, paving and grading of East Ash Street with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the east side of Ohio Street to the east line of Riverside Drive; On motion of Commissioner Banker, seconded by Commissioner Spangler the ordinance was adopted by sedtions and on its final adoption the following vote was had; Ayes: Exline, Banker., Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6679. An ordinance was introduced for second reading entitled: An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering, paving and grading of Beechwood Road with 8 inch asphalt, (Thirty-three (33) feet wide from back of curb to back of curb) from the north line of Northwood Road to the north line of Brookwood Road; curbing, guttering, paving and grading of Brookwood Road with 8 inch asphalt (Thirty-three (33) feet wide from back of curb to back of curb) from the east line of Marymount Road to the east line of Beechwood Road; curbing, guttering, paving and grading of Hillcrest Lane with 8" hot mix asphalt, (Thirty-three (33) feet wide from back of curb to back of curb) from the east line of Channel Road to the east end of Hillcrest Lane; curbing, guttering, paving and grading of Northwood Road with 8 inch asphalt (Thirty-three (33) feet wide from back of curb to back of curb) from the east line of Aullwood Road to the west line of Beechwood Road; paving and grading of Sauth Second Street with asphalt (Thirty-six (36) feet wide, including Center Parking) from the south line of Iron Avenue to the Smoky Hill River; and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Spangler, seconded by Commissioner Banker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6680. An ordinance was introduced for 'second reading entitled: "An ordinance levying special assessments against certain property to pay the cost of constructing certain sewer and water service pipes and connections in certain streets in the City of Salina, Kansas" On motion of Comci�.issioner Spangler, seconded by Commissioner Banker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayorapproved the ordinance and it is Numbered 6681. Carried. Ordinance introduced for first reading December 4, 1962. An ordinance was introduced for second reading entitled: "An ordinance prescribing the corporate limits of said City, including land described in Ordinance Numbers 6598, 6623, 6642 and 6673 and repealing Section 1 of Ordinance Number 6586." On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: 0 Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6682. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, paving and grading of Fourth Street on the East side of Rail- road tracks (Twenty-two and five tenths (22.5) feet wide) from back of curb to edge of pavement, from the south line of Crawford Avenue to the north side of Bond Street" On motion of Commissioner Spangler, seconded by Commissioner Banker the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and 'Fucker (5) Nays: (0) Mayor approved the rdsolution and it is Numbered 2683. Carried. Resolution introduced for first reading Dec. 4, 1962. A resolution was introduced for second reading entitled: "A resolution authorizing the acceptance of a grant offer from the United States Relating to the development of the Salina Municipal Airport, Salina, Kansas." On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2684. Carried. • I Cereal Malt Beverage Application was received from Darrell C. Hahn for the Peppermint Lounge, 136 N. Santa Fe. On motion of Commissioner Tucker, seconded by Commissioner Bull the application was not approved.- Denied. Carried. Cereal Malt Beverage Application was received from J. Edwards for the Brass Rail at 116 W. Ash. On motion of Commissioner Bull, seconded by Commissioner Tucker the application was approved. Carried. Cereal Malt Beverage Application was received from Kathryn C. Kinkel for the Cozy Inn at 108 N. 7th. On motion of Commissioner Bull, seconded by Commissioner Tucker the application was approved. Carried. Petition number 2649 was filed for the installation of 1 hr. parking meters on North 7th St. On motion of Commissioner Bull, seconded by Commission.er Tucker the petition was approved. Carried. Petition number 2650 was filed for sidewalks on the south side of Ralph Street from Roach to Norton. On motion of Commissioner Bull, seconded by Commissioner Tucker the petition was referred to the City Manager. • City Engineer filed estimate number 2 for Job 425 - Wilmoth Construction - in the amount of $401894.85. On motion of Commissioner Tucker, seconded by Commissioner Bull the estimate was approved. Carried. On motion of Commissioner Spangler, seconded by Commissioner Bull an agreement between the City of Salina, Kansas and First Securities Co. was approved. Carried. City Engineer filed Plans and Specifications as called for in Resolution Number 2677 on the North Ohio Street Improvements. On motion of Commissioner Bull, seconded by Commissioner Tucker the plans and specifications were accepted and approved. Carried. On motion of Commissioner Bull the Board of Commissioners adjourned.
