July 17, 1962
Regular Meeting of the Board of Commissioners July 17, 1962. Meeting was called
to order by Mayor Exline, the roll was called and Commissioners Exline, Bull, Banker,
Spangler and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of July 10, 1962 read and approved as read.
Notice of hearing on proposed assessments was taken up for the improvements of
Key Acres Addition - Job 411 - Improvements of streets, sewer & water mains.
Hearing has been extended from June 26 & July 3, 1962, after listening to
discussions from several property owners Mr. Olson & Mr. Curtis, Commissioner
Spangler made motion that the assessments be approved and accepted as filed by the
City Clerk without any changes, seconded by Commissioner Bull. Carried.
Special assessment ordinance was placed on 1st reading, on motion of Commissioner
Spangler, seconded by Commissioner Bull.

Petition number 2617 for paving of Alley between Santa Fe and Fifth from Mulberry
to South Street was referred to the City Attorney for checking. On motion of
Commissioner Bull, seconded by Commissioner Spangler. Carried.
Petition number 2619 for the concrete curb, guttering & pavement on Poplar Street
from Ohio Street to Riverside Drive was approved for resolution. On motion of
Commissioner Bull, seconded by Commissioner Spangler. Carried.
Petition number 2621 for the sanitary sewer to serve lots 1, 2, 3, 4, 5, Block 2
Riverview Addition was approved for ordinance. On motion of Commissioner Tucker,
seconded by Commissioner Bull. Carried.
An ordinance was introduced for second reading: "An ordinance providing for the
inclusion of certain land within the corporate limits of the City of Salina, Kansas.
Wallerius Addition.
On motion of Commissioner Spangler, seconded by Commissioner Banker, the
ordinance was read and adopted by sections and on its final adoption the roll was
called and the following vote was had; Ayes: Exline, Bull, Banker, Spangler and Tucker
(5) Nays: (0) Mayor approved the ordinance and it is Numbered 6642. Ordinance was
introduced for first reading July 10, 1962.
On motion of Commissioner Spangler, seconded by Commissioner Bull the estimate
was approved. Carried.

An ordinance was introduced for first reading: "An ordinance providing for the
periodic issuance of Temporary Notes of the City of Salina, Kansas, in the principal
sum not to exceed $65,000.00 to pay for the cost of erecting, constructing, furnishing
and equipping a public building and for other necessary costs authorized by Chapter
•
12, Article 17 of the Laws of the State of Kansas.
On motion of Commissioner Bull, seconded by Commissioner Tucker, the ordinance
was introduced for first reading.

A resolution was introduced for first reading: A resolution providing for the
curbing, guttering and paving with concrete, 33 feet wide, from the back of curb to
back of curb, Connecticut Avenue, from the north line of Iron Avenue to the south
line of Johnstown.
On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution
i was introduced for first reading. Carried.

Map was filed for approval from T. V. Cable, Inc. On motion of Commissioner
Spangler, seconded by Commissioner Bull to approve. Carried.
City Engineer filed estimate number 3 - ABC Construction Co. - Sanitary Trunk
lines - $48,144.85.
On motion of Commissioner Spangler, seconded by Commissioner Bull the estimate
was approved. Carried.

Cereal Malt Beverage application was filed by Wilma L. Farrell for "Sams Tavern"
624 Reynolds. —
On motion of Commissioner Spangler, seconded by Commissioner Banker the application
was approved. Carried.
Petition number 2625 was filed for curb, gutter & paving Sietz Drive from Melrose
Lane northeast to property line.
On motion of Commissioner Tucker, seconded by Commissioner Bull the petition was
referred to the City Manager for checking. Carried.
Concrete construction bond was filed by Edward L. Blaske. On motion of Commissioner
Spangler, seconded by Commissioner Bull the bond was approved. Carried.
Plumbers & Gas fitters bond was filed by Donald Sterling d/b/a Jet Plumbing Co.
On motion of Commissioner Spangler, seconded by Commissioner Bull the bond was approved.
Carried.
An ordinance was introduced for first reading providing for the vacation of certain
easements located in Block five (5) in Belmont Addition.
On motion of Commissioner Bull, seconded by Commissioner Tucker, the ordinance
was introduced for first r7--
ding. Carried.

Mayor appointed Wm. Phillips, 314 S. Delaware to the Electricians Examing Board in
place of Donald L. Fowler who resigned.
On motion of Commissioner Spangler, seconded by Commissioner Bull the appointment was
approved. Carried.
The City Manager presented the Budget for 1963. On motion of Commissioner Spangler
seconded by Commissioner Bull the budget was approved for publication. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an appropriatio
for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Spangler the ordinance was
read and adopted by section and on its final adoption the roll was called and the following
vote was had; Ayes: Exline, Bull, Banker, Spangler and Tucker (5) Nays: (0) Mayor
approved the ordinance and it is Numbered A-1128.
An ordinance was introduced and passed entitled: "An ordinance making an appropriat
for the payment of certain claims."
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was
read and adopted by sections and on its final adoption the roll was called and the following

approved the ordinance and it is Numbered A-1129. _
