Meeting was called to order by Mayor Exline, the roll was called and Commissioners Exline, Bull, Banker,, Spangler and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of July 17, 1962 read and approved as read. Letter was received from the City Planning Commission on petition number 2623 for rezoning of the West 50 feet of the East 156 feet of Lot 3, Plat 4 Lamers Second Sub -division from District "A" to District "B". On motion of Commissioner Bull, seconded by Commissioner Spangler the letter was accepted and City Clerk publish notice as required by law. Carried. Thirty day notice up rezoning of Lot 2, Block 6 Bonds Addition from District "A" to District "DD". Ordinance passed: c �l 5 / �Cn Number A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, paving and grading of Connecticut Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the north line of Iron Avenue to the south line of Johnstown Avenue. On motion of Commissioner Spangler, seconded by Commissioner Tucker the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Bull, Banker, Spangler and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered 2639. Resolution introduced July 17, 1962. Carried. An ordinance was introduced for second reading entitled: "An ordinance levying special assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for the purpose of paying a portion of the cost of: A. This improvement consists of the curbing, guttering and paving of: (a) Magnolia Road, from the west line of Belmont Boulevard to the east line of U. S. 81 By-pass. (b) Belmont Boulevard, from the north line of Magnolia Road to the south line of Parkway Avenue. (c) Hart Street from the west line of Belmont Boulevard to the east line of Gebhart Street. (d) Fourth Street, from the south line of Parkway Avenue to the south line of Hart Street. (e) Reed Avenue, from the west line of Belmont Boulevard to the east line of Larson Street. (f) Parkway Avenue, from the west line of Fourth Street to the east line of U. S. 81 Highway, (g) Highland Avenue, from the south line of Magnolia Road to the north line of Parkway Avenue, (h) Simmons Street, from the south line of Magnolia Road to the north line of Parkway Avenue. (i) Larson Street, from the south line of Magnolia Road to the north line of Parkway Avenue. (j) Gebhart Street, from the south line of Magnolia Road to the • north line of Reed Avenue. B. Water main to be installed in all the above described streets. C. On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is numbered 6643. Ordinance was introduced on July 17, 1962. Carried. An ordinance was introduced for second reading entitled: "An ordinance providing for the periodic issuance of Temporary Notes of the City of Salina, Kansas, in the principal sum not to exceed $65,000.00, to pay for the cost of erecting, constructing, furnishing and equipping a public building and for other necessary costs authorized by Chapter 12, Article 17 of the Laws of the State of Kansas." On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is numbered 6644. Ordinance was introduced on July 17, 1962. Carried. On motion of Commissioner Bull, seconded by Commissioner Tucker the City Clerk was instructed to advertise for bids on August 14, 1962 for the public building to be used by the and Sewage Department. Carried. An ordinance was introduced for second reading entitled: "An ordinance providing for the vacation of certain easements located in Block 5 in Belmont Addition to the City of Salina, Saline County, Kansas." On motion of Commissioner Tucker, seconded by Commissioner Bull, the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Exline, Banker, Bull, Spangler and Tucker (5) Nays: (0) Mayor approved the ordinance and it is numbered 6645. Ordinance was introduced on July 17, 1962. Carried. On motion of Commissioner Spangler, seconded by Commissioner Banker a resolution was introduced for first reading relating to the curbing, guttering and paving Poplar Street from Ohio to Riverside Drive. 1 �5 Resolution passed: _ �C �� Number9f� On motion of Commissioner Spangler, seconded by Commissioner Banker an ordinance was introduced for first reading relating to lateral sewer 472 in Block 2 Riverside Add. Ordinance passed: �t� � � '� Number 7 Petition number 2626 was filed for the paving of South Third, north of Walnut to Smoky Hill River, also for the curbing and gutter on the East side. On motion of Commissioner Spangler, seconded by Commissioner Banker the petition was referred to the City Manager for checking. Carried. Petition number 2627 was filed for a curb type sidewalk on the 1100 Block of West Cloud on the north side. On motion of Commissioner Spangler, seconded by Commissinner Banker the petition was referred to the City Manager for checking. Carried. Petition number 2628 was filed for the vacation of the east -west alley in Block 5 Elmdale Addition, also, the north -south alley in Block 5 Elmdale Addition. On motion of Commissioner Spangler, seconded by Commissioner Banker the petition was referred to the City Manager for checking. Carried. Petition number 2629 was filed for the rezoning of Lots 1 and 13, Block 5 Replat of Faith Addition to District "DD". On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was referred to the City Planning Commission for checking. Carried. Electricians bond was filed for Ernest J. Garren d/b/a Garren Electric. On motion of Commissioner Spangler, seconded by Commissioner Banker the bond was approved. Carried. Plumbers & Gas fillters bond was filed by Dan J. Bachofer d/b/a Dan J. Bachofer Plumbing and Heating Company. On motion of Commissioner Tucker, seconded by Commissioner Bull the bond was approved. Carried. A resolution was introduced and passed entitled: "A resolution designating the official depositories for all moneys of the City of Salina, Kansas, and directing the City Treasurer to deposit all moneys received by him therein." On motion of Commissioner Bull, seconded by Commissioner Tucker the resolution was adopted as read and on its final adoption the following vote was had; Ayes: Exline, Bull, Banker, Spangler and Tucker (5) Nays: (0),.Mayor approved the resolution and it is numbered 2640. Carried. • On motion of Commissioner Bull, seconded by Commissioner Spangler an ordinance was Introduced for first reading relating to the vacation of a tract of land in the Flood Control System in Salina, Kansas. Carried. Ordinance passed: Number Mayor reappointed Robert Floy & Jim McKin to the City Planning Commission for a three year term each from May 1, 1962 and appointed Fred Haase to replace G. N. Waddell whose term expired May 1, 1962. On motion of Commissioner Bull, seconded by Commissioner Spangler the appointments were approved.
