Regular Meeting of the Board of Commissioners October 23, 1962. Meeting was called
to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull,
Spangler and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of October 16, 1962 were read & approved.
Hearing on Notice published regarding North Ohio Street improvements from Elm Street
to Pacific.
Persons appeared regaring the improvements.
On motion of Commissioner Tucker, seconded by Commissioner Bull the hearing was
adjourned to November 13, 1962. Carried.
An ordinance was introduced for second reading entitled: "An ordinance providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein •
and thereby adopted and providing for the rezoning of certain property within the City
and prescribing the proper uses thereof.';
On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6661. Carried. Ordinance introduced for first reading Oct. 16, 1962
An ordinance was introduced for second reading entitled: "An ordinance authorizing
the issuance of internal improvement,bonds of the City of Salina, Kansas, in the amount
of $1,375,365.60, for the purpose of paying the cost of acquiring and improving property
for Off -Street Parking Facilities for said City:"
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6662. Carried. Ordinance introduced for first reading Oct. 9, 1962
I An ordinance was introduced for second reading entitled: "An ordinance authorizing
and provi ingthe issuance of Internal Improvement Bonds of the City of Salina, Kansas, all in the sum
of $456,283.76 to pay the cost of improving certain streets in said City to be designated
as Series Number P-191."
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6663. Carried. Ordinance introduced for first reading Oct. 9, 1962.
An ordinance was introduced for second reading entitled: "An ordinance authorizing
and providing for the issuance of Internal Improvement Bonds of the City of Salina, Kansas I( •
all in the sum of $388,683.19 to pay the cost of improving certain streets in said City
to be designated as Series P-192." j
On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6664. Carried. Ordinance Introduced for first reading Oct. 9, 1962.
Petition number 2637 was checked was reported on by the City Manager. Curb, gutter,
water & sewer on Dover in Replat of Talley Add.
On motion of Commissioner Spangler, seconded by Commissioner Banker the petition was
referred back to the petitioner regarding paving. Carried.
Petition number 2638 - curbing, guttering & paving of Beechwood between Northwood &

Greeley - was reported and checked by the City Manager.
On motion of Commissioner Spangler, seconded b Commissioner Bull the

approved. Carried.
Petition number 2639 — curbing, guttering & paving Greeley between Beechwood &
Driftwood.- was checked and reported on by the City Manager.
On motion of Commissioner Spangler, seconded by Commissioner Bull the petition was
approved. Carried.
Petition number 2640 - sewer service to Riker Manor school site at Greeley & Beech-
wood - was reported and checked by the City Manager. •
On motion of Commissioner Bull, seconded by Commissioner Spangler the petition was
approved. Carried. j

Petition number 2641 - City water service to Riker Manor school site at Greeley
and Beechwood - was checked and reported by the City Manager.
On motion of Commissioner Bull, seconded by Commissioner Spangler, the petition
was approved. Carried.
Petition number 2642 - paving Indiana from Stack Street to Greeley.- was checked
and reported on by the City Manager.
On motion of Commissioner Spangler, seconded by Commissioner Bull the petition
was approved. Carried.
A resolution was introduced and passed entitled: "WHEREAS, UNION PACIFIC RAILROAD
COMPANY has tendered to the City of Salina, State of Kansas, an agreement extending
to and including November 18, 1967, the term of contract dated November 19, 1957,
covering the construction, maintenance and use of a flood control dike with concrete
will across the right of way and under the track of the Railroad Company at Salina,
Kansas; said agreement being indentified as Railroad Company's C. D. No. 43132-1"
On motion of Commissioner Bull, seconded by Commissioner Tucker the resolution
• was approved and on its final adoption the following vote was had; Ayes: Exline,
Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it
is Numbered 2667. Carried.
Petition number 2644 was filed for concrete sidewalks on the north side of Talley
in the connecting 1100 through 1200 blocks.
On,motion of Commissioner Tucker, seconded by Commissioner Bull the petition was
referred to the City Manager. Carried.
Petition number 2645 was filed for the annexation of the land comprising Meadowlark
Acres, Blocks 1 to 6 inclusive, an addition to the City of Salina, Saline County, Kansas,
to the City of Salina, Kansas, and approval of the attached plat of said addition.
On motion of Commissioner Bull seconded by Commissioner Tucker the petition was
referred to the City Planning Commission. Carried.
IOn motion arf Commissioner Bull, seconded by Commissioner Tucker an ordinance was
introduced for first reading adopting the 1962 edition of the National Electrical Code.

i The City Clerk reported that assessment rolls for the following improvement to -wit:
Curbing, guttering and paving of certain streets, installation of sanitary sewer
• and water mains in Belmont Addition, Job 412, as authorized by Resolution Number 2533
passed by the Board of Commissioners on July 11, 1961, has been determined and that
final costs have been filed by the City Engineer.
On motion of Commissioner Bull, seconded by Commissioner Tucker that the City
Clerk be directed to publish notice in the official paper at least once not less than
ten days prior to the date of November 13, 1962, the date set for the hearing on said
assessments, and that at the same time notice is published, to mail to the owners of
property made liable to pay the assessments, at their last known post office address,
a notice of the hearing and a statement of the cost proposed to be assessed against
the land so owned and assessed. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for certain claims."
On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes;
Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered A-1141. Carried.
