Regular Meeting of the Board of Commissioners September 18, 1962. Meeting was called
to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull,
Spangler and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of September 1V, 1962 were read & approved.
Bids that were opened on September 11 for the Utility Building were tabulated by the
Engineer as follows:

On motion of Commissioner Bull, seconded by Commissioner Tucker the contract was
awarded to Construction Industries in the amount of $59,856.00 which is base bid less
alternate deductions. Carried. On motion of Commissioner Bull, seconded by Commissioner

On motion of Commissioner Bull, seconded by Commissioner Tucker the contract was
awarded to Tucker Construction Co. subject to Engineers final approval.
City Engineer filed Ohio Street Feasibility Report. On motion of Commissioner Bull,
seconded by Commissioner Tucker the report was accepted and approved. Carried.
Thirty day notice up on Rezoning North 30 feet of Lot 27 on Santa Fe Avenue, Grounds
of Kansas Wesleyan University Addition to Zone "D"., and rezoning of Lot 25 on Santa Fe
Avenue, Grounds of Kansas Wesleyan University Addition to Zone "DD".
No protests written or oral. The City Clerk gave 30 days notice as required by law.
On motion of Commissioner Spangler, seconded by Commissioner Tucker the ordinance
was introduced for first reading. //

On motion of Commissioner Spangler, seconded by Commissioner Tucker the ordinance

A resolution was introduced for second reading entitled: "A resolution determining
necessity of and directing that the owner or owners of certain lots construct, in
compliance with plans and specifications of the City Engineer, a sidewalk, abutting
said lots within 30 days of the adoption and publication hereof and providing that in
the event the owner or owners fail to do so, that the City of Salina shall proceed to
construct or cause to be constructed said sidewalk and that the total cost thereof
shall be assessed against such lot or lots on which such sidewalk shall abut as other
special assessments."
On motion of Commissioner Spangler, seconded by Commissioner Tucker the resolution
was adopted as read and on its final adoption the following vote was had; Ayes: Exline

for the paving and grading of Claflin Avenue with concrete (Twenty-eight (28) feet

the west line of Ninth Street, the same being an intervening connecting street; paving
and grading of Claflin Avenue with concrete (Twenty-eight (28) feet wide from toe of
gutter to toe of gutter) from the east line of Rush Street to the west line of Pershing
Street, the same being an intervening connecting street; curbing, guttering, paving

On motion of Commissioner Spangler, seconded by Commissioner Tucker the ordinance
was adopted as read and on its final adoption the following vote was had; Ayes: Exline,
Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is
numbered 6656. Carried. Ordinance introduced for first reading September 11, 1962.
On motion of Commissioner Spangler, seconded by Commissioner Bull a resolution was
introduced for first reading for the curbing, guttering, paving & grading Antrim Avenue.
from Santa Fe Avenue to Eighth Street.

introduced for first reading for the curbing, guttering, paving and grading Harsh Avenue
from Tenth Street to Eleventh Street. —

On motion of Commissioner Spangler, seconded by Commissioner Tucker an ordinance was
introduced for first reading for natural gas in Mobile Homes.

A resolution was introduced and passed entitled: "A resolution pertaining to the
continuing flood protection for cities of Kansas with participation by the United States
of America.
On motion of Commissioner Spangler, seconded by Commissioner Tucker the resolution
was adopted as read and on its final adoption the following vote was had; Ayes: Exline,
Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is
numbered 2655. Carried.
Application for driveway at 901 W. Crawford. On motion of Commissioner Bull, seconded
by Commissioner Tucker the application was approved. Carried.
A combination plumbers & gas fitters bond was filed by R. LaFoy, d/b/a LaFoy
Plumbing & Hearing Co. On motion of Commissioner Tucker, seconded by Commissioner Bull
the Bond was approved. Carried.
Mayor appointed Gilbert Wenger to the City Planning Commission to replace Berkley
Greiner who resigned. On motion of Commissioner Bull, seconded by Commissioner Tucker
the appointment was approved. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an appropriation
for the payment of certain claims."
On motion of Commissioner Spangler, seconded by Commissioner Tucker the ordinance
was read:and adopted by sections and on its final adoption the following vote was had;
Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the
ordinance and it is numbered A-1136. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an apporpriatiot
for the payment of certain claims."
On motion of Commissioner Spangler, seconded by Commissioner Tucker the ordinance
was read and adopted by sections and on its final adoption the following vote was had;
Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the
ordinance and it is numbered A-1137. Carried.
On motion of Commissioner Spangler the Board of Commissioners adjourned.
