12-04-1962 MinutesCOMMISSIONERS PROCEEDINGS. REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas December 4, 1962 Regular Meeting of the Board of Commissioners December 4, 1962. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Spangler and Tucker and City Attorney Bengtson responded. Commissioner Bull absent. The minutes of the Regular Meeting of November 27, 1962 were read & approved. Bids were received on Job 429 - Streets in Replat of Indian Rock Addition as follows: Construction Industries, Inc. $58,246.05 D. M. H. Enterprises $78,491.21 Brown & Brown $60,698.60 Engineers Estimate $67,244.40 On motion of Commissioner Tucker, seconded by Commissioner Banker the contract was awarded to Construction Industries as low bidder. On motion of Commissioner Tucker, seconded by Commissioner Banker the contract ordinance was introduced for first reading entitled: Ordinance passed: — �{ 17� Number Bids were received on trucks for the Street Dept. & Flood Control. On motion of Commissioner Spangler, seconded by Commissioner Tucker the bids were referred to the City Manager to award to low bidder. Carried. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, paving and grading of Twelfth Street with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the north line of Pacific Avenue to the south line of Harsh Avenue, the same being an intervening connecting street." On motion of Commissioner Spangler, seconded by Commissioner Tucker the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Bull absent. Mayor approved the resolution and it is Numbered 2682. Carried. Resolution introduced first reading 11-24-62 An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of curbing, guttering, paving and grading of Country Club Road with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Overhill Road to the east line of Eastborough Road; paving and grading of Missouri Avenue with concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from the north line of Stack Avenue to the north line of Greeley Avenue; curbing, guttering, paving and grading of Des Moines Avenue with concrete (Thirty- three (33) feet wide from back of curb to back of curb) from the south line of Lot 16, Block 4, Riverside Park Addition to the north line of Lot 18 of aaid Addition; curbing, guttering, paving and grading of West side of Fourth Street with concrete (Twenty (20) feet wide from edge of slab to back of curb) from the south line of Republic to the north line of Beloit; and relating to and providing for the collection and payment of such assessments." On motion of Commissioner Spangler, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Bull absent. An ordinance was introduced for second reading entitled: "An ordinance levying assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: 1. This improvement consists of the curbing, guttering and paving of: (a) Quincy Avenue from the north line of Lot 7, Block 6 Belmont Addition to the north line of Magnolia Road. (b) Magnolia Road from the west line of Quincy to the east line of Ohio Street. (c) Ohio Street from the south line of Oxford to the north line of Magnolia Road. (d) Saxwood Drive from the east line of Belmont Boulevard to the north line of Magnolia Road. (e) Montclair Drive from the east line of Quincy Avenue to the west line of Belmont Boulevard and from the east line of Belmont Boulevard to the north line of Magnolia Road. • 1 1 • 1 • Fj 1 • • F� C7 (f) Belmont Boulevard from the south line of Mayfair Drive to the north line of Magnolia Road. (i) Wesley Avenue from the north line of Lot 9, Block 18 Belmont Addition to the west line of Edward Street. (j) Edward Street from the north line 6f LaShalle to the north line of Magnolia Road. (k) Brentwood Drive from the south line of Roach Street to the north line of Magnolia Road. (1) LaShalle Lane from the east line of Kensington to the west line of Wesley, and from the east line of Wesley to the west line of Edward, and from the east line of Edward to the west line of Roach Street, and from the east line of Roach to the west line of Pearl Street. 2. Water main to be installed in all the above described streets except Ohio Street which has an existing 6" water main. 3. The sanitary sewer to serve all lots and parcels within the benefit district. On motion of Commissioner Spangler, seconded by Commissioner Banker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Mayor approved the ordinance and it is numbered 6675. Carried. Commissioner Bull absent. Ordinance introduced 11-27-62. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewer Districts Numbered 442, 443 and 444, and relating to and providing for the collection and payment of such assessment" On motion of Commissioner Tucker, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Bull absent. On motion of Commissioner Banker, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Bull absent. On motion of Commissioner Tucker, seconded by Commissioner Spangler the estimate was approved. Carried. City Engineer filed estimate number 8 - Sewage Treatment Plant - Wea Construction in the amount of $57,348.02. On motion of Commissioner Tucker, seconded by Commissioner Spangler the estimate was approved. Carried. City Engineer filed final estimate for water tank foundation - Tucker Construction - in the amount of $17,014.88. On motion of Commissioner Tucker, seconded by Commissioner Spangler the estimate was approved. Carried. On motion of Commissioner Spangler, seconded by Commissioner Banker a cereal malt beverage license for 1962 was approved for Joyce Hahn 122 N. Santa Fe. Carried. An ordinance was introduced and passed entitled: "An ordinance making appropriation for certain claims." On motion of Commissioner Tucker, seconded by Commissioner Spangler the ordinance was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Spangler and Tucker (4) Nays: (0) Commissioner Bull absent. Mayor approved the ordinance and it is Numbered A-1146. Carried. An ordinance was introduced and passed entitled: "An ordinance making appropriation for certain claims."
