Regular Meeting of the Board of Commissioners August 7, 1962. Meeting was called
to order by Mayor Exline, the roll was called and Commissioners Exline, Banker, Bull,
Spangler and City Attorney Bengtson responded. Commissioner Tucker absent.
The minutes of the Regular Meeting of July 31, 1962 were read & approved.
Bids were received on the Water & Sewage Department Truck.as follows:
Lawrence Warta Motor Co. $1,370.00
Jim Sullivan $1,621.00
Long-4Arthur $1,645.00
Sid Bacon Motor Co. $1,539.44
On motion of Commissioner Spangler, seconded by Commissioner Banker, the bids were
referred to the City Manager for checking on specifications.
• The 1963 Budget Hearing taken up as advertised - no one appearing to ask questions
or protest Commissioner Spangler made motion & seconded by Commissioner Bull that
since the County had reduced their part of the Public Health Budget by $2,500.00 that
the City reduce their part by the same amount, $2,500.00, and that the balance of the
budget be accepted as advertised except the Public Health levy be 0.4396 and the total
levy be 24.4500.
Ordinance was introduced for first reading - levy of taxes for General Revenue
for year 1963. /

An ordinance was introduced for second reading entitled: "An ordinance repealing
the condemnation of certain land within the City of Salina, Kansas for the extension
of White Street, the same being Ordinance Number 6633.
On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Exline, Banker, Bull and Spangler (4) Nays: (0) Commissioner Tucker absent. Mayor
approved the ordinance and it is numbered 6649. Carried. Ordinance introduced for
first reading July 31, 1962.
An ordinance was introduced for second reading entitled: "An ordinance levying
special assessments against certain property to pay the cost of cutting weeds on certain
lots and parts of lots, and the parkways abutting thereon in the City of Salina, Kansas.
On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Exline, Banker,Bull and Spangler (4) Nays: (0) Commissioner Tucker absent. Mayor
approved the ordinance and it is numbered 6648. Carried. Ordinance was introduced
• for first reading July 31, 1962.
Petition number 2627 checked for curb type sidewalk in the 1100 block of West
Cloud Street on the North side.
On motion of Commissioner Spangler, seconded by Commissioner Banker, the petition
was approved. Carried.
Petition number 2624 checked for sidewalk in the south 800 block of S. 10th.
On motion of Commissioner Spangler, seconded by Commissioner Bull the petition
was approved for a. resoltuion. Carried.
Petetion number 2625 was checked for curb, gutter & paving of Sietz Drive from
Melrose Lane to Epstborough Road.

introduced for first reading for curb, gutter & paving Sietz Drive from Melrose Lane
to Eastborough Road.

Petition number 2626 was checked for curbing, gutter of the east side and paving
of Third St. from Walnut to River.
On motion of Commissioner Bull, seconded by Commissioner Spangler a resolution was
introduced for first reading for curbing, gutter of the east side and paving of Third

On motion of Commissioner Bull, seconded by Commissioner Spangler a resolution was
introduced for first reading for paving Wisconsin Avenue from Gypsum to Glennifer Hill
Drive and paving from south line of WirrllIsonsin to Greeley. Carried,

Petition number 2628 checked for vacation of the east & west alley and vacation of
the north and south alley in Block 5 Elmdale Add.
On motion of Commissioner Bull, seconded by Commissioner Spangler the petition was
held for easement for sewer. Carried.
Letter was received from the City Planning Commission on petition number 2629 filed
by David Haworth for rezoning Lots 1 and 13, Block 5 Replat of Faith Addition to District
"DD". Approved.
On motion of Commissioner Spangler, seconded by Commissioner Banker the letter of
approval was accepted and the City Clerk was instructed to publish notice. Carried.
Letter of approval was received from the City Planning Commission on petition number
2607 filed by Verner Smith for rezoning of Lots 9 and 11, except the W. 15 feet thereof,
Block 2 Surveyors Plat 10 to District "C".
On motion of Commissioner Bull, seconded by Commissioner Spangler the letter was
accepted and the City Clerk was instructed for publish notice. Carried.
Letter of approval was received from the City Planning Commission on petition number
2622 filed by C. A. Hoffman for rezoning a parcel of land at the northwest corner of Cloud
and Ninth to District "D".
On motion of Commissioner Bull, seconded by Commissioner Spangler the letter was
accepted and the City Clerk was instructed to publish notice. Carried.
Letter was received from the City Planning Commission on petition number 2535 filed
by B. R. Becker, recommending that the north 30 feet of Lot 27 be rezoned to District "D"
and Lot 25 be rezoned to District "DD" on Santa Fe, Grounds of KWU.
On motion of Commissioner Spangler, seconded by Commissioner Banker the letter was
accepted and the City Clerk was instructed to publish notice.
Petition number 2632 was filed by J. A. Linn for the vacation of Prescott Street from
Montrose Street west to Railroad tracks.
On motion of Commissioner Spangler, seconded by Commissioner Banker the petition was
referred to the City Manager for checking. Carried.
City Engineer filed final estimate on Job 418 - sidewalks - L. W. Rexroad - in the
amount of $4,060.35.
On motion of Commissioner Bull, seconded by Commissioner Spangler the estimate was
approved. Carried.
City Engineer filed estimate number 1 on Job 423 - streets - Brown & Brown - in the
amount of $6,044.85.
On motion of Commissioner Bull, seconded by Commissioner Spangler the estimate was
approved. Carried.
Engineer filed estimate number 1 on Job 424 - streets - Brown & Brown - in the
amount of $19,027.35.
On motion of Commissioner Bull, seconded by Commissioner Spangler the estimate was
approved. Carried.
City Engineer filed estimate number 8 on Job 414 - streets - Brown & Brown in the
amount of $19,367.79.
On motion of Commissioner Bull, seconded by Commissioner Spangler the estimate was
approved. Carried.
City Engineer filed estimate number 1 on Job 422 - sewers - Construction Inc., in the
amount of $6,246.44.
On motion of Commissioner Bull, seconded by Commissioner Spangler the estimate was
approved. Carried.
City Engineer filed estimate number 3 on Job 420 - streets - Brown & Brown in the
amount of $125,764.85.
On motion of Commissioner Bull, seconded by Commissioner Spangler the Estimate was
approved. Carried.

City Engineer filed final estimate on Job 427 - Soil Cement - L. W. Rexroad in the
amount of $24,638.77.
On motion of Commissioner Bull, seconded by Commissioner Spangler the estti.mate was
approved. Carried.
City Engineer filed estimate number 4 on the Sewage Treatment Plant - Wea
Construction in the amount of $49,075.12.
On motion of Commissioner Bull, seconded by Commissioner Spangler the estimate
was approved. Carried.

A resolution was introduced and passed entitled: "A resolution finding that it
is necessary to open, widen and extend White Avenue from the west right-of-way line
of Broadway Boulevard to a point approximately eight -hundred Fifty Feet west and to
appropriate private property therefore, and directing the City Engineer to file a
survey and description of the land so required.
On motion of Commissioner Bull, seconded by Commissioner Spangler the resolution
was adopted as read and on its final adoption the following vote was had; Ayes:
