November 13, 1962
Regular Meeting of the Board of Commissioners November 13, 1962. Meeting was called
to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull,
Spangler and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of November 6, 1962 were read & approved.
Bids were received on the Airport Taxiways as follows:
Aubel Asphalt Co. - Hays, Kansas $27,567.10
Brown & Brown $24,839.50
DMH Enterprises Inc. $34,217.00
Engineers Estimate
On motion of Commissioner Bull, seconded by Commissioner Tucker the bid was awarded
to Brown & Brown as low bidder. Carried.
Hearing was held on North Ohio Improvement Resolution Number 2658, which was extended
from October 23, 1962 was taken up and discussed. A number of persons appeared to voice •
their objections.
On motion of Commissioner Spangler, seconded by Commissioner Bull resolution number
2658 was approved as published. Carried.
Notice of hearing on proposed assessments was taken up for the improvements in the
South Portion of Belmont Addition - Job 412.
There being no protests or changes in the proposed assessments as filed, on motion of
Commissioner Bull, seconded by Commissioner Spangler the assessments were approved. Carried
An ordinance was introduced for second reading entitled: "An ordinance providing for
the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof."
On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance was
adopted by sections and on its final adoption the following vote was had; Ayes: Exline,
Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is
numbered 6669. Carried.
An ordinance was introduced for second reading entitled: "An ordinance ratifying and
confirming a contract with Wilmoth Construction Company for the construction of Lateral
Sanitary Sewer 472, and providing for the issuance of temporary notes to pay the cost
thereof, pending the issuance and sale of bonds."
On motion of Commissioner,Bull, seconded by Commissioner Tucker, the ordinance was
adopted by sections and on its final adoption the following vote was had; Ayes: Exline,
Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is
numbered 6670. Carried.

i Letter of approval was received from the City Planning Commission for the rezoning of
the North 100 feet of the West 100 feet of Block 9, Riker Addition from Zone "A" to Zone
"DD" & balance of the West 100 feet less the South 65 feet Block 9 Riker Addition from
Zone "A" to Zone "C".

jOn motion of Commissioner Spangler, seconded by Commissioner Tucker the letter was
approved and the City Clerk was instructed to publish notice. Carried.
i Twenty days protest period up on Resolution 2665 for Improvements in Wallerius Addition.
No protests written or oral were filed.
On motion of Commissioner Bull, seconded by Commissioner Tucker the resolution was
approved. Carried.
Twenty days protest period up on Resolution number 2666 for improvements in Replat of
Indian Rock Addition.

On motion of Commissioner Bull, seconded by Commissioner Tucker the resolution was
approved and the City Clerk was instructed to advertise for bids,(g' Carried.
City Engineer filed final estimate on water mains - Job 419 - Wilmoth Construction Co.
in the amount of $806.67.

On motion of Commissioner Spangler, seconded by Commissioner Tucker to accept
and approve. Motion carried.
