09-25-1962 Minutes• COMMISSIONERS PROCEEDINGS, REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas September 25, 1962 Regular Meeting of the Board of Commissioners September 25, 1962. Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull, Spangler and Tucker and Assistant City Attorney Haggart responded. City Attorney Bengtson absent. The minutes of the Regular Meeting of September 18, 1962 were read & approved. Bids were received for gasoline for the Street Department. On motion of Commissioner Bull, seconded by Commissioner Tucker the bid was awarded to Hi -Quality Lo -Cost Service Stations, Inc., as low bidder. Carried. LETTER was received for the City Planning Commission for the approval of Replat of Talley Addition. On motion of Commissioner Bull, seconded by Commissioner Tucker the letter was accepted and approved,.for the replat & ming. Carried. An ordinance was introduced for second reading entitled: "An ordinance authorizing • the connection of natural gas to mobile homes and prescribing the procedure and safety regulations which must be complied with price to such connections; providing penalties for violation of the ordinance." On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is numbered 6657. Carried. Ordinance introduced for first reading September 18, 1962. An ordinance was introduced for second reading entitled: "An ordinance ratifying and confirming a contract with Construction Industries Inc. for the construction of a Public Building, as designated and authorized by Resolution Number 2638 and Ordinance Number 6644, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is numbered 6658. Carried. Ordinance introduced for first reading September 18, 1962. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is numbered 6659. Carried. Ordinance introduced for first reading September 18, 1962. • I A resolution was introduced for s?dond reading entitled: "A resolution relating to the curbing, guttering, paving and grading of Antrim Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Santa Fe Avenue to the east line of Eighth Street, the same being an intervening connecting street." On motion of Commissioner Spangler, seconded by Commissioner Banker the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler andTucker (5) Nays: (0) Mayor approved the resolution and it is numbered 2656. Carried. Resolution introduced for first reading September 18, 1962. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, paving and grading of Harsh Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Tenth Street to the east line of Eleventh Street, the same being an intervening connecting street." On motion of Commissioner Spangler, seconded by Commissioner Banker the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is numbered 2657. Carried. Resolution introduced for first reading September 18, 1962. A resolution was introduced and passed entitled: "A resolution directing and ordering a public hearing on the advisability of street, sewer and water mains and hydrant improvements in certain districts and giving notice of such hearing." On motion of Commissioner Spangler, seconded by Commissioner Banker the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is • numbered 2658. Carried. On motion of Commissioner Tucker, seconded by Commissioner Bull a -resolution was introduced for first reading for paving of alley first east of Santa Fe from Mulberry to South Street. Nienke. On motion of Commissioner Tucker, seconded by Commissioner Bull the bond was approved. Carried. Petition number 2635 was filed by Lee 0. Haworth for the inclusion into the City Limits the W. 1000 ft. of N. 2 of the. SE! Section 36, Township 14, Range. On motion of Commissioner Spangler, seconded by Commissioner Bull the petition was referred to the City Planning Commission. Carried. On motion of Commissioner Tucker, seconded by Commissioner Bull a supplement contract with FAA for more space was approved. Carried. On motion of Commissioner Bull, seconded by Commissioner Tucker the City Clerk was authorized to accept bids on October 9, 1962 for the sale of $2,220,332.55 General Internal Improvement Bonds. OFP-190 $1,375,365.60 - 20 years. P-191 $456,283.76 - 20 years. P-192 $388,683.19 - 10 years. Carried. On motion of Commissioner Tucker the Board of Commissioners adjourned. City Clerk A resolution was introduced and passed entitled: "A resolution authorizing and providing for the issuance of Temporary Notes of the City of Salina, Kansas, in the sum of $45,676.17, to pay a portion of the cost of improving certain streets in the City of Salina to be designated as Series PT -62 pending the issuance of bonds to pay the cost of said work." On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Bull, Banker, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2659. A resolution was introduced and passed entitled: "A resolution authorizing and providing for the issuance of Temporary Notes of the City of Salina, Kansas, in the sum of $56,766.92, to pay a portion of the cost of improving certain streets in the City of Salina to be designated as Series PT -61 pending the issuance of bonds to pay the cost of said work. On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution was adopted as read and on its final adoption the following vote was had; Ayes; Exline, Bull, Banker, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2660.
