11-27-1962 MinutesCOMMISSIONERS PROCEEDINGS, REGULAR MEETING . • COMMISSIONERS ROOM Salina, Kansas November 27, 1962 Regular Meeting of the Board of Commissioners November 27, 1962. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull, Spangler and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of November 20, 1962 were read & approved. Bids were received on the Water Plant Addition - All bids were over the Engineers Estimate. On motion of Commissioner Spangler, seconded by Commissioner Banker the bids were all rejected. Carried. Petition number 2647 was checked for curb sidewalk west side of Elmore from Prescott to Crawford Street. On motion of Commissioner Bull, seconded by Commissioner Tucker the petition was approved. Carried. Letter of denial was received from the City Planning Commission on Petition number • 2520 for rezoning of Block 23 in Belmont Addition. On motion of Commissioner Spangler, seconded by Commissioner Banker the recommendation were accepted and the petition was denied. Carried. A resolution was introduced and passed entitled: "A resolution authorizing and ordering certain street, sewer and water mains and hydrant improvements, ordering preparation of plans and specifications, and the estimate of costs." On motion of Commissioner Bull, Seconded by Commissioner Spangler the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Bull, Spangler and Banker (4) Nays: Tucker (1) Mayor approved the resolution and it is numbered 2677. Carried. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, paving and grading of Beechwood with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the south line of Northwood to the south line of Greeley." On motion of Commissioner Spangler, seconded by Commissioner Tucker the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is numbered 2678. Carried. Resolution introduced for first reading November 20, 1962. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, paving and grading of Indiana Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the south line of Stack Avenue to the north side of Greeley, the same being an intervening connecting street." On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution was is adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is numbered 2679. Carried. Resolution introduced for first reading November 20, 1962. A resolution was introduced for second reading entitled: "A resolution determining the necessity of and directing that the owner or owners of certain lots construct, in compliance with plans and specifications of the City Engineer, a sidewalk, abutting said lots within 30 days of the adoption and publication hereof and providing that in the event the owner or owners fail to dosq that the City of Salina shall proceed to construct or cause to be constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments." On motion of Commissioner Bull, seconded by Commissioner Spangler the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is numbered 2680. Carried. Resolution introduced for first reading November 20, 1962. i An ordinance was introduced for second reading entitled: "An ordinance creating and i defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas, designate as Lateral Sanitary Sewer District Number 476, and providing for the construction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 476, so created and I providing for the payment of the cost thereof and for the levying of special assessments against the property in said district for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." I On motion of Commissioner Spangler, seconded by Commissioner Banker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: • f Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6671. Carried. Ordinance introduced for first reading Nov. 20, 1962. • An ordinance was introduced for second reading entitled: "An ordinance providing for the abandonment and vacation of a certain tract of land heretofore acquired and appropriated for use in the Salina, Kansas, Flood Control System." On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is numbered 6672. Carried. Ordinance introduced for first reading Nov. 20, 1962. An ordinance was introduced for second reading entitled: "An ordinance providing for the inclusion of certain land within the corporate limits of the City of Salina, Kansas." On motion of Commissioner Spangler, seconded by Commissioner Banker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6673. Carried. Ordinance introduced for first reading Nov. 20, 1962. On motion of Commissioner Spangler, seconded by Commissioner Banker a resolution was introduced for first reading for curbing, guttering, paving & grading of Twelfth Street from Pacific to Harsh. Resolution Passed: C k4 Number Letter was received from the Traffic Control on Morrison Addition & South Park Addition. On motion of Commissioner Spangler, seconded by Commissioner Banker the letter was approved. Carried. I City Engineer filed estimate no. 1 for unility building - Construction Industries in the amount of $2,989.80. On motion of Commissioner Tucker, seconded by Commissioner Bull the estimate was i approved. Carried. ! Concrete Construction Bond was filed by Virgil Bagley. On motion of Commissioner Tucker, seconded by Commissioner Bull the bond was approved. Carried. A.resolution was introduced and passed entitled: "A resolution authorizing a contract between the Missouri Pacific Railroad Company and the City of Salina, Kansas j to 4.nstall, keep and use and vitrified clay and cast iron mechanically jointed, 8 inch diameter pipe line for conveying sanitary sewage at gravity flow, -Job 434, Talley Addition - on said Railroad's premises in said City," On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution was was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is numbered 2681. Carried. •i On motion of Commissioner Spangler, seconded by Commissioner Bull the contract was approved with Anderson -Johnson Architects for addition and alterations to the City Hall Building. Carried.
