COMMISSIONERS PROCEEDINGS, REGULAR MEETING
COMMISSIONERS ROOM
Salina, Kansas
October 30, 1962
Regular Meeting of the Board of Commissioners October 30, 1962. Meeting was
called to order by Mayor Exline, the roll was called and Commissioners Exline,
Banker, Bull, Spangler and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of October 23, 1962 were read & approved.
An ordinance was introduced for second reading entitled: "An ordinance providing
for the incorporation by reference of the 1962 edition of the national electrical code
as part of the electrical code of the City of Salina, Kansas, amending 8-510 of the
code of the City of Salina, Kansas, 1960, and repealing the said original section."
On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes;
Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is numbered 6665.
An ordinance was introduced for second reading entitled: "An ordinance providing
That all that portion of the City of Salina located in Zoning Districts "DD", "D",
"E", or "F" shall be known and designated as the fire limits of the City of Salina
providing that any property which shall be rezoned to Zoning Districts "DD", "D",
"E", or "F" shall, upon rezoning, come within said fire limits, and amending section
8-101 of the Code of the City of Salina, 1960, and repealing said original section."
On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is numbered 6666.
A letter was received from the City Planning Commission regarding petition number
2633 filed by Mrs. Betty Johnson for the rezoning of Lot 13, Block 28 Military Addition
to District "D".
On motion of Commissioner Spangler, seconded by Commissioner Banker the letter
was accepted and the City Clerk was instructed to publish notice for the rezoning of
Lots 7, 9, 11 and 13, Block 28, Military Addition be rezoned to District "D". Carried.
The appraisers report was filed for the condemnation of White Street.
A resolution was introduced and passed entitled: "A resolution authorizing and
directing the City Treasurer to deposit with the Clerk of the District Court of Saline
County, Kansas, the sum of $4,149.10 in payment of damages and costs assessed by the
Commissioners in case no. 23, 925 now on file in the district court of Saline County,
Kansas."
On motion of Commissioner Bull seconded by Commissioner Tucker the resolution
was adopted as read and on its final adoption the following vote was had; Ayes:
Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution
and it is numbered 2670.
Petition number 2645 was filed in addition to petition number 2637. On motion
of Commissioner Spangler, seconded by Commissioner Banker the petition was approved.
Carried.
Wilson Engineers & Co. filed plans for the water plant expansion. On motion
of Commissioner Bull, seconded by Commissioner Tucker the plans were accepted and
November 27, 1962 was date set to take bids. Carried.
The City Clerk was instructed to advertise for bids on Lateral Sewer 472 for
November 6, 1962. On motion of Commissioner Bull, Seconded by Commissioner Spangler
the motion was approved. Carried.
A requested for the vacation of a portion of Channel Road was received by
E. R. & Berniece C. McCullick. On motion of CommissionerTucker, seconded by
Commissioner Bull the request, -was referred to the City Manager.
A resolution was introduced and passed entitled: "A resolution between the City
of Salina, Kansas and Vernon's Supply Company, Inc., Whereas Vernon's Supply desires
to construct, maintain, operate and repair certain radio communication equipment
consisting of, but not limited.to, an antenna, transmission cables, and other
incidental radio equipment and protective coverings therefore necessary for the
operation of radio station, to be erected, operated and maintained under the authority
of the Federal Communications Commission, upon or near City's said water tower and on
said ream property owned by City."

A resolution was introduced and passed entitled: "A resolution authorizing and providing
for the issuance of renewal temporary notes of the City of Salina, Kansas, in the sum of
$408,480.46, for the purpose of renewing certain temporary notes heretofore issued for the
purpose of constructing certain street, sewer and sidewalk improvements in said city."
On motion of Commissioner Bull, seconded by Commissioner Tucker the resolution was
adopted as read and on its final adoption the following vote was had; Ayes: Banker, Bull,
Exline, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is
numbered 2668.
A resolution was introduced and passed entitled: "A resolution related to planning:
Authorizing a request to the Kansas State Planning Division of the Kansas Industrial
Development commission to provide planning assistance to the City of Salina, Kansas; p
providing for the payment of the cost thereof and providing other details in connection
therewith."
On motion of Commission Spangler, seconded by Commissioner Tucker the resolution was
adopted as read and on its final adoption the following vote was had; Ayes: Exline,
Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is
numbered 2669.
Plans and specifications were filed for airport taxiways. On motion of Commissioner
Bull, seconded by Commissioner Tucker the plans and specifications were accepted and the
City Clerk was instructed to advertise for bids for November 13, 1962.
On motion of Commissioner Bull, seconded by Commissioner Banker to include into the
City Limits Ordinance Land north of Riker Manor Addition. Carried.
